Construction in West Bank settlements booming despite declared freeze
Haaretz witnessed construction work being carried out in settlements east of the separation fence.
By Akiva Eldar Tags: George Mitchell Israel settlements Israel news West BankDespite the construction freeze, dozens of settlements in the West Bank are experiencing a building boom, even on the eve of another visit to the region by U.S. envoy George Mitchell to try to restart talks for a final settlement between the Israelis and Palestinians.
Construction is being carried out mostly to the east of the separation fence; it began shortly after warrants were issued on November 26 freezing construction.
Haaretz toured the area on Wednesday and witnessed work being carried out in the Barkan and Ariel industrial zones, as well as the construction of housing at Ariel, Elkana North, Peduel and Kfar Tapuah. A sign at Kfar Tapuah announced plans for the construction of 65 new housing units. Israel patrols were evident, but not inspectors of the Civil Administration enforcing the construction ban.
In all the sites mentioned there is evidence of heavy equipment preparing the ground for construction or for the creation of suitable infrastructure.
According to data collected by Dror Etkes of Yesh Din, and by Hagit Ofran of Peace Now, construction is being carried out in more than 50 settlements and in two other industrial zones - Mevo Huron and Gush Etzion.
On December 7 a tender was published for the sale of a large plot for the construction of a commercial structure at the Gush Etzion junction.
Etkes also recorded the takeover of Palestinian farmland by settlers near the settlements of Bracha, Kochav Hashachar, Kfar Tapuah, Itamar, Elon Moreh, Susya and the outpost of Ivei Hanahal.
In a dozen settlements there was evidence of construction that had stopped, possibly because of the warrants on freezing building, or because the settlers had rushed to create facts on the ground before the order went into effect and stopped temporarily.
The Civil Administration has made it clear that "warrants for the suspension of construction" are relevant only for buildings for which the foundations were not laid on the day a warrant was issued.
Around 3,000 housing units, whose foundations had been poured at the time the order went into effect, have not been affected by the temporary freeze in construction. These are in addition to 492 housing units already approved by Defense Minister Ehud Barak.
According to Etkes and Ofran, the building boom began while the United States was demanding a construction freeze in the settlements. The local authorities issued a great number of new construction permits, mostly to isolated and relatively small settlements, but also in the larger settlements.
Contractors and settler leaders expect that some of the sites where construction was frozen, such as Beit Aryeh, will eventually be granted permits to build. A committee evaluating the demands that the ban be lifted in certain areas is set to consider the possibility, but it is still unclear if the meetings will be open to the public or if the criteria guiding the proceedings will be announced.
According to the Civil Administration, officials are busy enforcing the warrants for a construction freeze, both in settlements and in industrial zones. In areas where violations have been noted, appropriate measures have been taken in the form of investigations.
It was made clear that in cases where warrants ordering the cessation of construction are violated, further enforcement will be undertaken.
The regulations state that after such a stoppage warrant is issued, a hearing is held; only then will an order to raze the structure may be issued.
Ofran said yesterday that the real test of the ban on construction will be if the large contractors who violate the warrants are indicted and fined.
Meanwhile, according to data collected by Peace Now, construction authorized in the territories within the framework of the government-ordered freeze exceeds that which has been permitted in Israel. A total of 1,167 housing units have been permitted in the settlements per 100,000 citizens, while in Israel only 836 housing units have been built per that number of citizens.
For example, during the period of the construction hiatus, in Ma'aleh Adumim 476 housing units will be built, compared to cities of similar size inside Israel such as Rosh Ha'ayin, 149 units, Kiryat Bialik, 160 units, Dimona 59 units, and Or Yehuda, 12 units.
During the same period in Ariel, 146 units are scheduled for construction, compared to 21 in Beit She'an, 51 in Kiryat Tivon, and 32 in Sderot.
In most of the work sites, the construction is carried out by Palestinians. Kfar Tapuah is one of the few places in the territories where the settlers insist on Jewish workers.

What a joke. The "settlement freeze" isn't worth the paper it was printed on. If Jews want to settle in the West Bank, then Palestinians should be allowed to flood into Israel and start grabbing up land and build homes on it. Fair is fair.
In a word there is no justification PERIOD! Israel will continue to build whether some people agree with it or not. Israel was created in 1948. Not before. The Palestinians have internationally guaranteed rights to their land and right to self-determination and they will indeed triumph. Israel has a right to exist behind its borders and not beyond. With construction I listened to a child who cried. He was in his teens he said submom you don't understand we left a city to have a city suddenly built around us. We wanted open and now they close us in agian. I am in rage he said they bulldozed down my favorite tree. I sat under that tree and drew,sang, wrote and designed my future. Now it is gone the man yelled at me over my tears and said others needed a chance for a home. I understand I said they bulldozed down my favorite pasture with oaks everywhere and put in a subdivision. I cried and now on heard. I hear him. Create murals of groves of trees, plant trees in pots, and in the center of walk paths. Create falling gardens of rippling vines and give these children back a mind growth zone not just concrete. Just let them build their settlements and when peace negotiations take place, let the Settlers (and toss in a few radical/violent Religious) become citizens of Palestine (the Settlers and Palestinians deserve each other). Then pull back to the new boarders, and with this, Israel can throw out their own trash (hee hee) and live like human beings again without having to pay for the Settlers transgressions.

And that base of support is changing in the US and it's becoming more generational, especially among American Jews-young and old. I always read how the Palistinians are not "partners" for peace, implying they can not be trusted to honor their commitments. I do not know about them, but it is clear as crystal Israel rarely honors its commitments. So why is it always written and argued by the Israelis and Jews that it is the Palistinians that can not be trusted?? Seems even these individuals can not speak the truth or see the perfidy of Israel.

Eretz Yisrael belongs to the Jewish People. Creating a new nation that did not exist 80 years ago can not change more than 2500 years of Jewish history.
From the first time the Jews stepped into the land flowing with milk and honey, they immediately began to steal it from its existing owners. Joshua presumably fought the first Arab/Jewish battle over the town, and the milk and honey already belonged to someone else. I wonder whether that really was in God's plan or did it all go wrong from the beginning?
Someone has to take a lead in the peace process at the moment extemists on both sides are dictating what happens. Maybe just maybe Israel should take a chance and freeze all building in the West Bank now, this will rmove one of the arguments used by Palestinians for the continuation of violence. This is what the British government did in Ireland when it began talks with the IRA despite previous governments stating that they would never negotiate with a terrorist group.

The construction of west bank settlements are built by Palestinians for Israelis I find it difficult to comprehend,they build ,they are paid to do so and then they complain for building them!!!?

Ok - can you read? The "freeze" states no NEW construction. Get it? NEW...like in...where nothing exists. If a house was started 3 months ago, they are ALLOWED to finish it. There is no freeze on existing contracts for houses which already have foundations in the ground and all permits. Shame on you, seriously, shame on you for attempting to yet again damage Israel's image abroad to promote your own agenda. That is not journalism. The Palestinians are randomly throwing stones, throwing firebombs,murdering a father with seven children etc etc.Are we supposed to cry tears because not every house being built is stopped?If Palestinians want all construction stopped they will have to have a peace deal with Israel and that won't happen unless they come to terms with a Jewish-majority Israel.

First, the item says something about large contractors. What about the small contractors, or the homeowners themselves, building the houses with permits they obtained before Barak started his campaign. Didn't know that Israel had ex post facto laws. What's illegal about what was legal yesterday. If I recall once an Israel couldn't hold buy or sell US$ and now . . . Ah, but that was so long ago, you say! Same difference with construction in Judea and Samaria. Then too, most of the settlements hire people who pay their taxes to the . . ., neighbors, so to speak. If what goes on in the Gallilee is any indication of what Jews and Arabs living together can be, the Peace Now and others are promoting Apartheid instead of preventing it by telling us "Jews must leave immediately" if not sooner. If that is the case you have to wonder who has the Ghetto Mentality, the settlers or the Peace Activists.

Easy solution for the US. We're providing, what, $3 billion annually to Israel in military aid. We stop providing aid and selling on military equipment and Israel may do whatever it wants. If we can't compel action through reason we should compel it by force. We are after all taking the blame in the end in any event.

Glad to hear that construction is continuing. No one and nothing can stop the Jewish people from building their homeland. The Palestinians have no one to blame but themselves....more than once, Israeli leaders have offered to turn Judea and Samaria over to them and the repeatedly refused to take it. Too bad for them.
Most people who have at least a minimal mental capacity had to laugh at Israel's declaration regarding the settlements. Only those who like to be fooled believe in such a freeze. As long as the U.S. President is cowed from pressuring Israel and imposing sanctions on its lawlessness, one has only to expect continued Israeli rejectionism and lawlessness. If Netanyahu stops settlements on his own, I can swim across the Atlantic Ocean!
