The Arabs residing in Palestine never had any political rights. They were ruled by the Ottoman Empire and others. They never had self rule. At San Remo the French tried to enlarge the savings clause that saved the Arabs civil and religious rights but their proposed amendment failed. They couldn't preserve the Arabs' political rights because they never had any to preserve. Even Rashid Khalidi recognizes that the Arabs were ignored when it came to recognizing political rights at San Remo. See: The Iron Cage
