Sudan will not move forward with the U.S.-brokered deal to normalize relation with Israel if Congress refuses to grant the East African nation immunity from future terrorism claims in court, the New York Times reported on Tuesday. 

Just over a month after Sudan became the third Arab country to set aside hostility with Israel in the past two months and joined the United Arab Emirates and Bahrain in agreeing to normalize ties, the deal stands at risk of unraveling.
