Histadrut comptroller Adi Kandel has uncovered irregularities in contracts with suppliers and purchases made by the labor federation in 2005, Labor Party leader Amir Peretz's last year as chairman of the workers organization. In a follow-up report to current Histadrut chairman Ofer Eini, Kandel wrote the labor federation had failed to deal with any of the mismanagement in its financial division that was noted in the 2004 report regarding contracts and purchases. In a large number of instances, Kandel noted, there were no contracts at all; nor were there documents attesting to price comparisons between suppliers. According to the watchdog's latest report, written payment orders to suppliers lacked a signature or official stamp, opening the way for unsupervised financial transfers. Kandel also warns that the comptroller institution is itself in dire straits.
