A former high-ranking police officer was indicted in the police disciplinary court on Tuesday on charges of sexual harassment and conduct unbecoming a policeman. Haggai Dotan, previously commander of the Coastal District, was dismissed from the police force in September.

The indictment, which will be heard by a panel headed by a retired District Court judge and including two retired senior police officers with the rank of commander, contains six charges – three of sexual harassment and three of inappropriate behavior for conducting relationships with policewomen.
The Police Investigations Department decided about a month ago to charge Dotan for disciplinary offenses only, after he confessed to his crimes in the context of an agreement with the State Prosecutor’s Office.
The prosecutor said at the time that “It was decided that under the circumstances in which the acts were committed and in light of the officer’s resignation and the fact that he assumed personal and public responsibility, the disciplinary arena is sufficient to provide a suitable and proportionate response to the affair.”
Police Investigations Department head Uri Carmel and State Prosecutor Shai Nitzan accepted the decision not to bring criminal charges against Dotan. The prosecution and defense agreed that Dotan would confess to sexual harassment and conduct that is inappropriate for a policeman or could harm the image of the police during the disciplinary procedure.
The State Prosecutor’s Office said last month that Dotan had confessed to making inappropriate comments of a sexual nature to a number of policewomen under his command while serving in a variety of senior command positions. Examples of his behavior were his saying “I’m dying to kiss you” to one of his subordinates and conducting an intimate relationship with another.
