T.O.P. Wing: Pioneering Israel's Aviation Testing
T.O.P. Wing holds a distinguished place in Israel's aviation history. Few companies can claim participation in one of the country's most complex space missions: the launch to the moon of Israel's first spacecraft, Beresheet 1, on February 22, 2019.
In its current form, T.O.P. Wing was founded in 2003 by test pilots and engineers, who graduated the Air Force Flight Test Center and other leading security system organizations. The company draws on the team's extensive operational and engineering experience, developed over many years of service in the defense sector.
"T.O.P. Wing was established to fill a gap in the market for end-to-end testing services, including definition, planning, instrumentation, measurements and test execution," explains company co-CEO Rami Bar-Eyal. "At the time, only a handful of individuals were working in this field. There was no multi-disciplinary team capable of delivering comprehensive services as a true one-stop shop. Our creation brought a refreshing, pioneering change to the market."
Team and Capabilities
T.O.P. Wing today employs around 35 professionals, including test pilots, engineers, navigators and UAV operators. In recent years, the company has expanded into land and maritime domains, applying its aviation testing methodologies to these new arenas.

After testing, T.O.P. Wing manages results analysis, documentation and the preparation of comprehensive reports in line with client and regulatory requirements. In some cases, the company also further supports clients with guidance, implementation, certification and marketing materials.
"We have regular partners who handle the engineering, manufacturing and installation stages, while we take full responsibility for the testing phase," says Bar-Eyal. "This includes developing the test plan, real-time documentation, results analysis and preparation of summary reports."
Compliance and Operations
T.O.P. Wing operates under the supervision of all requisite official authorities, including Israel's Civil Aviation Authority, its Ministry of Defense and Standards Institute. Headquartered in Maccabim-Re'ut in Modi'in, most of its employees work directly on client sites to meet strict information security requirements.
The team conducts tests across a wide variety of platforms from the smallest drones and UAVs to helicopters, fighter jets, business jets and commercial airliners. The company also engages in international projects, supporting the development of civil aircraft protection systems, radar, SIGINT systems and more, coordinating test efforts between airborne and ground-based engineers.
Growth Areas
One of the fastest-growing segments in this area is autonomous aerial vehicles, in whose testing T.O.P. Wing plays a key role. Another fast-expanding area is autonomous ground vehicles, which require extensive component-level testing for their hundreds of onboard sensors.
Other key activities include protecting passenger and military aircraft, testing aerial munitions and developing sensors for ground systems. The company also provides licensing services for ground aviation infrastructure (airports, helipads) and consultancy for real estate projects affected by flight restrictions.
