Misplaced Focus on ISIS Obscures the Real Threat to Israel's Security

The Islamic State isn't going to establish a foothold in Israel or the Palestinian territories any time soon, but attacks outside of a clear organizational framework pose a new kind of challenge for security services

In the midst of a new terror wave, the main allegation sounded on Israeli media against the Shin Bet was that the security service actively neglected ISIS operations in the West Bank and Israel, enabling the terrorists in Hadera and Be’er Sheva to operate under the radar. This allegation is apparently lent credence by the fact that in 2016, Ibrahim Agbarieh, one of the assailants in Hadera was arrested for attempting to join ISIS in Syria, and Muhammad Abu al-Kiyan, who committed the attack in Be’er Sheva, was arrested in the same year and sentenced to four years in prison for attempting to establish a terror cell that would join ISIS in Syria.
