The boy was alone in the house. His parents were located later and arrested on suspicion of unlawful imprisonment and physical and emotional abuse, police said.
The parents expressed regret for their actions but told investigators that they were unable to control the boy and that the chaining was a one-time incident. The parents were released on bail and their son was returned to them, on the recommendation of social services.
