Israel using strong arm tactics against young Palestinian stone-throwers

Haaretz, B'Tselem collected testimonies from teens suggesting police are treating them violently.

Several children in the East Jerusalem neighborhood of Silwan were arrested and taken from their homes in handcuffs in the middle of the night over the past few months, as part of a police crackdown on suspected stone-throwers, several teenage residents told B'Tselem and Haaretz.

Haaretz and B'Tselem, the Israel Information Center for Human Rights in the Occupied Territories, collected testimonies from several teens that suggest the police are treating them violently and violating their rights.

"They told me to get down on my knees and slapped and kicked me, one from behind and one from the front," a 15-year-old told B'Tselem.

A large Border Police force has been raiding Palestinian homes at night, targeting mostly children aged 12 to 15.

Most of the children and teenagers living near near the two controversial residential buildings inhabited by Jewish settlers in Silwan - Beit Yonatan and Beit Hadvash - have been arrested at least once.

The police and Border Police activity follows complaints by the Jewish residents of the two buildings and by the guards hired by the Housing Ministry to protect them.

They say there has been an increase in children throwing stones at their houses and cars.

"The interrogator kept asking me the same question for an hour and every time I denied it, he swore. He swore at my mother and sister. He slapped me and wouldn't let me go to the toilet or have a drink of water," a 14-year-old told B'Tselem.

Another child said he was seated facing the wall and was beaten every time he turned his head.

Parents allegedly mistreated

Parents who try to argue or block their children's arrest are treated harshly or attacked, said Jaballah Rajabi, many of whose family members have been arrested.

"I tried to talk to them and they hit me, sprayed me with gas. Fifty of them come for every child. This isn't police, it's a mafia," he said.

"These incidents constitute a most severe breach of minors' human rights," attorney Yael Stein of B'Tselem wrote to Jerusalem District Commander Aharon Franco.

"A military-like crackdown in the middle of the night to interrogate 12- to 14-year-old children on suspicions of throwing stones runs contrary to all reason, and cannot be justified. It's hard to imagine the security forces taking such measures against Jewish minors," she wrote, accusing police of breaking the law governing treatment of youth.

The Jerusalem Police denied using violent measures and said the arrests and interrogations were carried out lawfully.

"Following increasing incidents of stone-throwing at cars, Border Police and Jewish houses in the Silwan area, causing damage to people and property, Arab minors suspected of throwing stones were arrested," a police spokesman said.

"Some of the minors had their remands extended by the court, and others were released on certain conditions. All the suspects against whom we have evidence will be brought to trial," he said.

    It doesn't happen that way for the Palestinians, does it? Nor is there anywhere near the same level of force used against settlers, is there? And Israeli aren't generally beaten, denied access to a restroom and forced to soil themselves, are they? Shall I go on with the list of disparities, or are you pretty much aware of its length? Who knows, maybe you're not. If you're not, you should find some objective resources learn what really goes on. But if you are aware of them, you're not fooling anyone.

    In US south of 1950's, the oppressed "blacks" were all US citizens of west-African (and not necessarily pure) descent. By contrast, West Bank "Palestinians" are by 1966 rules citizens of Jordan and those of Gaza are Egyptians. Closest to reality of equivalent are Biharis (urdu-Speaking Muslims descended from non-Bengali migrants of 1947) of Bangladesh--indeed, it even shows in the support of "Palestinians" (through their "leader" Haj-amin Husseini) for Nazis during WW-2 and support of Biharis for Naziesque government of Pakistan in 1971! To even get a close US equivalent, I had to resort to a hypothetical group of Mexicans who stayed put--WITHOUT accepting US citizenship--in areas siezed by US from Mexico in 1840's (in war STARTED BY Mexico)! Don't try mindlessly comparing it with US south or South Africa!

    I feel the same way about Haredi children. They should also be punished in the same manner. I read recently that parents in America went to jail because their 16 year old had a party with alcohol and they are declared responsible for his behavior. By the way there are 1,000,000 Palestinians in Israel proper who live normally, don't cause problems and have the same rights as I have, and just want to educate their children and prosper like the rest of Israel. I blame the leadership of both fundamentalist sides who incite violence.

    You can't really identify any of the stone throwers, as the Brits found in NI, they wear hoods or mask their faces. If you can pick them up, then off they go to juvenile court. But if the security forces had started beating them up while in detention, Belfast and Londonderry would have gone up in smoke the next morning. This is not about arresting the culprits, the police don't know the culprits or they would be charging them. This is about preventing protests, peaceful or otherwise, against Jewish settlers, using the only weapons that this Jerusalem police chief seems to understand - violence, intimidation, illegal detention and beatings of non-Jewish people. I hope he has a good pension plan because he is not going to get a job anywhere else. Well maybe N Korea, Iran, Zimbabwe, a couple of South American states, they are big on beating up civil opposition and relish the firm smack of the government's jackboot on the populace.

They're a pain, but they're kids. Normal policing applies.' Instead Israel, wearing its Cast Lead hat says 'No, we'll go in hard with shock and awe and terrify them and their families!" Great idea.     Having been myself the reciprient of small rocks thrown at my car on the mount of olives by three boys when I drove to see Jerusalem covered in snow, I believe they should be treated harshly and learn how dangerous it can be. I could have swerved and hurt myself or somebody else. In the middle of the night just means they couldn't find them during the day.

    But that'll never do, because purpose behind the cause is furthered by the results. I don't necessarily condone the throwing of rocks by these kids, but I can empathize with the frustration that undoubtedly lies behind their anger. And if the treatment described is even close to being true, there's absolutely no excuse for it, rocks thrown or not! An analogy can easily be made to the tactics used by police in some of the more despicable regimes, both past and present, and the scary thing is that they're getting worse, not better. Add to this the likelihood that there's no real "evidence" against these kids, other than they're Palestinian, for which they are, collectively, considered suspects. Sometimes it's easy to see how Israel manages to breed anger and hatred into the Palestinians. I may not agree with their violence, but I sure as hell understand it!

But I don't understand why the Palestinians care so little for their children as to send them out to do harm, to threaten lives and to cause violence.     This sort of stuff needs to be documented and shared on a world scale. What will stop it is if police are held accountable. The stone throwing needs to stop as well. Ending incitement would help--but on both sides. If there can't be Arab only neighborhoods why are there Jewish only neighborhoods?
