Does the presence of the IDF's HQ in Tel Aviv endanger the city's population?

If I remember correctly the original offices were built there about 50 years ago, when it was on the outer edge of Tel Aviv?

The location of the Kirya is actually based on a single reason. Convenience for the general staff that live in the Tel Aviv area and want to continue doing so. Strategically it should be located somewhere South of Bersheva with much more space allowing for hardened and distributed facilities that would enable the army to continue to function even if one building was destroyed..

For years the Israeli governments accused the Palestinians fighters to hide behind the civilian population and to use innocent civilians as human shields. What is the difference to Israel keeping its military headquarters right in the middle of a denseley populated city?
