ISTANBUL - I was summoned here in late April to play a part in a strange comedy. I followed the instructions I had been given and came to a place that looks like an ancient palace, but which functions today as a multistory, upscale restaurant called Cezayir - meaning Algiers - in the old part of this city's Beyoglu quarter that runs down to the Bosphorus.
