White House: Iran must prove it is not developing nukes

Iran MP: We may quit NPT if Zionist pressure continues; Iran nuclear chief: Won't discuss nuclear 'rights'.

Iran said on Tuesday it would not discuss a previously secret nuclear plant at international talks this week, but Washington vowed to bring it up and demanded Tehran prove it is not developing an atomic weapon.

White House spokesman Robert Gibbs, asked about Iran's insistence it would not discuss the facility in the Geneva talks, declared: "They may not, but we will."

"What is undeniable is that a plant was constructed in violation of their obligations under the Nuclear Non-Proliferation Treaty, something they've signed with the IAEA, as well as UN Security Council resolutions," said Gibbs.

"We will demand that IAEA inspectors have unfettered access to the facility, to personnel, to documents surrounding the facility," he added.

I think it will show the world, and I think the onus is on the Iranians to show the world, that the program that they have is for - is a peaceful program to create energy, rather than a secret program for nuclear weapons," said Gibbs. "I think if the Iranians are unwilling to discuss something that should have been reported to the IAEA years ago, I think that's quite telling."

Iran meanwhile cautioned Western powers it could curb cooperation further if they repeated "past mistakes".

Iranian MP Mohammad Karami Rad suggested parliament might seek withdrawal from the nuclear Non-Proliferation Treaty (NPT) if Thursday's Geneva talks with major powers fail and "if the Zionists and America continue their pressure on Iran" - a reference to policies including economic sanctions.

The Islamic Republic's nuclear energy agency chief said on Tuesday that Iran would not discuss any issues related to its nuclear "rights" at its meeting with six world powers in Geneva on Thursday.

Ali Akbar Salehi, head of Iran's Atomic Energy Organization, made clear this included a newly disclosed uranium enrichment plant which has drawn Western condemnation.

His comments seemed certain to disappoint the United States which has called on Iran to come clean about its nuclear program. Israel, the U.S. and other Western nations suspect the program is aimed at making bombs; Tehran insists it is for purely civilian purposes.

"We are not going to discuss anything related to our nuclear rights, but we can discuss about disarmament, we can discuss about non-proliferation and other general issues," Salehi told a news conference.

"The new site is part of our rights and there is no need to discuss it," he said, adding Tehran would not abandon its nuclear activities "even for a second".

The United States and its Western allies have made clear they will focus on Iran's nuclear program at the Geneva meeting. Iran has offered wide-ranging security talks.

Nonetheless, an aide to Iranian President Mahmoud Ahmadinejad said on Tuesday that Iran wanted Thursday's talks to be successful.

"The Geneva talks are a golden and a unique opportunity for the American government," Ali Akbar Javanfekr, Ahmadinejad's press adviser, said in a statement to Reuters.

"These talks between Iran and world powers can open a new window of understanding and cooperation based on justice and peace for both sides," he said.

He also stressed that the West had to change its approach towards the Islamic Republic.

"These talks are a very precise test to prove the West's honesty and their commitment to change," Javanfekr said. "After these talks the ball will be in the West's, and especially America's, court."

Iran to set time soon for inspection of second nuke site

Salehi was earlier quoted as saying that Iran would soon inform the United Nations nuclear watchdog of a timetable for inspection of the new plant, its second uranium enrichment facility.

"Yes, the inspectors will come and inspect," Salehi said, adding Tehran was in constant contact with the UN International Atomic Energy Agency (IAEA).

"We are working out a timetable for the inspection and we will soon be writing a letter to them about the location of the facility and others," he said, without elaborating.

The exposure of a second nuclear fuel facility, under construction south of Tehran, added urgency to the rare meeting in Geneva on Thursday.

Iran conducted missile tests on Sunday and Monday, further ratcheting up the tension with Western powers.

U.S. President Barack Obama has demanded that Iran come clean on its disputed nuclear program and a White House spokesman on Monday urged "immediate unfettered access" to the new site.

Iran has rejected Western condemnation of the new facility, saying it is legal and open to investigation to the UN International Atomic Energy Agency (IAEA).

Press TV, Iran's English-language state television, said Salehi had noted that the plant was under construction within the framework of IAEA regulations, saying, "Iran has taken all the precautionary steps to safeguard its nuclear facilities."

Citing its interview with Salehi, Press TV added: "Iran says it will soon inform the International Atomic Energy Agency of a timetable for inspection of its recently announced nuclear facility."

"Salehi said that his country will try to resolve the issue both politically and technically with the five permanent members of the UN Security Council plus Germany (P5+1) and the IAEA," Press TV said on its website.

Ali Asghar Soltanieh, Iran's envoy to the IAEA, told the BBC on Monday he had had a couple of meetings with IAEA inspectors and it was agreed they would be given access to the site "in the near future". He gave no date.

The United States and its Western allies have made clear they will focus on Iran's nuclear program at the Geneva meeting. Iran has offered wide-ranging security talks but says it will not discuss its nuclear "rights."

Israel, the U.S. and other Western nations suspect Iran is trying to develop a nuclear bomb capability. Iran, a major oil producer, says its nuclear work is solely for generating electricity.

"It is against our tenets, it is against our religion to produce, use, hold or have nuclear weapons or arsenal, how can we more clearly state our position, since 1974 we have been saying this," Press TV quoted Salehi as saying.

Iran parliament warns against foreign pressure

Also on Tuesday, Iranian lawmakers warned the U.S. and other world powers against further pressures over Tehran's disputed nuclear program, just days ahead of the key international meeting.

Iran's parliament lashed out at criticism over the previously unknown uranium enrichment facility, but did not elaborate on what action would be taken if the pressure continued.

"If the 5+1 repeats the past mistakes, the parliament will put other decisions on agenda," lawmakers said in a statement, referring to the five members of the Security Council and Germany.

Parliament's warning could refer to a bill awaiting ratification in parliament that calls on the government to speed up its uranium enrichment activities.

    Israel's direct pressure give the West a problem, in that Israel has nukes and has not signed NPT. Iran will try and use this fact to it advanage in talks and with neutral counties it may work to a point and give China a reason to by past sanctions. Israel is at it best when is keeps quite and acts fast but in this case US troops in Iraq forced a delay. Bombing Iran now will only delay them 6months to 2yrs but destoying their reactor could limit the number of nukes they could make. The cost will be high either way and Iran has a good chance of destoying Israel's reactor which is why the US setup the X-band radar and defence system around it.

    Bushes decision to go into Iraq was personal it had nothing to do with Israel. If Israel thought it could talk the US into going to war with one of its enemies it would have chosen Iran. Iraq hadn't been a threat to anybody but Iraqis since the Gulf War ended. His ground & airforces were almost non existent, he had no scuds left. Saddam was one of the few arab leaders who didn't let terrorists operate in his country Bush allowed Israel to alienate Arafat until he died but he dud push for talks with Abbas they just didn't go very far under Sharon & Olmert tried but failed to close the deal. 3) Israel doesn't want the US to fight its wars just not hold Israel back from fighting its own wars 4) When Iran gets nukes the US is going to have to deal not only with Iran but at least 2 arab states will start developing nukes so we will have a nice big nuclear arms race for the US to solve Its also only a matter of time before Irans missiles can hit mainland USA & dont forget the nuke on top

    the president of America what he should or should not do. The fact is North Korea also left the IAEA and tested a nuclear weapon shortly after. No amount of sanctions have changed the path of North Korea. Iran can borrow a bomb detonate it in the full knowledge that it will be end game. With nobody doing anything militarily, not even Israel can gamble that Iran does not have nukes as to destroy Israel will only take one bomb. Or we can take a step back say to Iran look we are worried about your abitions, how can you ally our fears. Which is the likliest option as Russia and China have both said in recent days that sanctions have proved unhelpful in the past. We need Iran in the IAEA, Iran leaving will be an absolute disaster.

    No so fast! Iran can't quit NPT! This is highway robbery. Iran got access to nuclear technology and know how because it signed the NPT. It can't go away with these. Israel didn't sign the NPT, and it doesn't have an official nuclear weapon till it was tested. Israel didn't cheat the international community, asking for NPT protection, while developing a nuclear device; Israel doesn't threaten the existence of any other country. By the way, does Iran know that by exiting the NPT it is loosing the nuclear umbrella protection, provided by the UNSC?

    Don't they have about a 100 to two hundred warheads? When was the last time Iran invaded any country? How much territory has Iran annexed? When was the last time they killed civillians in another country, blow up their infastructure, drop cluster bombs and white phospersous in residential areas? Is Israel a part of the NPT? Is there a translation for :"Wiping Israel off the map?" Is that what their president really said or was he calling for a "regieme change" like the Israeli politcians have been braying for in regards to Iran day in and day out. Don't get mad at these questions, I'd say their pretty valid seeing as though Israel is so hot to drag the world into yet another conflict of their own making. and BTW Etrez Israel?     The original NPT did not require the disclosure of any facility until it was ready to go into production. The Additional Protocols require cooperation with the IAEA from planning on. Iran is hewing to the NPT in disclosing the Qom facility well before it is in production. Iran is complying at Natanz. We know Natanz has produced no Highly Enriched Uranium. Iran is complying at Arak, we know that the heavy water reactor is not set up to produce Plutonium for bombs. So long as Iran is under 24/7 safeguards and inspections we KNOW what is going on. What we need most of all is for the USA and Israel to come forth with any information they have been withholding from the IAEA so that ALL facilities will be subject to inspections and safeguards. The other thing needed is to bring Iran into compliance with the Additional Protocols which would allow snap inspections of any suspect site anywhere in Iran.

    Paul, it is very much in the world's interest to keep Iran in the NPT. We have 24/7 surviellance of Iran's declared facilities. There is constant control of nuclear materials. We KNOW - no guessing - that none of the material processed at Natanz has been enriched beyond the level necessary to fuel the VVER-1000 reactors being built at Bushehr. We will be able to KNOW what is being produced by the heavy water reactor at Arak when it becomes operational. We will be able to account for all of the heavy water produced. We will be able to ascertain WHAT the Qom facility is producing. I can see why someone who wishes an Israel-Iran war would be disturbed by KNOWING what is going on. But for the rest of the world it is ESSENTIAL to know what is going on. As long as Iran is within the NPT we have KNOWLEDGE not speculation. What is essential is to return Iran to the Additional Protocols which would make it possible for the IAEA to investigate the slightest hint or rumor.

Western diplomats love to shove everything into pseudo-moralistic postures over legalistic requirements under this or that framework of "international law" but it is certainly the right of Iran to withdraw from NPT and then we can stop all this idealistic cant and concentrate on who threatens whom and what to do about it.

    The Khatami-led reformists did go ahead with the freeze program as demanded by the West. Not to mention their FULL co operation in Afghanistan... What did Iran get in return? It was perceived as weakness on Iran's part and West went overboard with their threats and saber rattling. This is the only way to deal with a western led international community that only knows the language of force.     Good to see that Iran will once again stand firm in the face of the Western powers. Iran has every right to peaceful nuclear energy and has so far stuck to its NPT obligations. My advice to the Iranians is to wait and see how the talks go and if the West is still insisting that Iran give up its rights under the NPT, then Iran should withdraw from the NPT, this would put Iran on the same footing as Israel.

    Low enriched uranium suitable for nuclear power is between 5% and 20%. Highly Enriched Uranium is over 95%. It is also called "weapons grade" uranium. Iran can accumulate vast quantities of low enriched uranium, give the three months notice required to leave the Nuclear Non-Proliferation Treaty and then they can build one nuclear weapon every three months and there is nothing anyone can do in the legal sense. If nuclear energy is all they want, then they should not be so insane as to threaten Israel on such a regular basis. Also, Iranian support for the Shia rebels in South Yemen will encourage Saudi Arabia to allow Israel to use it's airspace for the attack. As Moshe Yallon said to me 3 years ago, "...confrontation with Iran is unavoidable".
