Netanyahu arrives in Washington, with aim of mending U.S. ties

PM, Barak to meet key U.S. officials; Netanyahu refuses to halt E. J'lem building despite U.S. demands.

Prime Minister Benjamin Netanyahu arrived in Washington on Monday for a visit which marked a fresh chance to repair the frayed personal ties between the Israeli leader and U.S. President Barack Obama.

In front of the cameras in Israel on Sunday, special Mideast envoy George Mitchell presented Netanyahu with an invitation to meet with Obama at the White House Tuesday evening. It will be the fourth time the two leaders have met since they took office.

The three previous meetings took place in a tense atmosphere against the backdrop of the Obama administration's dissatisfaction with Netanyahu's conduct and his positions on the Palestinian issue.

Just like the last time, they will meet in the evening, producing relatively little immediate media exposure in Israel. It is also not certain that the White House will allow photographers in, or whether the two leaders will make statements in front of the cameras.

The meeting between the two men comes after Netanyahu's positive response to most of the demands by the U.S. administration following the controversy over the announcement of plans to expand the Jewish neighborhood of Ramat Shlomo in East Jerusalem.

Netanyahu agreed to ease the siege on the Gaza Strip, release Palestinian prisoners affiliated with Fatah, and discuss the conflict's core issues in the context of indirect talks with the Palestinians.

Netanyahu did not agree to the American demand to limit Israeli construction in East Jerusalem, but did commit to closer monitoring of building in the city to avoid embarrassing incidents. A bad one occurred this month, when the plans for Ramat Shlomo were announced during a visit by Vice President Joe Biden.

Netanyahu will open his visit to the U.S. by meeting with Secretary of State Hillary Clinton at 2:30 P.M. Washington time. In the evening, he will be hosted by Biden at his official residence for a dinner meeting, after which he will address the AIPAC conference.

Netanyahu: Israel has a right to build in Jerusalem

At the beginning of Sunday's cabinet meeting, Netanyahu said his government would continue to pursue a policy held by all governments since the Six-Day War, stressing Israel's right to build in East Jerusalem.

"From our standpoint, building in Jerusalem is like building in Tel Aviv," he said.

He later added that "these are things that we made clear to the American administration. We also made it clear that in the proximity talks with the Palestinians, each side could present its positions on all matters in dispute, but a real solution to the fundamental problems between us and the Palestinians is achievable only through direct talks, in direct peace negotiations.

"It is only if [the parties] sit together and together clarify the issues that they can come to joint solutions. This is the only way to come to a genuine peace agreement."

Netanyahu also met on Sunday with United Nations Secretary General Ban Ki-moon and Tony Blair, the envoy of the Quartet of Mideast mediators - the United States, UN, European Union and Russia.

Efforts to get indirect talks started with the Palestinian Authority topped Netanyahu's agenda with the visitors. Mitchell told the Israeli prime minister that the Obama administration hoped to embark on indirect talks at full speed as soon as possible, to be followed by direct talks.

Sources in Jerusalem expect the proximity talks to begin after Passover. After a meeting Sunday between Mitchell and Defense Minister Ehud Barak, the U.S. envoy called relations between Israel and the United States strong. He added that the U.S. commitment to Israel's security was unbreakable.

Barak is traveling to Washington with the prime minister. The pair will meet Monday with Secretary of State Hillary Clinton and Defense Secretary Robert Gates. Monday evening Netanyahu will speak to delegates at a conference sponsored by the pro-Israel lobby AIPAC, several hours after Clinton is scheduled to address the group.

On Tuesday, Netanyahu will meet with a large group of congressmen, before his evening meeting at the White House with the president. On Wednesday, Netanyahu will grant a series of interviews with the U.S. media, and that afternoon he will depart for Israel.

Because of the meeting with Obama, who was initially due to be out of the country during Netanyahu's visit, the Prime Minister's Office decided to defer his scheduled Brussels visit to NATO headquarters and the European Union.

    Israel has the right to not only build in it's territories, disputed or not by the general population of the surrounding troublemakers, and it also has the right to decent, appropritate treatment by it's allies. What Obama did this week was further proof of his incompetence, when it comes to playing fair with our allies. We of America, for the most part are fond of the only democracy in the middle east but obviously have a president who sees the friends as enemies and the enemies as people to help and succour in times of need. It was shameful behaviour for a man of such high position and the Americans are ashamed of it. Long live Israel!!

    Israel has given back the Gaza and the West Bank for peace with the Palestinians. What did they get - NOTHING but explosions and more terror. Obama opened his mouth promising a stop on construction in Israel when he was in Arabia. Enough is Enough. Jerusalem is the capital of Israel, and Israel has the right to build in east Jerusalem. The USA didn't give Netanyahu any money this visit, but they gave Gaza a "reward" for sending missiles toward Israel, $900M dollars. Obama is not a friend of Israel contrary to what Obama says. I think he's a very fightening president and has lost my support.

    I like Israel, but it bugs me when people make this stupid argument. I will make it simple. Imagine that the US government sends one dollar to Israel, and Israel gives it to an Israeli who visits the USA and buys a Macdonalds McDouble. I am in line behind him, and I want a McDouble. "Sorry, we gave it to him." Say that Israel instead spends the dollar on a rivet from Lockheed. Lockheed pays the dollar to a Lockheed employee who stands in front of me at Macdonald's and eats my McDouble. Say Israel instead buys a bullet from Britain, the british trade the dollar for part of a pound, and the American who had the pound eats my McDouble. Any way it goes, the dollar comes back and buys something from Americans, something that Americans work to make and then don't get to use. Because we gave it to Israel. Maybe it's right to give stuff to Israel. But you don't do me any favors when you spend my money in the USA. Maybe you do Lockheed a favor. I don't much like Lockheed.

It's perfectly legal for Israelis to reclaim properties anywhere they own them. By international law it isn't legal for Israel to decide that properties outside of Israel are part of Israel, no matter who owns them. Of course, it's possible a Palestinian government might discriminate against Jews, rather as the Israeli government has strongly discriminated against Goys. What's that -- not a single building permit issued to a Palestinian since 1967? Jewish property owners might face that kind of thing. And some of their titles might not hold up in court.... Might it be better if Jerusalem was held by some foreign entity that managed things fairly? The UN perhaps? Or even the USA. US law forbids discrimination on race, religion, ethnicity, etc....

    He agrees to discuss all core issues! He insists that it is the Palestinians who keep raising preconditions! Yet his going in position is that Israel will continue building settlements in East Jerusalem just as if it were Tel Aviv! This despite the fact that the UN and every other nation on earth agrees that Israel is occupying East Jerusalem illegally according to the Geneva Convention. Even the US, who has shamelessly cast 40 vetoes against UN Resolutions condemning Israel's actions over the years, could not in all good conscience veto THIS resolution... it merely chose to abstain from the vote! Netanyahu's words mean NOTHING! Any promises he makes at a peace table will likewise mean NOTHING! And any hope that Palestine walks away with from the peace tables will be destroyed before the door even closes behind them. That is what Israel does, and what they intend forever to do. How the US can continue to support this criminal behaviour is beyond my comprehension!

    "What has Israel done FOR America? Anyone?" 2 quick answers come to mind. 1. They took out al-Mahbou, who was no friend of the U.S. (unless he was perhaps a friend of yours) in Dubai. Or don't you believe it was Mossad who did the hit? 2. They allow the "Arab Street" to blame Israel for America's foreign policy aggressions and gaffs. In other words, Arabs can say "The U.S. is only our enemy because it backs Israel. It's not because it wants to control the oil in the ME or control the politics of the region. If only it didn't support Israel, the US would be our friend." This obviously takes a lot of heat off of the US for its expansionist, oil-hungry policies. It also gives American imbeciles like some of the talkbackers here, the opportunity to point their fingers at Israel as a way to excuse their own government of oil-greed fueled aggression and hegemony.

Also, all your points about Jerusalem are driven by ideology not by international law and human rights. If you actually learn very fundamental moral concepts like treating people in the same fairness and rights you wish upon yourself (and your people) then people of the world (with universal values) might take you seriously.     Jeffrey Feltman, the assistant secretary for Near East affairs said... in Israel, the US is pursing a triple track objective. Proximity talks... leading to direct face-to-face negotiations. Improving the security situation for both Israelis and Palestinians... especially in the West Bank. And providing support for Salem Fayyad in creating the infrastructure for a nascent Palestinian State. Mr. Feltman emphasized that it's very important all three objectives are pursued simultaneously. Because an error or a flaw in one objective has the possibility of derailing the other two... and vice versa. Obviously, this will take a delicate balancing act. Let's see if Netanyahu's White House visit... provides the equilibrium needed to finally put this plan to work.

It is not illegal for individuals Jewish or otherwise to reclaim their properties. It IS illegal to include those properties as part of Israel. In a final agreement they MAY be part of Israel but could very well be part of Palestine.

You always make your points sounding like your side is the only side (typical vfrom the right ofcourse). Also, all your points about Jerusalem are driven by ideology not by international law and human rights. If you actually learn very fundamental moral concepts like treating people in the same fairness and rights you wish upon yourself (and your people) then people of the world (with universal values) might take you seriously.     Obama needs to put his foot down on both these issues and I'm sure he will. East Jerusalem WILL be the Pal capital and Netanyahu needs to take that back home and start preparing the Israeli people for that reality. There is no more room for dodging, delaying and dissembling, the US is not going to agree to any variation at all. While Abbas will accept that there will be a limit on refugees returning to Israel, albeit a far higher figure than Olmert tryied on, Israel WILL have to pay compensation to the remainder. They drove them out, they get the bill. Others may help financially but Israel doesn't get to leave the diner without paying its share of the tab. There is a third point. The border will be on the Green Line, with minor adjustments. Israel may get 3 or 4% of Palestine but it will not get the 10%+ Bibi is aiming for. He needs to adjust his targets and prepare the Israeli people to seriously adjust theirs, or the talks are a busted flush.

    Netanyahu should make a sincere effort to show Israel is serious about peac. Stop settlement construction in East Jerusalem. Announce no IDF will remain within a new Palestine. Conbtinue negotiations where Olmert and Livni left off. Support the Saudi 2002 plan for peace. So far his efforts have lacked good faith and more likely demonstrate a desire to keep Palestine under the control of Israel. Justice must precede peace. Anything less is just a photo opportunity.
