Palestinians: Peace negotiations with Israel have ended
Last-minute efforts are underway to head off the talks' collapse, but the prospects seem slim.

According to diplomatic sources associated with the Middle East Quartet - the United States, United Nations, European Union and Russia - last-minute efforts are underway to head off the talks' collapse, but the prospects seem slim.
Prime Minister Benjamin Netanyahu's representative to the Amman talks, Isaac Molho, met on Wednesday in the Jordanian capital for a fifth time with the head of the Palestinian negotiating team Saeb Erekat - but at this point no formula has been reached that would enable the talks to continue. Erekat made it clear that because Israel has not presented its position on the issue of borders with a Palestinian state, from the Palestinians' standpoint, the talks have ended.

After Wednesday's meeting, Jordanian Foreign Minister Nasser Judeh, under whose auspices the five rounds of discussions have taken place, issued a statement in which he did his best to avoid proclaiming the talks a failure. He said the results of the discussions are being evaluated and that consultations would be undertaken with Israel, the Palestinians and members of the Quartet over a future course.
Before the latest Molho-Erekat meeting, Palestinian Authority President Mahmoud Abbas met in Amman with Jordanian King Abdullah and told the monarch from his standpoint talks with Israel had run their course without results. Abbas said that Israel had refused to recognize the borders of a Palestinian state, but if there was a change there was nothing preventing a return to the negotiating table.
Abbas said he would consult with Arab allies next week to figure out how to proceed. He is under pressure to extend the Jordanian-mediated exploratory talks, which the international community hopes will lead to a resumption of long-stalled formal negotiations on establishing a Palestinian state.
Israel said on Wednesday that it is willing to continue the dialogue. Abbas did not close the door to continued meetings, saying he will decide after consultations with the Arab League on February 4. A Palestinian walkout could cost Abbas international sympathy at a time when he seeks global recognition of a Palestinian state in the West Bank, Gaza and East Jerusalem.
The gaps between the leaders are vast, and Abbas apparently believes there is no point in returning to formal negotiations without assurances, such as marking the pre-1967 war lines as a basis for border talks and halting Israeli settlement construction. Netanyahu says everything should be discussed in negotiations and insists he is serious about reaching a deal by year's end.
Though there have been talks off and on, the last substantive round was in late 2008, when Israel informally proposed a deal and the Palestinians did not respond. When Netanyahu took office the next year, he took the proposal, including a state in most of the territories the Palestinians claim, off the table. A round of talks started in late 2010 by President Barack Obama quickly sputtered over the settlement issue.
Visiting European Union foreign policy chief Catherine Ashton has also scheduled two separate meetings with Abbas and Netanyahu to try to salvage the exploratory talks. Two officials involved in the contacts said she is trying to put together a package of Israeli incentives that would keep the Palestinians from walking away.
"We need to keep talks going and increase the potential of these talks to become genuine negotiations," Ashton said.
Before his meeting with Ashton, Netanyahu said, "We've been trying to make sure that the talks between us and the Palestinians will continue. That is our desire."

When are we going to recognize that Israel has taken too much land already, is continuing to build settlements, and has no interest in a 2 state solution. Demanding borders without security, or even the PA showing they can build a Friendly neighbor State(Gaza is a state of it's own and an enemy to Israel) There is no unity. There is no clear government medical or welfare programs in the PA, only foreign aid and the UN doing all the responsible work, even with billions over decades donated. The fact that Hamas is hostile enemy is also a big factor. It seems to me that the PA prefers as is than deal with reality.

Will this so-called peace process ever have a strong but reasonably unbiased moderator, to hold the parties to the table and keep negotiations honest? We all know there are two points of view, and to each of those the opponent is horribly unreasonable and untrustworthy. It doesn't help, we still need a treaty. But we'll never get one while the only-me arbiter refuses to punish reluctance and/or love of the (ever-eroding) status quo.

Israel only wants peace talks to cover up for there wrong doing. For example, let us say that we have a piece of cheese and two different countries want that peace of cheese. Now let us say that these two countries decide to negotiate over this peace of cheese. Whats the point of negotiating if one country (israel) is eating that piece of cheese while they are negotiating. By the time they are done negotiating that piece of cheese (the land) will be all gone.
The proof is that they set preconditions that thay knew that no government in Israqel - left or right - would accept. The Palestinians think they can achieve their goals through the UN Security Council. Israelis want to occupy the whole of Palestine including Gaza and West-Bank. For Israel talks are only there to appease and distract the world from reality: You talk about border issues, but in the same time continue building new settlements?
With all their huge nuclear arsenals and expertise in secrecy, Americans and Russians built peace. For that they left 'technalities' aside and compromised without too many and too deep discussions. For there to be negotiations, there should be two or more willing parties who wish to sit down and find a suitable solution to the problem. The solution at the end of the negotiations should be acceptable to all participants. No participant should come out feelin that their opinion is the only opinion. Therefore there has never really been any negotiations to start with. It is sad but the reality of the situation.
.. and I really don't think Abbas has lost any sympathy at all, because noone in the west expected the israeli side to move even one yota from their previously known stance. That stallement will therefore put pressure on the respective leading electorals of the enlightened west and their failure to make Israel move, in essence making them loose their moral legitimacy/superiority in facing off with states like Iran and others.

Every negotiation should begin with a start off position. To prove that he is serious Netanyahu could state his, which is in my opinion as follows: "The borders of Palestinian State are within Gaza," Israel keeps everything else. The Palestinians would be allowed to move to Gaza or elsewhere, and the Palestinian authority would be abolished.
Israel should definitely send its border plan, but not as a dictate by Erekat or Abbas. Likewise, the topics tackled should not be improvised, nor should Molcho have brought someone with him that Erekat perceives as part of a trap. Be kind, be transparent, be patient. Israelis and Palestinians cannot lose the opportunity just because there was a harsh exchange between the negotiators. There's Ahmed Qurea on the Palestinian side, and there's anybody the Israeli government picks up, if Molcho and Erekat can't overcome mistrust.
The reality is Israel doesn't want peace. The government and the majority of Israelis support the settlement movement whose sole purpose is to PREVENT a Palestinian State from ever being formed.
Israeli leaders will not make peace. What they want is the land without its residents. Why is that still not clear to some people after 20 years of talks and 20 years of settlements?

That is going to be the future of all negotiations. Both parties has enough blood in their count forget two state solution it is failed because one country with equal rights for two people is the only solution that will last and just. Peace.

The Jordan river is the logical border of Israel-Palestine. The Jews will end up with the West Bank and the Palestinians with the East Bank. The capital of Palestine will be Amman. This is the only workable solution that will lead to peace.
As long as Israel enjoys success in changing the demographics of the Palestinian land and continues to avoid having to declare Israel's borders there will be no peace. This means that there will be no real peace talks. This has been going on for nearly forty years, which is more than half the age of Israel as a nation. There is not a single person in Israel, including the government and the Prime Minister that can say with authority where Israel's borders are located, but, all of these same people have the impression that, wherever the borders are located, they are expanding at a steady rate.

The Quartet insisted that both parties meet and sit in a room together and that's what happened. Everybody, including Israelis, know that Israel will have to evacuate many if not all of the settlements as part of any peace agreement. The fact that Israel continues to expand settlements is a valid indicator to the Palestinians and to the world that they have no intention of making peace, at least not willingly. The Palestinians are simply being logical when they note that settlement expansion is not compatable with peace talks. The Quartet must be faulted for the failure of these talks since both sides were unmotivated and they knew that no progress would be made. No progress will ever be made as long as Israel continues to profit by avoiding peace. Until the Quartet acknowledges this fact they remain irrelevant to the peace process, such as it is.

Why is it the EU's default view that Israel has to compromise but the Pal's don't? They've turned down every concession made by Israel to date an insufficient. THEN STOP BUILDING!! If you get the Palestinians at the table how long will it take to hammer out permanent borders? That should be the goal, and that is just how long the building freeze MUST last. The talks sputtered for the same reason they are sputtering now: the Palestinians did the brief meetings for show and not for substance. In 2010, Israel froze settlement construction for 10 months and for 9.5 months the Palestinians refused to come to the table. When there were two weeks left in the Israeli moratorium, the Palestinians finally showed up but said that talks could only begin if Israel froze settlement construction, completely ignoring the fact they had 9.5 months to begin talks beforehand. It was just a show, nothing more. They want to be able to say, "We negotiated," when in reality they are stalling for time and trying everything in their power to avoid serious talks. That's why the other day Erakat who is no less than their chief negotiator and has been a negotiator for longer than anybody else on either side suddenly announced that he didn't have the authority or mandate to hear Israel's views on security matters. How could the chief negotiator not have authority over something so basic to an agreement, especially after so many years of this issue being a core one in these discussions? Well, that's what happens when you are there for show, not for peace-making.
Both sides should now publish their exact proposals and counter-proposals so the people can see what, if anything, their government had offered.

This is the date that the UN mandated a State of Palestine and a State of Israel. This was the original "2 -state solution". Between Nov 29 1947 and May 14 1948 Israel chose David Ben Gurion to be their Prime Minister. On May 14 Ben-Gurion officially declared the State of Israel exists. During the same time period the State of Palestine did not choose a leader or declare their state officially and on May 15 1948 one day after Ben-Gurion's proclomation the State Of Palestine along with the 5 Arab armies of Egypt, Syria,Lebanon,Jordon ,and Iraq attacked Israel for the 1st time. They were repelled and Israel still exists today. Israel WILL NOT go back to pre-1967 borders because that is the same as Nov 29 1947. Palestine refused it then and cannot all of a sudden decide that is what they are willing to agree to in 2012.
But I suppose Ashton needs to be seen as doing something. She has to justify her salary.

There was nothing in the decision to re-engage in 'talks' which bode well for their prospects. The positions of the parties had been staked decades ago. The Israeli side holds all the cards and the Palestinians have nothing tangible to offer short of conceding defeat and acceding to Israeli dictates that will rob them of a viable state. This is a zero-sum situation which will not change without outside pressure which none of the great power is willing to exert.
The quartet and thus the international community has to go back to 1947 and assess with the Palestinians and the Israelis what happened from thereon and act accordingly. It is cowardice that the Quartet was not able to force the parties to discuss key issues such as borders and the settlement stop.This is an important starting point. Why is it so diffcult for the Israeli government to understand this. Most likely, because they don't want any changes. However they are needed to give negotiations meaning.The quartet as bystanders has again succeeded in making these negotiations void of any sense.

Even though Abbas has worked on the security issue, even though the Palestinians have taken the political route, Israel only wants to talk about security for Israel....not borders, not security for Palestinians, not final status arrangments. Steve, The rejectionist sentiments that you express are the opposite of what is needed to bring an end to the conflict. The rejectionist positions held by a significant number of people in both the pro-Israel and the pro-Palestine camps feeds an already raging fire. To deny the Jewish People's deep connection to the land seems idiotic, just as denying that the Palestinians have an equally connection is idiotic. The extremists on both sides of the conflict (and you, as someone waving the "Israel shouldn't exist flag" are among them) are one dimensional and lack vision. What we should be trying to do is imagining Israeli and Palestinian nationalisms that do not deny or degrade the other. The international community needs to put serious pressure on both sides to get back to talks (not just talks about talks) and not let either step away from the table until a solution is found.

But why look at Jordans borders to see Israels? All you have to do is look at the declared borders of Israel at the creation, not a single squareinch has legally benn added to that up to this day.
