U.S. Senator seeks to cut aid to elite IDF units operating in West Bank and Gaza
Senator Patrick Leahy claims Shayetet 13 unit, undercover Duvdevan unit, and the Israel Air Force Shaldag unit are involved in human rights violations in occupied territories.

Leahy, a Democrat and senior member of the U.S. Senate, wants assistance withheld from the Israel Navy's Shayetet 13 unit, the undercover Duvdevan unit and the Israel Air Force's Shaldag unit.

Defense Minister Ehud Barak, a long-time friend of Leahy's, met with him in Washington two weeks ago to try to persuade him to withdraw the initiative.
According to a senior Israeli official in Jerusalem, Leahy began promoting the legislation in recent months after he was approached by voters in his home state of Vermont.
A few months ago, a group of pro-Palestinian protesters staged a rally across from Leahy's office, demanding that he denounce the killing by Shayetet 13 commandos of nine Turkish activists who were part of the flotilla to Gaza last May.
Leahy, who heads the Senate Appropriations Committee's sub-committee on foreign operations, was the principle sponsor of a 1997 bill prohibiting the United States from providing military assistance or funding to foreign military units suspected of human rights abuses or war crimes. The law also stipulates that the U.S. Defense Department screen foreign officers and soldiers who come to the United States for training for this purpose.
Leahy wants the new clause to become a part of the U.S. foreign assistance legislation for 2012, placing restrictions on military assistance to Israel, particularly to those three units.
Leahy says these units are responsible for harming innocent Palestinian civilians and that no system of investigation is in place to ensure that their members are not committing human rights violations. According to Leahy's proposal, U.S. military assistance to Israel would be subject to the same restrictions that apply to countries such as Egypt, Pakistan and Jordan.
The senior Israeli official said that the Israeli Embassy in Washington had been trying unsuccessfully now for some months to persuade Leahy to back down from the initiative.
Two weeks ago, during Barak's visit to Washington, Israel's ambassador to the United States, Michael Oren, asked Barak to meet with Leahy to dissuade him from promoting the legislation.
Leahy, who is on the Democratic Party's left flank, has for many years promoted human rights issues globally. He has been sharply critical of Israel in recent years, especially following Operation Cast Lead in late 2008.
However, he also signed Congressional resolutions supporting Israel's right to self-defense.
Leahy, 71, has served in the Senate for 35 years. He was a personal friend of former Prime Minister Yitzhak Rabin and has known Ehud Barak since the latter was IDF chief of staff.
Barak, who met with Leahy privately, was quoted by the senior Israeli official as telling the senator: "The difference between Israel and terror groups or other countries in the Middle East is that we give an accounting and there is monitoring."
Barak also said the IDF had a strict judiciary with broader powers than the judiciary in the United States armed forces.
Barak was also quoted as telling Leahy that the IDF military advocate general is not subservient to the military command, but rather to the attorney general, and has complete autonomy.
"If a Palestinian is injured, he can approach the High Court of Justice," Barak said. "The investigations undergo judicial review that is independent of commanders. There are dozens of hearings every year that are based on Palestinians' complaints against soldiers. They reach the highest and most independent authorities," he said.
Leahy listened to Barak, but he did not say whether he would withdraw his initiative. According to the senior Israeli official, Israel does know whether Leahy has done so.
However, the official said Barak felt Leahy had understood his message, and that the Israeli Embassy in Washington was following the matter. If necessary, Barak and Leahy would hold another talk, the official added.
Leahy's spokesman, David Carle, said the senator did not comment on his private conversations.

Leahy was the principle sponsor of a 1997 bill prohibiting the USA from providing assistance or funding to foreign military units suspected of human rights abuses or war cxrimes. Obviously Leahy has the courage of his convictions and defends the same principle when the suspected human rights abusers are Israeli military personnel. Israel should not worry and actually should completely try to start to look to other options then rely on America, and accept this motion. Since when does the United States provide direct financial support to 'elite' IDF units ? Does the US directly support the building of the illegal settlements?. The answer to both is no because if she did the US would be in breach of international law. translation: the large sums of monies which the US transfers to Israel yearly enter one big pocket and are shifted to many other pockets in a process that basically launders the monies as to lose track of where it goes. The IRS gives US citizens tax deductions to US citizens for making contributions to 'non-profit' organiztions which monetarily support the building of settlements and financial support to settlers living in the settlements built in the Occupied West Bank. This guy is representing Vermont in the US Senate. For does of you that don't know, in the US Vermont comes about right after Guam and Hawaii when it comes about influencing important US foreign policy decisions.
Leahy is a senior member of the senate. For this reason alone he will be listened to. For those 100 senators, the state does not matter a bit. Only seniority matters.

The law also stipulates that the U.S. Defense Department screen foreign officers and soldiers who come to the United States for training for this purpose.

I listen to a lot of talk radio from that part of the country and I'm telling you that patrick leahy is about to get a lot of flak. I am just waiting for him to demand the same for his own military and police.
This sounds like its ON TOP of the billions in annual military aid the US gives Israel - so it can can continue its human rights violations as an occupying power!

To all you Israelis wondering who this guy is, I offer the following from his Wikipedia biography: A big fan of Batman comics, Leahy lent his voice in the Batman: The Animated Series episode "Showdown". He appeared in a cameo role in the 1997 film Batman and Robin, and in the 2008 film The Dark Knight. Leahy wrote the introduction to the collected edition of Green Arrow: the Archer's Quest and the foreword to the first volume of The Dark Knight Archives, a hardcover reprinting of the first four issues of the Batman comic book. And that's who this guy is. Nuff said.

Patrick Leahy of Vermont knows nothing about living next to neighbors whose culture promotes suicide bombing and irrational hatred of Jews. Leahy's suggestion of withholding funding for such units is as logical as snow skiing in the West Bank.
He should cut aid to all USA Special Forces & put them on trial for crimes against humanity & may as well throw in the CIA & many other USA murderers.

If anything, he didn't go far enough. The bill should have called for a COMPLETE cutting of aid to Israel, not just to certain IOF (Israeli Occupation Forces) units. He's one of the very few politicians who hasn't betrayed the United States of America, and for that, I couldn't be prouder!
But Israel would be wise to start planning on ending US military assistance. US is going broke.

US aid to Israel is in the US` interest. Were it not thre would be no aid.
Israel can not claim to be a true democracy and expect to be allowed to act undemocratically.
Pakistan Jordan and Egypt dont continuously promote themselves to be 'democratic'.....though I would say the People have loudly voiced their desire for that...whereas the place that always claims it is a democracy is in fact devolving into a fascist place...where racism has been at the head of the table since day 1.
Just because Israel has proclaimed themselves a democracy, that means their human rights violations should have a different criteria than other regimes? You can call yourself anything you like, the proof is in your actions.
