That is entirely fair in that Israel is entitled to recover its costs in permitting these shipments, and damage to Sderot and other communities is part of these costs. UK, EU and UNRWA - unlike the US - provide aid only to one side, not both. For example, 10% of this $500 million pledge to the PA would compensate every citizen of Sderot for Kassam attacks by Gaza in the amount of $1,428. This is hardly sufficient to pay for the damage a court would award. 10% of the $5.6 Billion Abbas wants would be $16,000 for each Sderot resident - closer to fair compensation, but still not enough to build reinforced schools, etc.

If the usual pro-zionist expansionists get their way, the aid money will "help" Palestinians by building Palestinian-only roads to entrench the occupation, or perhaps compensating settlers who stole the land by paying them five times it's value to leave it for a month or two before they come back and kick the Palestinians off it again. Perhaps they'll "help" Palestinians by paying Israeli businesses or the Israeli government lots of money to not boycott Palestinian products, even though they will anyway. Maybe it'll go to the IDF to support their efforts to "help" Palestinians - those soldiers who close the checkpoints in Gaza aren't cheap; it costs a lot to not do anything when Gazans are being starved of essentials. If Great Britain wants to really help, it should state publicly that when it set up the Kingdom of Jordan in 77% of British Palestine, the remaining 23% was meant to be the Jewish homeland. To ensure that when the state of Palestine is created then there is the financing and support in place to ensure that the Palestinian state prospers and is successful. I would assume that evryone would join with the efforts of the International community to ensure that a Palestinian state would be a success and that Israel would then be a country recognised by all the states of the world, living in peace with her neighbours. In today`s world, such a thing is "politically incorrect" so it is euphemistically called "aid to the Palestinian authority".
