The Prime Minister bears the responsibilty of his/her government's decision. That does not mean he must disregard every one of his ministers. Also the ministers must speak out if they are kept in the dark. If not they are not one iota less responsible than the PR for his decisions. But one thing is for sure Iran is being governed by nut case religious fanatics. We also have our religious nut cases but they are very far from being as powerfull than all the HUmeinis in Iran!
