Bringing Arab Israelis to the ballot box
From a turnout of 75 percent in the national election of 1999, the voting rate among Arabs had declined to 54.4 percent a decade later.
The renowned American philosopher Ralph Waldo Emerson wrote: "Shall we then judge a country by the majority, or by the minority? By the minority, surely." A democracy is indeed judged, first and foremost, by the extent to which the minority participates in public life.
