U.S. President Donald Trump addressed NATO leaders Thursday at NATO headquarters, lecturing member countries on the need to pay more for defense.

After observing a moment of silence for the Manchester terror victims, Trump insisted that many NATO members are not paying “their fair share” and many “still need to pay more from past years.”

France’s President Emmanuel Macronm Belgian Prime Minister Charles Michel and Luxembourg's Prime Minister Xavier Bettel clearly looked upset by the remarks and were seen talking among themselves as Trump spoke.

"This is not fair to the people and taxpayers of the United States," Trumps said in brief remarks. "If NATO countries made their full and complete contributions, then NATO would be even stronger than it is today, especially from the threat of terrorism."

Trump has also ruffled feathers with the British government before the NATO meeting by leaking British intelligence regarding the Manchester terror attack. The sensitive intelligence was printed in the New York Times.

Trump released a statement before he arrived at the NATO military alliance, the president said he would seek an official review to stop leaks that he said posed a serious security threat.

"The alleged leaks coming out of government agencies are deeply troubling," Trump said in the statement. "I am asking the Department of Justice and other relevant agencies to launch a complete review of this matter, and if appropriate, the culprit should be prosecuted to the fullest extent of the law."

He said the relationship between the United States and Britain was the most cherished of all U.S. ties.
