How will the next Palestinian uprising look?

Main challenge initiators of the next uprising will face is preventing its descent into an armed struggle.

By Amira Hass Tags: Amira Hass Israel news

Judging from articles written by both Israelis and Palestinians, the next intifada is already in the air. They are predicting it is on the way and the most punctilious know it will be "popular." Bil'in and Na'alin are perceived as its models.

Some Palestinians are guessing it will first erupt in Jerusalem. There, the constant clash between a dispossessing first world and a misery-stricken world is palpable, and the presence of the discriminatory regime is particularly violent because of the daily mingling of the two worlds. In Jerusalem, as opposed to the Ramallah enclave, it is impossible to fake normalcy.

Jerusalem or Bil'in, the supreme challenge facing the initiators of the next uprising - if it indeed erupts - is to prevent its descent into a so-called armed struggle, which inevitably will expropriate the street and the struggle from the public. The militarization of the second intifada led to grave disasters - personal, collective and geo-political. Off the record, many admit this but a number of factors are still preventing frank, public debate.

For years the theory of armed struggle, until liberation and independence are achieved, has been held sacred. Many people feel ill at ease to criticize the militarization publicly, as though they would thereby dishonor the dead, the wounded, the prisoners and their families.

The Hamas movement has not only claimed the word "resistance" - muqawama - it has also succeeded in imposing a narrative claiming its armed resistance has borne fruit. According to this narrative, this resistance prevented the Palestinian Authority and the Palestine Liberation Organization from surrendering to Israeli dictates in the 1990s, forced the Israeli occupation out of the Gaza Strip (and soon Jerusalem's and Ashkelon's turn will come), and prevented the occupation of the Gaza Strip in 2009.

The truth is that the suicide attacks on civilians gave Israel a golden opportunity to implement plans, which had always existed, to confiscate more and more Palestinian lands, using the excuse of "security." The use of weapons did not stop the colonialist expansion of the Jewish settlements. On the contrary. And the use of weapons only accelerated a process Israel began in 1991: disconnecting the Gaza Strip from the West Bank.

At an academic conference on Hamas's political agenda, which took place in Ramallah two weeks ago, a senior member of the movement took pride at what he termed the resistance's success in upsetting the normal course of life in Israel. Along similar veins of propaganda, Hamas succeeded in the past in "selling" to its public the "efficacy" of suicide attacks and the firing of Qassam rockets.

But Israel has proved it knows very well how to exploit the Palestinians' primitive weapons in order to develop and upgrade its sophisticated security industry, an important export expertise and an asset in world politics. This connection is absent from the permitted public discourse on "the armed struggle."

Free discussion will open a Pandora's box in the Fatah movement, because it will be asked why its leaders encouraged the use of weapons ("Shooting at the sky," as one opponent with a military background in Fatah described it). One explanation - but not the only one - is that in the first popular demonstrations in September and October of 2000, Yasser Arafat and his people heard the clear criticism directed at the PA government and Fatah. To silence this criticism and divert it they let the young men play before them - like King David and his people in the Second Book of Samuel (2:14). And many of the young men played with weapons in order to obtain social and economic status in the movement and the PA. When Fatah people dare today to renounce the sanctity of the armed struggle, their collective reputation as corrupt automatically detracts from peoples' faith in their arguments, even if those arguments are logical.

Another challenge facing the initiators of the popular uprising, if it indeed erupts in the near future, is actually a challenge that Israeli society must face. Will it once again adopt the deceptive narrative of the IDF and the politicians ("the Palestinians attacked us," "terror") and allow them, as in the two previous intifadas, to suppress the uprising using disproportionate and deadly means? These are the deadly means that, in the Palestinians' eyes, make Israeli rule look like a series of bloody acts from 1948 to this day.

Will Israel once again invent oppressive logistical and bureaucratic means instead of listening to the political message: Normalcy will not be possible for Israel as long as it perpetuates the sequence of dispossessions that began in 1948.

If any Intifada erupts it is a stage show for the world, where the slightest response by Israel will be amplified 1000 times. This should be stopped before it can start. Israel should call up the reserves and crush any attempt to have a series three Intifada broadcasted around the world to gain support at the expense of Israel. Better yet Israel should annex all of the supposed Arab lands with Jewish names and deport all Arabs.

apple with parrots. "pendence movement in P.R. and occasionally it has turned violent. There was no Cast Lead in response." Do you hear any P.R had blowing up her/himself in the middle of Washingnton in a cafe and killed tens of Americans? What is the difference between Al-Quida and Palies. Do you hear any P.R. sending thousands of nukes for 8 years the a near suburb of America? AlQuida had attacked to Newyork and killed tracheosly 2500 people. The result is bombing of Afgahistan. Palies had attacked to Sderot and the result is CastLead. Go to scholl and have a course on logic. You needed badly. Aby

During the last decade Israel has shown its brutal and unruly face to the world and as a result it has lost its favored nation status today. Indeed, many Americans are waging a moral campaign against their government's unlawful and immoral support of iIsrael and I don't see any future or indeed overall gain in that picture. I imagine it will lead to a great loss such as a drought and Exodus 11. Hence, there is a situation where Israel's initial gains will not be worth its overall losses someday. Dutch

Intifadas don't "Erupt", This is a Threat.
    • Reluctant Hawk
    • 05.03.10
    • 09:34

The Palestinians and their advocates like to talk about Palestinian violence against Israelis as if it were a force of nature. Intifada is 'in the air' or 'might erupt'. The Palestinians are responsible for their actions. If another Intifada happens, it will be because they chose to embark on another campaign of violence. Thus, the various commentators and journalists, such as Amira Hass, who have been writing about the next Intifada being close can only in one of two ways: Either they are anticipating a choice on the part of Palestinians to commit acts of violence or, more likely, relaying a threat from the PLO/Fatah.

You may still be able to pull the wool over the eyes of Washington, but the rest of the civilized world is a very different animal. Even my country, which has been buying the usual AIPAC propaganda for years, has been slowly but surely starting to see that Israel is not by any stretch of the imagination innocent. "Israel has a strong government which is offensive against terrorists and rightfully disregards anti semitic European/American intervention." And there it is. I'm impressed it took 25 posts to come to the typical knee-jerk response of the right wingers. ANY criticism="anti-Semitism." That term has been used so much that it has lost much of its impact, which is a disservice.

The Irgun were called terrorists & agreed on occasion some of their actions we would today call terror but MOST the their operations were the actions of freedom fighters. Almost always their attacks were limited to the British soldiers in Palestine which was the land they wanted as a state. They did not attack either civilians or soldiers in England itself because they were not after a state in England, they just wanted the British out of Palestine. Count Bernadotte was considered a political target the same way Rehavam Zeev was considered a political target. If the palestinians want a state in Judea & Samaria only why not limit attacks to soldiers there why attack either soldiers or civilians in Israel? That would be freedom fighting what palestinans do is terror. Blowing up busses, the Park Hotel ( unlike the King David a civilian target ), nightclubs, bars, pizza parlors. Firing rockets into towns inside Israel ( targeting civilians ).

Yes indeed, but if you are interested in history you must also remember that in the 19th century there were fewer jews in Palestine than arabs. So how about everyone that is not directly descended from those 19th century inhabitants of Palestine return to where they came from, Arab and Jew alike? Or alternately, since you like the 19th century, let us fix the population ratios in all Palestine to those that existed in the 19th century. Perhaps you would like to try another date for those numbers? Didn't think so.

Palestinians As Puerto Ricans: Reply to Brnd No. 67

    • 17:44

"ever hear of Puerto Rico, Guam, Samoa, US Virgin Islands? - and none of those colonies are trying to destroy and replace the US, Britain or France!" That's a creative argument, Doctor, until you inspect it. Puerto Ricans can travel the world on a U.S. passport, emigrate freely to the mainland, and instantly have all the rights of U.S. citizens. They suffer from two disabilities -- no representation in Congress and no vote in presidential elections. But they don't pay federal income taxes. There has long been an independence movement in P.R. and occasionally it has turned violent. There was no Cast Lead in response. There have no fewer than five referenda on their status, and Puerto Ricans voted freely each time to keep the status of a "freely associated state." (same is true for the other "colonies" you mention.) In summary, I got two words for ya: Sonia Sotomayor. If Israel were to give the Palestinians the same rights as Puerto Ricans have, bubbalah, its a deal.

here. "As it will be demonstrated below, the decision by the Zionist leadership to accept the 1947 proposed UN GA Partition plan was nothing but a smoke screen, which was done solely to gain international recognition and support. This deception was a political ploy to gain initial international legitimacy for the existence of the "Jewish state", and this was well known to the Palestinian people. The reader is urged to contemplate the following Zionist leaders' quotes in an open mind. Note that most, if not all, of the quotes below are dated before the entry of any single Arab Army into British Mandated Palestine: * In a letter Chaim Weizmann sent to the Palestine-British high Commissioner, while the Peel Commission was convening in 1937, he stated: "We shall spread in the whole country in the course of time ..... this is only an arrangement for the next 25 to 30 years." (Expulsion Of The Palestinians, p. 66) * Ben-Gurion emphasized that the acceptance of the Peel Commission would not imply static borders for the future "Jewish state". In a letter Ben-Gurion sent to his son in 1937, he wrote: "No Zionist can forgo the smallest portion of the Land Of Israel. [A] Jewish state in part [of Palestine] is not an end, but a beginning ..... Our possession is important not only for itself ... through this we increase our power, and every increase in power facilitates getting hold of the country in its entirety. Establishing a [small] state .... will serve as a very potent lever in our historical effort to redeem the whole country." (Righteous Victims, p. 138) * In 1938, Ben-Gurion made it clear of his support for the "Jewish state" on part of Palestine was only as a stepping ground for a complete conquest. He wrote: "[I am] satisfied with part of the country, but on the basis of the assumption that after we build up a strong force following the establishment of the state--we will abolish the partition of the country and we will expand to the whole Land of Israel." (Expulsion Of The Palestinians, p. 107 & One Palestine Complete, p. 403) * One day after the UN vote to partition Palestine, Menachem Begin, the commander of the Irgun gang and Israel's future Prime Minister between 1977-1983, proclaimed: "The Partition of Palestine is illegal. It will never be recognized .... Jerusalem was and will for ever be our capital. Eretz Israel will be restored to the people of Israel. All of it. And for Ever." (Iron Wall p. 25) * ""Shamir has said Israel must keep the territories in order to accommodate the immigrants. "A great aliyah [immigration]," he said, "requires a Greater Israel."(5) He has insisted that, although Soviet Jews are not being directed to the territories, any Jew has the right to live anywhere in the land of Israel, which for most Israelis includes the territories.

not only the future of Palestine, also that of Israel is at stake. Violence begetting violence in an ever more vicious downward spiral is already killing the Israel (democratic, socially responsible, civilised "western" state) many of us believed in. Judging by the uncompromising stance of Israel's politicians (and so many Talkback entries) and the equally violent rhetoric of Hamas, the future of both Israelis and Palestinians looks terribly bleak.

are considering another intifada is because they were not hit hard enough the last time. The Germans and the Japanese have been deterred from continuing their military past because we bombed the crap out of them and physically occupied them. We killed millions of them. Their size was decreased and populations were shifted. This was justified because they attacked us. There was international law in the 1930's which could have stopped Hitler if it had been enforced. Nobody wanted to enforce it. That is the lesson. Now, only Israel is expected to abide by international law. The only way Israel, the US, the UK, etc. will be defeated by the Muslim extremists is if we just surrender to them. They cannot defeat us militarily, intellectually, or economically.

In case you haven't noticed, Israel is not part of the United States, and is not obligated to follow its 1776 Declaration of Independence you quoted. The Arabs of Gaza and the "West Bank" are not part of Israel, and are not seeking to become Israelis in any case, so your post is doubly silly. As for "ghetto-ized" colonies whose citizens are not exactly 100% "equal" in rights, our allies Britain and France have numerous such colonies, and so does...the United States!! - ever hear of Puerto Rico, Guam, Samoa, US Virgin Islands? - and none of those colonies are trying to destroy and replace the US, Britain or France! "Point" you are trying to make is as idiotic as your characterizing Israel as "apartheid" - it has no such laws or practices. Not one. Interestingly, its PA and Gaza demanding a racist exclusivist state where no Jews are allowed to live. Israel is a Jewish State, and has that right, just as Italy and France are Catholic States, Britain an Anglican State. Whats YOUR problem?

Clearly, 'peaceful' resistance is what has shown to have effect on Israel's international position. If as you say Netanyahu will not 'allow' for a peaceful resistence to succeed , that is more of a reason why the Palestinian should muster all the means at their disposal and the all the outside resources available to see to it that such resistance does succeed.

Amira Hass is a brilliant and balanced journalist. She lived in Gaza at one point, but no longer lives there, and was, in fact, forced out of Gaza by Hamas in 2008. She returned with a delegation just this past December/January and her reporting from that trip was critical of Hamas and again, very balanced. I was part of the delegation, so I know for a fact that she reported accurately, and did nothing wrong. She is not an agent for anyone, but a journalist - a reporter of the truth. I'm sorry that you seem to find the truth so hard to swallow. Maybe you should spend some time living in Gaza and see what Israel has done to over a million innocent people, not connected with Hamas or any other "terrorist" organization.

One may talk of lack of justice, of inhumanity, of cruelty, of oppression, etc. but lack of "normalcy" is sadly disingenuous since all the former has long been established as "normal".

    #45 - Ethnic cleansing
    • Df
    • 03.03.10
    • 20:22

The only ethnic cleansing done in this area was done by the Arabs in 1949 as part of the armistice agreements. All Jews whose families lived in the old city of Jerusalem were forced to leave as were the Jews who had lived in Hevron for centuries. As a result of that, there was not one Jew left in the entire area taken over by the Jordanians. In addition between 700,000 and 800,000 Jews were forced to leave their homes in Arab countries with nothing but the clothing on their backs. What were once vibrant communities in Iraq, Syria, Egypt, Tunisia and other north African countries were reduced to less than 100 people, with the exception of Morocco. Compare that with the Arabs who remained in what is today Israel, now numbering over 1 million. Get your information straight as to who ethnic cleansed who.

#41 - International law and the enforcer
    • Df
    • 03.03.10
    • 20:15

A couple of corrections to your post. 1. The list of #26 has nothing to do with things he wants to pin on "Arabs", and has nothing to do with demonstrating the moral and racial superiority of Jews. The comment is basically to show the hypocrisy of those who claim that Israel is violating human rights while for the vast majority of instances ignoring the blatant violation of those same rights by those people/nations who practice what they are condemning. Goldstone mentioned Hamas - how much time was spent by his committee on condemning Hamas and how much on Israel ? 2. International law is not made by three international courts. They are also supposedly enforcers. International law is created by conventions agreed upon by sovereign nations and codified by treaties. Thus you have the Hague convention of 1907 and the various Geneva conventions. These were not written or signed by any international court but written and signed by sovereign nations.

Just as professor Moriarty is the nemeses and arch enemy of Sherlock Holmes Amira Hass is the same to Israel. What her motives are only she really knows..is she driven by hatred of Israel or love of the palestinians who knows. I doubt that if Hass knew of an impending uprising such as dates and places that she would notify the IDF but on the other hand could she be warning Israel of such an uprising because she has facts at hand and lives with the enemy? This I seriously doubt. She would love to see Israel seriously damaged and Israeli's injured. Afterall most of her articles are incitement tools for the palestinian street to gnaw on and digest and act on. There is something "ugly" about this woman's soul..something tortured. Israel gives her the opportunity, through free speech, that I might add was not awarded to Rabbi Kahane,to spew her lies and distortions and in return she sinks the knife ever deeper into the country of her people.

26 - International law and the enforcer
    • r cummings
    • 03.03.10
    • 18:36

International law is a body of laws covering everything from permitted conduct in war to humanitarian, treaty, commercial, aviation, fishing etc law. The decision maker is one of three international courts, the enforcer the UN, an individual country, a coalition of the willing or, ideally, a nation's own legal system. But that's not really your question, is it? Your selective list is obviously things you want to pin on 'Arabs', no doubt to demonstrate the moral and racial superiority of Jews. Firing Qassams at civilian areas is a crime against humanity, as Goldstein stated. Ditto suicide bombings. The other items are matters of national law and culture. Most western countries only abandoned execution relatively recently, the USA still hasn't. All western societies historically used beheading, burning at the stake, marriage before puberty etc up to and over Elizabethan times. We are not so far advanced really that we can lecture others, particularly Israel the war crime state.

    • 18:34

There WAS a military solution to Tamil Tigers in Sri Lanka - finally wiped out, leaders killed, after causing 35,000 deaths seeking independent state by violent terrorism. FAR more Tamils on far more land than Gaza and W. Bank "Palestinians". The world has tired of violent, unilateral "independence movements" using indiscriminate terrorism and random slaughter of civilians to achieve their goals, rather than negotiation. Spain, ever willing to give Israel advice, has slammed the door on Basque independence. Ditto Turkey (and Iraq) refusing an independent Kurdistan. France refuses even to discuss independence with its huge colonies. The 15 years of sadistic Arab warfare against the Jews since Oslo, supposedly seeking to sweeten terms of "2-state solution" they were offered, instead prove that they don't want independence, but destruction of Jewish Israel, the pre-Oslo goal. Next "intifada" will be the LAST, "PA" remnants can maybe become a "semiautonomous" colony like French Guyana.

A series of articles have appeared in several journals over the past month. They raise the question of how to handle HAMAS, an organization with an extremist philosophy and a penchence for violnce. These two factors have not only created a serious issue for Israel, but also for the Palestinian Authority. HAMAS' actions in Gaza over the past four years has raised a red flag over what would happen should Israel leave the West Bank. Avi Issarroff's article in Ha'Aretz on the fraying of HAMAS (Gazan vs. Syrian branches) shows too the rise of the extremists. Until someone can come up with a reasonable solution to HAMAS' extremism and violence, talks on how and why Israel will leave the West Bank is meaningless. Amira Hass would better serve her readers by addressing those questions.

    • 14:56

If you take out the standard Israel bashing, the article is pretty sound. The only problem with it is the fact that if another intifada breaks out, it will again become what Amira calls militarized and it will become a shooting affair with all that it entails for both sides, but especially the Palestinians. The reason for this is the same reason that Arafat started the second intifada: He couldn't, and no Palestinian leader today, can agree to any political solution that would leave one mm of land considered Palestinian land in the hands of Israelis. And can you see Israel giving up control of the Western Wall area after what the Jordanians and yes, the precursors of the Palestinians at that time - 1948 to 1967 - did to the area - to whit, turned it into a garbage dump and a toilet. This is the crux of the matter - no Palestinian can compromise on this and remain alive.

The Palestinians aren't allowed to fight, and especially never allowed to fight back. They will be shot if they participate in violence. But they'll be shot if they don't participate in violence too, it's just safer and nicer for Israelis if that is the case. The obvious, irrefutable fact that Amira Hass hasn't pointed out is that settlements haven't stopped expanding, regardless of the presence or lack of violence. The IDF hasn't ended the brutality, regardless of the lack of violence in the West Bank. And it won't. Israelis see no need whatsoever to end the violence, it will always be present, and they will use the violence they start to justify more annexation, more confiscation, and ever more violence.

Consider the current trend in the world. Israel has a strong government which is offensive against terrorists and rightfully disregards anti semitic European/American intervention. The settlements are still growing during the hilarious "freeze". Israel has shown openly that it can assassinate enemies from Damascus to Dubai to Tehran. There will never be any Palestinian state, ever, ever. If the Palestinians dare start throwing rocks and garbage cans again, (they have no more capability to commit terrorism because of the IDF) they will absorb a military blow that will prevent them from ever organizing politically again. Israel has ceased to care about world opinion. If I were a Palestinian, i wouldnt start an Intifada right now. Israel is waiting eagerly to pulverize its next military enemy.

It is counter-productive, as it gives Israeli government exactly what it wants; a casus belli to strike out in the Occupied Territories. Palestinians have to show ordinary Israeli citizens that they are not out to drive them into the sea. Very accurate article The next intifada will be along these lines. The fact that Fayaad protested at the wall is significant. Fatah members threatening to burn their Israeli VIP cards. Products from the settlements now have to pay EU import duties. Ereket proposing to withold PA security cooperation with Israel. It will be Bil'in on a larger scale, supported by international sanctions.

but I know how it will end. It will end very badly for Palestinians. There will be no more appeasements, no more concessions and no more Palestinians if this continues.

When the answers to the questions in the last two paragraphs stop being a kneejerk yes, we'll have started on our way to peace. How the Palestinians solve the problem of accepting good policies from a leadership tainted with serial past corruption will determine whether they can take their first confident steps to peace. And then there's the issue of synchrony. Both have to happen together.

cellphones, electricity and stone houses, cafes, solar heating, water plumping. satellite TV and it is only a short ride away. She probably is "home" a lot. Re the article, an uprising will be good yet it will do nothing and help no one. The PA is as stubborn as the Israelis and wants it all. I for one would love a "Palestine" , a country with obligations of it's own, one that has to prove itself with industry, economy, educations, taxes, and move on it's own, with no western aid in abundance.

While reading articles by Amira Hass I cant't stop wondering : how come this woman lives in Gaza and manages to publish her nasty anti-Israeli articles in one of the main Israeli daily newspapers. Officially, Israel is in state of war with Gaza and Israelis are banned from entering it. Those living in Gaza are assocated with Israel's enemies and, I would assume, enemies are not welcome to see their work published almost every day in Israel. Therefore, AMIRA HASS should have a blessing from Shim Bet to do her job in the newspaper as a cover for her real job as an ISRAELI AGENT, Gazans, be aware of Amira Hass!
