South Africa is already here

The government is trying to build a protected autonomy for the Jewish majority and a stunted autonomy for the Arab minority.

How could the Israeli public allow a few dozen racists go down into the lion's den of Umm al-Fahm on their own? Do Michael Ben-Ari, Baruch Marzel and Itamar Ben Gvir represent only themselves or just the fringes of the extreme right? After all, thousands of Israeli citizens agreed when they heard the thugs' explanations of the reasons for their march.

Hundreds of thousands in Israel are pleased with the Citizenship Law, glad that the bill will, when it passes - and it will pass - allow discrimination against Arabs who will want to buy a home in a Jewish community, and the majority of the public considers MK Hanin Zuabi a traitor.

Where were all these people while the fascists marched through Umm al-Fahm? Suddenly they are not comfortable being seen with those who reflect precisely the zeitgeist?

Participating in this march should have been Foreign Minister Avigdor Lieberman, MKs Anastassia Michaeli and David Rotem, the settler leadership, the followers of Rabbi Ovadia Yosef, the heads and residents of Jewish communities in the Galilee, as well as the owners of homes in Tel Aviv and Ra'anana who refuse to rent apartments to Arabs. This march should have carried the banner "[National] Pride Parade." Alas, only 1,300 participants showed up, along with the police force that protected them.

But they are certainly not alone. They simply do not need yet another demonstration. Israel's apartheid movement is coming out of the woodwork and is taking on a formal, legal shape. It is moving from voluntary apartheid, which hides its ugliness through justifications of "cultural differences" and "historic neglect" which only requires a little funding and a couple of more sewage pipes to make everything right - to a purposeful, open, obligatory apartheid, which no longer requires any justification.

In South Africa of the 1950s, the whites were afraid even of the white immigrants, lest they bring with them liberal ideas that would affect the local volk.

But mostly they feared the blacks. In a short period of time the insular white community adopted a series of laws that were meant to preserve their purity. In 1949, the Prohibition of Mixed Marriages Act was passed; in 1950 and 1957 the Immorality Act and amendment made interracial sexual relations a criminal offense carrying a seven year prison sentence. In 1950, in the Population Registration Act, each citizen was categorized racially. In 1953 the Bantu Education Act was passed which established that the blacks will receive a different and lesser education than the whites, and in 1950 the Group Areas Act was passed which determined "group regions," establishing where each racial group could live and which led to the expulsion of 3.5 million blacks from their homes.

This listing is presented here as a service to the racists in the Knesset, in case they did not know what kind of legislation to propose in order to complete their plan. This is also a public service for those who did not participate in the Umm al-Fahm march, so that they will know what they should require of their representatives.

With considerable delay, the South African Group Areas Act is now being copied into Israel's book of laws. An individual can no longer purchase land, build a home or even rent an apartment in small communities in which the absorption committee opposes their presence. According to Adalah - the Legal Center for Arab Minority Rights in Israel, the law will "protect" 68.3 percent of all communities in Israel from being "stained."

The remainder of communities, and especially the large cities, will have to continue, for the mean time, to make do with voluntary apartheid. But the days will also come, as they did in South Africa, when an appropriate solution was found for its cities. It will be possible, for example, to grant homeowners committees the authority to determine who can buy or rent an apartment in a building. After all, what is good about a small community should also be good in an even smaller building. And of course a law which encourages snitching will also be passed.

So, while the government of Israel is trying to gain Palestinian recognition for its Jewish identity, it is building within it the double identity of the state. A protected autonomy for the Jewish majority and a stunted autonomy for the Arab minority.

Israel is quickly defining the borders of the Arab autonomy and through apartheid legislation it is granting the Arab minority a legal standing of enclaves with lesser rights; of a cultural-ethnic region which, because it is being expelled from the broader who, can also demand international recognition for its unique standing.

    It is absolutely correct that Israel should be enforcing their right as a nation to determine who they wish to invited inside it's protected areas. Apartheid has nothing to do with it at all. This is not a racist issue, it's an issue of who do you serve? Those muslim who serve satan, must leave the world period, you are not wanted, will not be tolerated any longer.     Twenty years ago Arabs from Umm al-Fahm became a law unto themselves. They total disregarded the law and made the lives of police in the area really unpleasant. They would taunt police at the outskirts of the town and race back in to receive the protection of the citizens. Where was Zvi Barel then? Why did he not demand that the police not allow themselves to be humiliated by a bunch of runts? Why did he not demand that the police enforce the law equally? Don't come and preach to us years later Mr Barel. At least there are still Jews who still have pride and are not willing to take the humiliation that you allowed us to take back then.

    Dear Sir, Having lived under the aparthied regime in South Africa and then chosing to leave it I feel a bit of perspective is needed! I as an Israeli Jew would not dear go into an Arab settelement or shopping centre in Israel, but I do see plenty Arabs in our Settelments\ Towns and Shopping centres. Legaly an arab may buy land in Israel,however for how long have they been KILLED by there own if they sell land to a JEW ! How many Arab countries welcome with open arms Jews and the purchase of LAND? Lets get real! This is the land of the Bible the Holy Jewish Bible. How many time is israel mentioned in the Koran ? Come on we are giving them back there own and standing up for our right's. If you don't like it you know what to do..but plese compare apples with apples and not penuts!

I imagine most disagree with your assessment, certainly the PM and right disagree. Do you fear for you freedom to write such an article? I doubt it. Somebody may yell at you at the petro station, but in general you enjoy a very free, pluralistic society, with great personal, professional, and political freedom. I suspect your article will help improve the country. Although only if it keeps the readers engaged in considering more broadly the questions you raise. I can list a string of differences between even the reprehensible citizenship law and Apartheid, or Jim Crow, or any other example. I can also see your point.     I lost count of the number of time Zvikelleh uses the word "apartheid" in his essay. Clearly trying use the loaded word as a weapon. He gives several examples of the draconian apartheid laws of South Africa - forgetting that those laws don't and never have existed in democratic Israel. I lived in SA for the first 27 years of my life, and am happy to have lived in Israel for the next 40. There is no comparrison. Anyone who compares SA to Israel is either unfamiliar with apartheid South Africa, with Israel, or just an anti-Semitic buffoon. By the way, most of the people there were poilice - only about 40 demonstraters. Barel conveniently lumps the numbers together to make an impression. Misguided indeed, and trying to misguide readers.

    To equate Israel with apartheid displays a profound ignorance of the horror that was South Africa. In South Africa, apartheid was enshrined in its constitution and supported by its legal system. Under apartheid, people were legally classified into racial groups and forcibly separated from each other. A wide range of laws ensured racially based discrimination, including the prohibition of Blacks from voting, using Whites-only schools and hospitals, or even mixing with Whites in public places. Apartheid South Africa was also ruled by a Whites only minority government. The State of Israel has nothing in common with apartheid. In Israel, all citizens have equal rights, regardless of their gender, religion or ethnic origin. This is clearly spelled out in the Israeli Declaration of Independence. Israeli Arabs form political parties, compete in free and fair elections, and are represented in the legislature, executive and judiciary, all the way to the Supreme Court. They can be found in every Israeli university as professors and students and in every Israeli hspital as physicians and patients. Arabic is an official language in Israel. Of course nobody can deny that there is discrimination in Israel against its Arab citizens. Knowing Israel's history, this unfortunate fact is easily understandable. Many in Israel strive to abolish that discrimination and progress is being made. But such discrimination is found in many countries. From England (ask the Muslim Council of Britain) to France, and from Italy and Belgium to the Scandinavian countries. But Bar'el would never find any parallels between those countries and apartheid South Africa. By using the highly charged term "apartheid" with all its negative connotations, Bar'el helps the campaign of delegitimization of Israel.

    The bottomline is that there is still a severe lack of trust on both sides. After 50 years, the bottom fell out of apartheid, not only because the world could not stand it anymore, but because trust had overcome mistrust. We have to aknowlegde that trust is thé uppermost condition for any kind of sollution to whatever the two parties want to accomplish. Although it takes time to heal wounds, in the meantime, everything should be done to gain eachothers trust éven when contradictory acts, like this needlessly damaging legislation, take place.

    The US has religiously exclusive communities. South Africa today has small racially exclusive communities. Such as Oranje which Nelson Mandela visited and met there with the widow of Prime Minister Vervoed an Apartheid ideologue. Israel already has exclusive communities, buildings, suburbs that exclude secular Jews or Jews who have not served in the Army.     Apartheid was the legal situation in the south, and the real situation in the North. Most folks in the North thought they were not racists, and most folks in the south had close relationships with some blacks. The folks in the north thought they were not racists because they seldom encountered Negros. They lived apart, socialized apart, and often even worked apart. Unlike the South, that distance was by mutual action and choice. In the south the law stepped in to separate the races which were often quite mixed in reality. Israel is on the verge of moving from de facto apartheid to de jure apartheid. The course set by Liberman and Shas is clear. Even Netanyahu is opposing members of his party who have a more inclusive view of Israeli society.

    A thank you not and a note of appreciation. It is only people who think your way who will bring Peace to this nation. It extremely hard for the Palestinian Leadership to justify fighting extremism when the Israeli government is continuing to act as extremists itself. Will we ever have peace when this kind of act is put in place. This shows hate and only hate and serves the extremists on both sides. Give the Palestinians whether inside of Israel on the accupied land a window of opportunity and Israel will get the security it requires. The Palestinians want to only feel identity and dignity and live like any other nation in Peace. There are extremists but they do not represent the majority. What is feeding extremism is the State of Israel's action.

      Sure mixed marriage are hard to accomplish in Israel. Although marriages entered into elsewhere are recognized. This simply isn't some action of the central government. All religious groups conduct their own marriages. It would seem easy enough for Christians to recognize mixed marriages since it doesn't cause the same sort of theological trouble as it does for Muslims and Jews. Of course baptisms would be a problem. The fact that no religious group will perform mixed marriages just can't be blamed on Jews. It's just illogical. What about sexual discrimination in orthodox shuls? Just move next door to the reformed shul, sit with your hubby and drive home afterwards! The government doesn't care. Drive home in Saudi Arabia and they'll cut your hands off!

You want to ethnically cleanse all the Jews in Hebron, even though there is ample factual proof that Jews lived there for over 2000 years and Arabs not only massacred the community in 1929, but stole their land too. All the calls for the removal of the Jews from Hebron is more proof of Palestinian apartheid. If you want co-existence, then stop your violence against our citizens and go back to the negotiating table. That's a deal I'll accept: a full construction freeze for a full freeze on Palestinian violence.

      Israel has been breaking international laws for decades, and they have been engaging in ethnic cleansing for just as long.
