The law requiring bicyclists to wear helmets went into effect in October 2007, but a not a single ticket has been issued for violating it, a police source said.
"From the very beginning it was obvious that the law may be appropriate and important, but implementing it would be very problematic," the source said, adding that police officers may have issued verbal or written warnings to helmet-less riders, but nothing beyond that.
Police figures indicate that last year there were 409 reported traffic accidents involving bicyclists, in which 13 riders were killed and 93 seriously injured. In 2007 there were 352 accidents, in which 6 cyclists were killed and 86 seriously hurt.
