For years now, the annual Herzliya Conference and the confab at Tel Aviv University’s Institute for National Security Studies have provided Israel’s military chiefs of staff with a twice-yearly stage for speeches. On Tuesday the current chief of staff, Lt. Gen. Aviv Kochavi, appeared at an INSS conference marked by coronavirus restrictions. He addressed an empty auditorium in a speech that was livestreamed on the center’s Facebook page.
