Israel to coordinate with allies to ensure Goldstone veto

Despite UN adoption of report, Israeli officials believe Security Council won't yield binding resolutions.

Israel will coordinate with the U.S., U.K. and France to ensure the Security Council vetoes Arab countries' resolutions on the Goldstone report, Israeli officials told Haaretz.

The report, prepared by Richard Goldstone's committee, states that Israel perpetrated war crimes during Operation Cast Lead in Gaza last winter.

On Thursday night, the UN General Assembly adopted the report, with 114 countries voting in favor of discussing it in the Security Council.

Eighteen countries opposed, and 44 abstained.

Israeli officials believe the Security Council discussion will not yield a binding resolution.

One source said the report's demand that Israel conduct its own investigation into the allegations is more troubling.

This is because UN Secretary General Ban Ki-moon may decide to form another committee of inquiry if the Israeli probe's findings are not deemed satisfactory, or request the International Court of Justice in Hague advise on the issue.

The General Assembly "requests the secretary general to report to the General Assembly within a period of three months, on the implementation of the present resolution, with a view to considering further action, if necessary, by the relevant United Nations organs and bodies, including the Security Council," stated the resolution passed on Thursday night.

Two weeks before the vote, former prime minister Ehud Olmert met with the president of Panama. The central American country voted against adopting the report, unlike many of the continent's economic powers, including Brazil, Argentina, Peru and Ecuador.

The General Assembly "requests the secretary general to transmit the report of the United Nations Fact-Finding Mission on the Gaza conflict to the Security Council," the resolution said.

The new resolution urged Israel and Palestine to launch investigations that "are independent, credible and in conformity with international standards" within three months.

According to Israeli sources, there is "little support" among Security Council members for approving practical actions to implement the report, with the U.S., France and the U.K. opposing the mere discussion of the report, and Russia and China inclined to vote against its adoption.

An Israeli foreign ministry statement called the UN endorsement "completely detached from realities on the ground." It also called the 18 votes against the resolution, including the U.S., and the 44 abstentions, including many European countries, the "moral majority."

The Goldstone report accuses Israel of deliberately targeting civilians, and concludes that Israel had "committed actions amounting to war crimes, possibly crimes against humanity."

It also found evidence that Palestinian militant groups - including Hamas, which controls Gaza - had committed war crimes.

    Hey guys, we have an opportunity to nail Hamas. So what if the Goldstone team were prejudiced; so what if they were smoking when they compiled their report. The report is out there for all to see, and it is not pleasant reading. We should encourage the US, China, Russia, France and the UK NOT to use their veto in the SC - that way Hamas will have to conduct a credible investigation, and if they don't we can refer them to the ICC. Israel can conduct its investigation and prove that Goldstone was off the mark. Why let Hamas off the hook.

Mary Robinson rightly called the UNHCR mandate a politically motivated and the investigators WERE prejudiced no matter how hard you try to not see it So when can we expect "non hypoocrits" like you to demand Arabs investigate what they have done.

Israel insists that it is something that it isn't, and the hypocrisy involved in that Israeli self-delusion is nauseating. And when people call Israel out on the hypocrisy of its own ludicrously-contradictory self-image then tools like you jump up and down, point to the Bad Guys, and say "But! But! They do it too!" No, PETER, they don't. And I say that because THEY make no effort to hide what they are, and are not so self-deluded as to claim that they are something that they are not. Unlike Israel who - apparently - can't get out of bed in the morning without at least one or two juicy rationalizations.

That's denial of natural justice in anybody's terms except the farce called the UNHRC and the Arab heavy UN GA.     Guys. Just conduct a credible investigation (No ... an internal IDF investigation will never be seen as credible) and if no crimes were committed the whole issue will all go away. I can't imagine why the IDF need so much protection. Did they really do something wrong?

    They were asked on several occasions. Goldstones team sent copies of the issues being addressed. Israel chose to ignore those requests. In your pathetic earlier post--a plethera of lies you stated that Israel was right to show up because the commission only investigated Israeli war crimes. That you know to be a lie. Goldstone insisted that the investigation should be more balanced and was given carte blanche by the commission chairman to write his own brief. Why do you lie---Gil---is it beacuse you know the gig is up and there will never ever ever be a Greater Israel. Never. Why should anyone here believe one word that exits your mouth.     Chris Linthwaite Tank you for the compliments, Though I think you should tell this to Lieutenant General Gabi Ashkenazi head of the IDF As for the issue of investigation, well Chris Israel has started an investigation on all sorts of allegations that have been made before the Goldstone Report saw the light of day. To my knowledge there has not been a single war or operation Israel has not investigated either by a regular standard investigation or as a result of pressure made by the Israeli public. Any other way to pressure an investigation is not acceptable so you and the Goldstone Report can whine all you want, or wait until the investigations are completed! As for transparency, I am sure the investigation would be transparent when the investigation is completed as it usually is, this by the way is not a public TV show.     The footage you rely on shows some children and an adult leaving a house. That's all. Your interpretation of this event is imaginative but proof of nothing unusual, let alone criminal. Goldstone has examples of IDF soldiers killing children with aimed shots. In the face of this brutality, I doubt if there would have been any point in using them as shields.

    I fail to see how the 1947 UN resolution is the only thing that adds "legitimacy" to the state of Israel. Correct me if I'm wrong, but did the UN send troops into the middle east to establish the state of Israel? Are there UN troops defending Israel's borders- its 'legitimate' or 'illegitimate' ones- now? I would love nothing more than for us to test your little theory, Stephen. It's high time for the UN to pass a resolution revoking Israel's 'legitimacy'. That's right, you can huff and puff and blow our country in.

    my head spins, who is "occupying", the one perpetuating carnage with rockets or the one bringing up the crop under fire? I think it's Arab who are preying on something they do ot own, nor deserved. As in "trying to occupy" but "fail".     Ari The UNHRC made it clear when giving Goldstone a Mandate to make his investigation, it wants the inquiry made ONLY on Israel, as long as that is the case, Israel cannot cooperate. Not only that Ari, Israel did not cooperate with Goldstone because the Mandate given to Goldstone was to find Israeli war crimes, taking the war crimes as a given fact. If Israel had cooperated with Goldstone that would mean Israel agrees before any inquiry starts that those allegations of our troops committing war crimes is true! In other words if I am asked to make it simple, the UNHRC tried to get us to `Plea Bargain` and as you know `Plea Bargaining` is when one admits he has committed a crime, sorry we are not going to say we have committed a crime when there is no indication we committed one! The question you should ask is why the UNHRC rushed to make an inquiry, when Israel has already started to investigate the incidents before the Goldstone report saw the light of day, what is all the rush in getting us to Huge

    Its amazing all the energy, & resources Israel is investing to have the report vetoed If only Israel had shown such energy & will to cooperate with the report to argue how any action/s the report asserts were criminal were actually lawful or errors of fact. Or, having not cooperated with the report, at least invest its energy to disprove its finding (& not on technicalities that again avoid the actual accusations & findings). Why cant we be like the author of the report; a proud and loyal Jew who is profoundly, unequivocally & unshakably pro-Israel to a moral limit: that is, speaking out against Israeli actions which are inhuman, immoral, or criminal, and ultimately against Israel's own interests Why does this limitation outrage so many Israelis & Jews?     Does anyone imagine that the U.S. veto--and it will be only the U.S. veto--will change anyone's opinion or alter Israel's standing? I should think that the General Assembly vote would have made that clear. When half of Israel's support came from the Marshall Islands, Micronesia, Nauru, Palau, Panama, and Macedonia, it indicated that a radically different approach was necessary. Netanyahu and Lieberman just don't get it, and meanwhile, Israel sinks.
