The Council of Arab Mayors has called for the establishment of guidelines under which Arabs could volunteer for national service through their local governments.

The Arab mayors should concentrate on collecting local taxes instead of begging money from other sources. Around 30% of the Arab population pays its local taxes as opposed to around 70% in Jewish towns.
