For almost 2,000 years (1,951 to be exact), Jews lived under foreign governments and rulers all over the world.

Since the destruction of Jerusalem by the Romans in 70 C.E., Jews had not governed themselves in a political sense. Jews managed communities, small localities and even, in rare instances, towns. They enjoyed religious and cultural autonomy in certain places and for limited periods of time throughout history, but they never governed an independent, clearly defined political unit – certainly not a sovereign nation-state – even after the advent of that political entity in the mid-19th century in Europe.
