Netanyahu: Israel will never share Jerusalem with Palestinians

Egypt FM says PM promised Mubarak that he would be prepared to cede control of East Jerusalem.

By Barak Ravid and Agencies Tags: Benjamin Netanyahu Egypt East Jerusalem Israel news

Prime Minister Benjamin Netanyahu declared on Tuesday that Israel would never cede control of united Jerusalem nor retreat to the 1967 borders, according to a bureau statement.

The statement came after Egypt's foreign minister said in Cairo last week that Netanyahu was ready to discuss making "Arab Jerusalem" the capital of a Palestinian state.

Meanwhile, the Palestinian Authority could abandon its demand for a freeze on construction in East Jerusalem in exchange for an easing of the siege on Gaza and a halt to Israeli assassinations in the West Bank.

Egyptian Foreign Minister Ahmed Aboul Gheit met the foreign ministers of Egypt, France, Jordan, Spain and Tunisia in Cairo last week to revive the nascent Mediterranean Union. He briefed them about Netanyahu's talks with Egyptian President Hosni Mubarak a few days earlier, Israeli and European officials said.

Aboul Gheit reportedly said Israel's willingness to give the Palestinians "100 percent of the West Bank" and the readiness to discuss Arab Jerusalem as the capital of Palestine indicate "openness, goodwill and a change compared to the past."

According to the Arab foreign ministers, the Palestinians have agreed to waive their conditions for reopening the negotiations with Israel in exchange for other terms that Netanyahu could accept more easily.

The Palestinians previously had demanded a complete freeze on construction in East Jerusalem and resuming talks from the point they left off. Now their conditions are Israel stopping its assassinations and military operations in Palestinian cities; easing the blockade on the Gaza Strip and bringing in construction material to enable Gaza's rehabilitation; rezoning West Bank areas where Palestinians have full authority (A) and where they have only civil authority (B) - meaning, having the Israel Defense Forces withdraw to where it was before the Al-Aqsa intifada in September 2000; releasing certain Palestinian prisoners to the PA; and removing eight specific roadblocks in the West Bank.

If Israel agrees to these terms, the Palestinians will return to the negotiations even if the building in East Jerusalem continues and the talks do not pick up where they left off.

Aboul Gheit said the United States would issue a statement against Israeli construction in East Jerusalem and expressing its commitment to the territory of the future Palestinian state.

The visiting foreign ministers agreed that the difficulty in resuming the talks is due to Netanyahu and Palestinian President Mahmoud Abbas' refusal to announce their new positions publicly.

Israel claimed East Jerusalem after the majority of the middle east tried to eliminate it and wipe the jews into the sea in the six day war.. Now Israels enemies...who do not deny that they still want israel and the jews destroyed, want it back...understandably so The palestinians still forbid jews from visiting the holy of holies, and if current sentiment is maintained, jews would be banned from east jerusalem should it be returned. Palestinians/arabs currently live in east jerusalem, and accept that israel currently governs the country and east jerusalem. Arabs can build houses and settlements throughout the country...yet Israelis cannot build in the west bank without death to israel sentiment. Netanyahu wont return land because the palestinian powers will never let a jew step foot on it again...they still strive for its destruction. Israel is there to stay and until the palestinians accept that no land will be given back. Can't give in to somebody that wants you ded

the fact is that the majority of the region tried to destroy israel and wipe it into the sea a mere forty years ago in the six day war. I'm not saying the annexation of east jerusalem was legal or should be internationally recognized but come on, lets be real. If israel gives up east jerusalem, it is a tremendous sign of weakness. If the palestinians really just want to live on the land...then put down your weapons and accept the fact that Israel survived the war and you lost, So they govern the area. Arabs/palestinians still can live in east jerusalem...they just don't govern it. So much ignorance by those who don't understand that palestinians still live in east jerusalem, yet they forbid jews from visiting the holy of holies. It's painfully obvious that SOME arab/palestinians use the annexation of east jerusalem as a means of leverage to destory the jewish people/state of israel...as was their original goal and still is since its creation. if you give a mouse a cookie...

P: "The pals have refused any compromise short of destroying Israel and they cannot." Whoah there! In 1993 the PLO **agreed** that they would base any future claims on the Green Line (which was, remember, only an arbitrary ceasefire line) and not on the 1947 Partition Plan line (which was, remember, the boundary separating the "Jewish state" from the "Arab state") That amounts to a territorial concession of MASSIVE proportions, totally dwarfing any offer ever proffered by Israel. Indeed, in the negotiations with Israel the PLO have NEVER made ANY claim on ANY territory that was allocated to the "Jewish state" by Res 181. N.E.V.E.R. But Israel certainly has demanded its pound of flesh, and then come back demanding more....

    • Johnboy
    • 14.01.10
    • 08:01

a: "If there is no agreement between the parts the `status` quo prevails." That leads to a legal loophole that Israel could - and does - drive a Merkava tank through. Consider: 1) You are an occupier. 2) You know you are constrained by "the inadmissibility of the acquisition of territory by war". 3) So instead you simply refuse to negotiate in good faith about ending the occupation. Result: there can never be an agreement, and so you will be able to keep control of this territory forever. Annexation by default. De facto conquest. Consider: If there is no prospect of breaking the "negotiation deadlock" then the next step should be a return to the "status quo ante", and not a continuation of the "status quo". Q: Why? A: Because of the legal principle "the inadmissibility of the acquisition of territory by war". A return to the "status quo ante" is consistent with that principle, while a "status quo" of never-ending occupation is not.

SDHD: "Could it be those hundreds of thousands of Jews moved onto Jewish properties which were originally stolen by Jordan only 19 years earlier and are not exclusively "Palestinian" lands at all?" Let's run a ruler over that argument...... The pre-1949 Jewish popln of the West Bank was 10,000. The current figure for the number of Israeli colonists inside the West Bank is around 200,000. So, thanks to SDHD, I now have the very amusing mental picture of 200,000 Jews now trying to cram onto land that once housed 10,000. What, they all sleep standing up, do they, SDHD, or do they all stack themselves like pancakes atop Granma's Feather Bed? "We didn't get much sleep but we had alotta fun... on... Answer: 10,000 So he will rant and he will rage, and all because out of the 700,000+ refugees from that war a whoppin' 1.7% of them were Jewish. And, of course, as you so rightly point out it doesn't make what question YOU ask, because in "rebuttal" SDHD will always erect a straw man and argue to that, and not to you.

Sam asked: "And that would be interesting to know how many jews were expelled from the WB before 67 ?" SDHD: "Do some homework." Translation: SDHD doesn't know, and doesn't want to know. The correct answer is: 10,000 SDHD: "And see about how many Jews were ethnically cleansed from East Jerusalem" The correct answer is: No more than 2,000 Jews lived in the Jewish Quarter in 1948. SDHD: "and how many synagogues were destroyed when Jordan captured the territories." Sam didn't ask that question, SDHD, any more than he asked how many Arab villages were razed to the ground by the Haganah. SDHD: "Think it was illegal for Jews to move back in after only 19 years?" All 2,000 of them? No. But what about all the others, SDHD? Because I see that the Jewish colonists in East Jersulam now numbers 200,000. They've been at it like rabbits, have they?

KJ: "The U.N said it was against International law for Israel to arrest Eichmann from Argentina in 1960. They said they had no right to kidnap him from Argentina." Those two statements are not the same thing, Ken. The UN was concerned with the illegality of the KIDNAPPING of Eichmann by Israeli agents, and that this illegality invalidated that arrest. After all, the KIDNAPPING of someone by agents of a foreign country is clearly a violation of national sovereignty, and that can not be ignored when discussing the legality of any subsequent arrest and trial. KJ: "I debated your father on this back in 60 and he said it was outragious for Israel to arrest Eichmann. He demanded Israel send Eichmann back to Argentina." Again, you are conflating two issues i.e. was he "outraged" that Israel presumed to have the right to arrest Eichmann, or was it because Israel committed an illegal act in order to arrest him, and that illegalilty invalidated that arrest?

SS: "And that would be interesting to know how many jews were expelled from the WB before 67 ? " According to this: http://www.jewishvirtuallibrary.org/jsource/History/partition_plan.html the answer is "not very many". The Partition Plan envisioned that the "Arab state" would have a population of 814,000, of which 804,000 would be Arabs and 10,000 would be Jews. So of all of the refugees from the War of Independence only about 10,000 of them (12,000 if you count East Jerusalem) were Jews fleeing from the West Bank, because there were only ever 10,000 Jews (plus 2,000 in the Jewish Quarter of the Old City) who were living in those territories pre-war.

Without an iron curtain such as existed in Germany it would not be feasible to have Israeli and Arabs living side by side under two separate governments. Therefore the only way the Arabs will ever have possession of Jerusalem is through warfare which they themselves realize. However the bible says that although another will stand in the glorious land, the Arabs will never rule Jerusalem now that G-D has restored the land to the Jewish peoples.

The Palestinian position is that East Jerusalem would be sufficient. The Israeli position is that under no circumstances can any part of Jerusalem. whether it was historic Jerusalem or modern suburbs, cannot be shared. I certainly can support keeping the 'old city' and the Israeli city to it's west. But it seems to me that Netanyahu is more interested in playing to the right than serving Israel. Must all Arabs be expunged from East Jerusalem as is the clear goal of the Israeli government? Could not SOME fig-leaf be given to ease the road to peace? Of course not. Peace is a 'four letter' (plus one) word which is despised by the Israeli right. Peace will only happen when Arabs are vanished from East Jerusalem, Judea and Samaria. Which is when a flight of flying pigs will form the letter V for victory over the Temple Mount and proceed, victorious, into a Kosher sunset. . .

One Hundred, or 80, or 60, or even 50 years ago the demands of creating and building a nation drew the best and brightest of Palestinian Jews and, later, Israelis, into politics and the armed forces. Then success happened. After the Yom Kippur War the nation was safe and sound, and the best and brightest turned to other problems. The second-rate started to take up control of politics and the armed forces. The best and brightest have turned Israel into one of the high-tech powerhouses of the world. A thriving nation with a sound economy. The third-rate types dominating politics and the IDF have consistently let the nation down and failed to match the accomplishments of the founding generation. Too bad. Those third rate types are sapping the nation with their corruption and incompetence. Building Israel drew the best. Living off their accomplishment draws the worst.

SDHD: "It was illegal for Jordan to capture the territories, kick all the Jews out, and annex them in the first place, numbskull." Jordan is a state. Bear that in mind as we witness SDHD's little sleight-of-hand.... SDHD: "It wasn`t illegal for Jews to reclaim their properties and move back in." Notice how SDHD is *now* talking about property ownership by individuals ("Jews"), and not about a claim to sovereignty by a state ("Israel") i.e. SDHD is attempting to pretend that "sovereignty over territory" and "property ownership over land" were one and the same issue. They aren't. They are quite separate. After all, SOVEREIGNTY over East Jerusalem can be vested in the new state of "Palestine" and that new sovereign can declare that it is bound by law to respect any pre-existing Jewish PROPERTY RIGHTS. I would be curious to hear what, exactly, would be your objection to such a solution, SDHD....

17: "It is possible to annex the remaining WB with 5% of Arab residents and grant them Israeli citizenship." Only... that territory was carefully chosen precisely because its colonization (and thus eventual annexation) would make a VIABLE state of "Palestine" impossible to achieve. Yaakov (correctly) starts his ruminations from that point i.e. if Israel suceeds in annexing that territory then "Palestine" as a VIABLE STATE is a non-starter. And if THAT is a non-starter then the alternative is either (a) one-state for all or (b) an apartheid regime. Your laughable "rebuttal" falls down because you finish your examination of the two-state-solution by looking only at Israel. That allows you to declare that you like what you see, but that's because you are only examining one side of that coin.

Nothing. In fact there is a Jewish nation. Unfortunately it has been exceeding it's Sovereign boundaries since the day it became a state.

"I heard that muslims thing that Mohammad went to heven from Al Aqsa mosque but the mosque was not built yet at that time. So it is a simple Mosque." No. By your logic, the Temple was not built at the time of david nor at the time of Moses and nowhere in the 5 books of moses did it say that a temple should be built in Jerusalem. So Jerusalem by your own logic is just another part of Israel, the temple Mount nothing special. If it is true for al aqsa it is true for the Temple. No double standards. When the Mosque was built Jerusalem was in ruins, and the Jews were not even allowed in!

All territories are disputed territories, including East Jerusalem. If there is no agreement between the parts the 'status' quo prevails. WE are now all waiting for peace conversations between the parts that might define which part of East Jerusalem belongs to whom. That is the nature of negotiations. You simply dont get a simple fact: if we all knew what is the final result of what supposed to be Israel withdrawal, then what are negotiations for. We are debating about how much of East Jerusalem will be Israel and how much (if any)Palestine. Crystal clear. Nothing but nothing belongs to a so called Palestine, without negotiations.

-There are Mosques in the whole EUROPE- There are synagogoes all over Europe, so what does that mean, that Jerusalem is not so important to Jews after all? A stupid response Daniela! Those mosques have special significance, just like the idea that the temple had special significance for Jews. I told you if you before if you "don`t know then see this NYT link which spells it out for you." but you are too lazy to bother. http://www.nytimes.com/1982/04/25/travel/jerusalem-holy-city-of-islam.html If you are still too lazy here is a clue or two. The Dome of the Rock, built about A.D. 690 and the oldest existing Moslem monument, dominates the area. When you see Jerusalem from afar it is this mosque you see and is known throughout the world not the Temple which is invisible. Farther to the south stands the second of the mosques, Al Aksa, which commemorates Mohammed's journey from Mecca to Jerusalem in preparation for his ascent to the heavens. So when you ask what is holy you now have the answer. Before you joke about this, bear in mind it is just as easy to joke about temples as mosques.

Israel is in a race, a demographic race. It knows that time and human growth are working against it. The Arabs have the lead and Israel must outpace them on both counts. Technologically of course, Israel has the lead, but it is creating conditions where it will increasingly become isolated in the region and have to develope more and more a fortress mentality. This combined with the demographic advantage of her neighbours, bodes ill for Israel. It points to a one state solution happening automatically. At the tipping point, Israel will have to react to that by a draconian racist policy of transfer and expulsions and then its future will truly be that of apartheid SA. What is becoming increasingly clear is that this state cannot continue to claim to be democratic, Jewish, yes, but not democratic.

Sorry but Muslims and Jews are being conned here, we were fed lies and hatered and allowed to know history that only relates to our Muslim or Jewish interests. Certainly when it relates to who's God's favourit !!! the Jews claim more rights and so do Muslims, so why not just start killing each other!!?? why?? The answer is easy, because we are both stupidly serving the agenda of a third party.

d: "Jerusalem might be holy for muslims but it doesn`t have to be their capital." S.T.R.A.W. M.A.N. "the Muslims" aren't claiming Jerusalem as their capital, any more than "the Jews" are. The claimants are "Israel" and "Palestine", not "Jews" and "Muslims". d: "Jerusalem never stopped to be holy to us" Again, that is a S.T.R.A.W. M.A.N. argument. Jerusalem isn't being claimed as the capital of "the Jewish nation". It is being claimed as the capital of "Israel". d: "If you haven`t understood yet" Look, daniela, I understand better than you do, because you are blinded by a theocratic mindset that believes that a) "the Jews" ARE "Israel" b) "Israel" IS "the Jews". You can not differentiate between them, and that's why your arguments are flawed. After all, there are many more Muslims in Indonesia than in Saudi Arabia, but that doesn't give Indonesia a better claim to Mecca than does the House of Saud.

People don't mix and tensions are always high, but one section of the city faces a totalitarian regime's treatment. and I'm not sure if you're following, but the wrath of God has come to the people of Jerusalem and the Israeli/Palestinian territories a years ago and continues to persist. and by the way, all three Abrahamic religions have the same prophecies Kathy.

That's a straw man, because Jerusalem isn't even being claimed by "the Muslims", much less that Jerusalem is being claimed by "the Muslims" because it is holy. Only YOU are making that claim, not THEM. Get The Terminology Right. The city of Jerusalem is being claimed by the PALESTINIANS (not by "the Muslims") and they are claiming it for their CAPITAL (not in the name of "Islam"), and when you argue that they are then all you are doing is holding up a mirror to your own theocratic bigotry.

Urban plans for Arabic towns take on average twice as long to be authorized compared to Urban plans for Jewish towns. 4. Land around Arabic villages in the Galilee have been confiscated by the government to build Jewish only settlements, along with industrial and other complexes to support them, leaving Arabic towns with no room to expand to, turning them to extremely crowded places. Israel never wanted to occupy anything... but when the Arabs said thier famous 3 "no's" what was Irsrael expected to do with the space? By the Arabs rejecting peace in 1967 they created the settler movement... Now fast foward 40 years later and still the same deal is on the table... we leave the land sans jerusalem(and now have to exchange territory to keep some of the settlements) and the Arabs can figure out what to do with the land(West bank)... The areas of Jerusalem that the Arabs would keep are on thier side of the fence already and basically are southern suburbs of Ramallah... When the Arabs decide they want peace over real estate(old city Jerusalem) then we can have peace...

Jews to revise all their prayers books so the palestinians will have a capital that was never their own or the Capital of any others, with exception of the Jews ? Jerusalem is the Capital of all Jewish prayers besides being the eternal Capital of Israel. Palestinians are muslims and christians. Some have no religion at all. Why are you people trying to sacralize that conflict more than it is now ? There's no such thing as religious rights. Keep that in mind. Hundreds of palestinian families used to live in Jerusalem (West and East) before 48. Thousands have lost their homes. Religion is a private matter and one should respect it. Arabs have been in Jerusalem as long as the jews have. Palestinian families such as the Nusseibeihs or Husseinis have been in Jerusalem since more than 500 years ! Is it no wonder the world has such a tarnished opinion of Netanyahu and the country he represents. He declares that he is prepared to negotiate with the Palestinians without pre-conditions and then puts pre-conditions. He is behaving entirely in character, that he is untrustworthy and not fit to be a partner in negotiation. What, though, is most disturbing is how the Israeli people are acquiescing in the perhaps fatal damage to this country by this government. As Edmund Burke said, ?All that is needed for the forces of evil to succeed is for enough good men to remain silent.? That, tragically, is 21st century Israel. Back up a bit there, daniela, because you have just taken a gigantic leap of logic. There are religuous sites **IN** Jerusalem that are sacred to the Muslims, sure, and the Palestinians will insist that **IF** Jerusalem were to be divided **THEN** those sacred sites should become part their sovereign territory. Sure. But that is not the same thing as saying that the Pals want East Jerusalem **BECAUSE** Jerusalem is sacred to them. No. They want East Jerusalem because every sovereign state needs a capital, and they want their capital to be there. It's a bloody good argument, daniela, not least because it is the same argument that Israel makes. After all, there is nothing stopping the Knesset packing its bags and moving back to Tel Aviv....

Is Jerusalem going to be divided with a thick wall, cause that is probably what will happen, and how could you impliment secure borders? Trusting Arab double talk is (and may Israelis speak arabic- is no assurance. If Jerusalem is shared then it will be divided by borders and secure walls and patrols. The PA has a long way to go before the Israeli public can trust it's words match it's deeds, let a lone Hamas. Jerusalem is mentioned in the Hebrew Bible thousands of times and in Jewish prayers throughout the centuries thousands more, it is a central theme of Judaism, the heart of Judaism. It also defines the Palestinian state to be a religious one. That is the only reason why they want it that way. A jewish capital and a muslim capital meters away from each other is a recipe for desaster. Give them two ministries in East-Jerusalem, one for cultural exchange and one for religious affairs. Who knows what he may come up with next. If he was actually serious about keeping a united Jerusalem, the Arab neighborhoods would get services equal to those of the non-Arab neighborhoods and they automatically have citizenship, unless they affirmatively deny it. They'd also have equal chances to build and expand where they live. In other words, they would be treated as equal citizens of a democratic state, not as people under occupation. But the Israeli PTBs want them to remain passive. Separate but unequal. And gradually becoming homeless so they can be expelled.

This is so cool. Once again, prophecy in the HOLY BIBLE IS COMING TRUE. BUT GUESS WHAT, THE WRATH OF GOD COMES TO THOSE WHO DIVIDE THE CITY.For all those who don't believe, especially in the middle east, my prayers are with you, the gospel, the good news is still going out to all the world and will continue to do so. It's so amazing, it tells all of whats going on now. GOD BLESS YOU ALL.

There was so much good stuff mentioned that it is almost impossible to swallow. Problem is this. a. Neither Bibi's office or Abbas' office confirm anything. b. What does Hamas say to "releasing certain Palestinian prisoners to the PA "

I'm surprised no-one has posted anything yet. So what's left to negotiate, but to sign on the dotted line! And then the Golan to Syria, right down to the shores of the Galil! What happens to the "settlers"? Do they become Palestinian residents? Hmm.

I have read this article a few minutes ago and I got myself very optimistic about the peace process. If the PM Benjamin Nethanyau is ready to negotiate under these opens terms I am sure the entire democratic world, and even the arab nations will agree the Israel right to live in paece and security.

Is this true? Are there other reports on these facts? Is it true that Netanyahu has agreed to 100% of the West Bank AND East Jerusalem and the only issue here is the fear to admit all this publicly?

The PA had first better agree to recognize Jewish history in Jerusalem and on the Temple Mount and retain the architectural status quo or the abundance of Islamic historical revisionists will quickly deface both its subterranean and surface features to help erase Judaism from its Mt. Moriah roots and glory.
