Turkey PM: My people rejected Israeli participation in NATO drill

Turkish paper quotes top military official as saying Gaza op was not reason for canceling drill.

Turkish Prime Minister Recep Tayyip Erdogan on Wednesday said that "diplomatic sensitivities" led his government to ban Israel from a joint NATO air force drill, French news agency AFP reported.

"There is military cooperation between Turkey and Israel...but currently there are diplomatic sensitivities that we have to take into consideration," AFP quoted Edrogan as telling the Dubai-based channel Al-Arabiya.

"We have taken the conscience of our people into consideration when we decided.... I had to be the voice that expresses the existence of my people and my people were rejecting Israel's participation.

"We discussed it with the responsible parties and said yes, these drills will take place but Israel will not take part in them," he said.

Meanwhile, a Turkish newspaper reported Wednesday that the reason Turkey banned Israel from this week's NATO air force exercises was "yet another delay in the delivery of unmanned aerial vehicles, or UAVs," and not Turkish opposition to Israel's Gaza offensive, the newspaper Today's Zaman quoted a senior Turkish air force official as saying.

On Sunday, Foreign Ministry sources said that Turkish military officials had approached the Israel Defense Forces recently with a surprising demand that Israel refrain from participating in the drill, due to the IDF's activity in Gaza. The exercise was canceled after the U.S. and Italy pulled their participation.

The Turkish official told Today's Zaman that the deal struck between Israel and Turkey was supposed to involve a shipment of Israeli-made spy drones, known as Herons, to Turkey, but that the shipment did not arrive on time.

"Turkey needs those vehicles in its fight against terror. What led to the recent crisis between Turkey and Israel was the delay in the delivery," the official said.

Several years ago, Turkey signed a deal to purchase 10 Herons from Israel Aerospace Industries and Elbit for a sum of $180 million. Israeli media reported that Turkey was considering scrapping the deal when Israel failed to meet production deadlines, but Turkish Defense Minister Vecdi Gonul said in May that Turkey would not break the contract. The Israeli company later announced that it would deliver four Herons in August, followed by another two and then the last four by the end of October.

The Turkish army has yet to use two of the 10 drones, which arrived in Turkey last November after an almost two-year delay, due to persistent technical problems, the Turkish paper reported. The report went on to quote Turkish government spokesperson and Deputy Prime Minister Cemil Cicek as saying that a proposal for the cancellation of the drill came from the General Staff as a response to yet another delay in the delivery of the Israeli UAVs to Turkey. "The proposal for cancellation came from the General Staff, not the government. However, there was no disagreement between the two bodies on the decision," Cicek was quoted as saying.

The report stressed that the Turkish government had no hand in the decision to cancel the exercise. "The Anatolian Eagle [exercise] is an organization of the Turkish Armed Forces. It is up to the air forces and the General Staff to decide on which countries will participate in the exercises. The government has not interfered in the decision," Cicek was quoted as saying.

The Turkish-Israeli crisis reached a peak on Jan. 29 after Turkish Prime Minister Recep Tayyip Erdogan walked out of a panel discussion in Davos in protest of Israel's offensive in the Gaza Strip.

Turkish Foreign Minister Ahmet Davutoglu also commented on the recent drill crisis and called on every country to refrain from any act that could harm the atmosphere of peace and stability in the region.

    By now, any Israeli government would realize that delivering any UAVs would be a benefit not only for the Turkish goal of exterminating Kurds, as they did the Armenians, but also for Hezbullah and its masters in Iran who would ultimately have access. Unless a fail safe is built in to the UAVs, as they are into satellites exported by Israeli companies, the government should order the deliveries canceled. There are other, friendlier, countries that seek the technology - including India and Colombia. Priorities: Security over money.

    When Israel made these agreements they did so with a secular, moderate Turkish government and not with the current Islamic ruled Turkish regime and its understandable that Israel is not comfortable handing over its sensitive technology to an enemy sympathetic with Israel's enemies. I would not be surprised if Israel shipped those drones to be defective as to buy time and avoid handing over a working model to the Islamic nation of Turkey.

    The whole idea that Turkey is doing this because of cast lead is really hilarious. Turkey doesn't operate from concern to palestinians. Nevertheless, it should be understood that Turkey has security concerns in Iraq, Iran and the Middle East. If this region blows up (which is happening) Turkey will be affected. There are those who argue that there is a consistent shift in the turkish foreign policy. Turkey is also reviewing it's Ataturkian legacy more logically these and she understands that she can use this the ottoman legacy to both balance Iran and project power. While it's true that Iran, Turkey and Israel were the traditional forces in the western policy that were used to contain the Arabs, but this is changing. It is not the Arabs that need to be contained, it is Israel and Islamic extremism. The collapse of the Arab world can be more dangerous to the west and to stability. My own presumption is that Turkey is trying with American assistance to balance Iran and contain Islamism.

    Lets say Turkey is using the Palestinians with its arguments with Israel. Lebanon's Hezbollah is using the Palestinians with its war against Israel. Iran is using the Palestinians to build its Nukes. Syria is Using them with its war with Israel over the Golans. Jordan & Egypt are using them to keep getting the funds from the U.S. The Saudis are using them to stay in favor with the U.S over Israel. Libya and if I keep going I most likely name half of the world countries. Does not make sense for Israel to solve the Palestinian problem expose these countries and get them of its back. I thought Israel is the master of the pre-emptive solutions.

    That Turkey bought military material from Israel who couldn't delivery it at the promised time rate. So Turkey should next time buy from someone (Russians or Chinese)who can deliver it without delayed problems.

    Israel' delay of delivery of the Herons is probably an anger factor, especially for those who supported signing this deal and for those who actually signed it. It is a bureaucratic nuisance more than anything. But I do not think this really is the reason for all this mess. Having said these, there is really no explanation of why the Herons got delayed. Israeli Defence Industries are such efficient institutions, it is impossible that they did not finish the job on the day they promised they woud, israelis probably wanted to deliver the stuff late on purpose, I do nto believe they did not finish the job. Why ? Anyone's guess...

    The Heron deal leaves much to be desired. However, it was Turkey that asked for certain technical changes. These changes are time consuming, one need not use that as an excuse either. So, what is the true reason vis a vis the NATO drill.? The answer lies in the political circle. The military may well be secular, so is Syria. Syria is no match for a confrontation with Turkey, in fact Turkey occupies certain Syrian real estate. Israel and the Turkish military have always been supportive of each other, sometimes under trying circumstances. Let us hope that the current hiatus will pass into another chapter of short lived anger.

    If the reason for cancellation of a drill were a supposed delay in the delivery of IAI Heron drones, Turkey's president wouldn't bash Israel over the media. If he does, then the supposed delay is just an excuse for a political rant. Turkey is emerging as a country engulfed by Iran and signing an accord with Syria, not a NATO country, nor a reliable country.
