After 17 days of fighting in Ukraine there is already one clear conclusion: Russian President Vladimir Putin did not have a Plan B. Nor did he prepare an exit strategy for himself. That’s how it is with power-lusting tyrants who are convinced they know better than anyone else. They are unwilling to hear the dissenting scenario that any proper intelligence community must prepare, indeed they are incapable of it.
