STRASBOURG, France - Lacking both the mannerisms of high office and a necktie, Daniel Cohn-Bendit sits in an anonymous office, door wide open, in the European Parliament building in this city. It is hard to imagine a greater contrast between the tear-gas stench of the alleys of Paris' Latin Quarter, and the ugly cylindrical building that is home to the legislative assembly of the European Union.
