The Times of India reports that the woman, 25, was raped after hitching a ride with local residents near the city of Manali in northern India.
Indian police sources said the woman was waiting for a taxi when a car without a license plate stopped next to her and offered her a ride to Manali so she could grab a cab from there to her destination.
The woman told police there were six men in the car and two of them raped her during the ride and later dropped her off in Manali.
She has undergone medical examinations and an investigation has been opened to try and locate the suspects, with the help of security camera footage from the area.
Foreign Ministry spokesman Emanuel Nachshon confirmed the complaint had been filed.
"Indian police have confirmed to the consul (in India) receiving a complaint from an Israeli woman who says she was gang raped," Nachshon said.
