Think tank: U.S. would sideline Israel in Iran nuclear dispute

Simulation predicts Israeli raid on Iran's heavy water plant would shake Obama's insistence on dialogue.

Israel will find itself diplomatically sidelined and militarily muzzled as the United States pursues a nuclear deal with Iran next year, according to a closed-door wargame at Israel's top strategic think tank.

Not even a warning shot by Prime Minister Benjamin Netanyahu - the simulation featured an undeclared Israeli commando raid on Iran's Arak heavy water plant - would shake U.S. President Barack Obamas's insistence on dialogue.

Israel's arch-foe, meanwhile, will likely keep enriching uranium, perhaps even winning the grudging assent of the West.

"The Iranians came out feeling better than the Americans, as they were simply more determined to stick to their objectives," said Giora Eiland, a former Israeli national security adviser who played Netanyahu in the Nov. 1 wargame at Tel Aviv University's Institute for National Security Studies (INSS).

Reflecting Israel's relative isolation, Eiland and his team spent much of the simulation sequestered from the multilateral talks in the snug, three-storey INSS building.

"Netanyahu" did have hallway encounters with President Barack Obama -- played by Zvi Rafiah, an Israeli ex-diplomat with extensive U.S. ties. But their chats were hasty and hazy.

"Our leverage over the Americans, when we could prise them away from the Iranians and Europeans and others, was limited," Eiland told Reuters. "Pretty much the only card we had to play was the military action card. And that's a faded card."

Assumed to have the region's sole atomic arsenal, Israel has hinted at preemptive air strikes as a last resort for denying Iran the means to make a bomb. But many experts believe Israel would be tactically stymied and loath to cross Washington, which is wary of unleashing a fresh Middle East conflict.

"I care about Israel. I must defend Israel. But Israel cannot act unilaterally," said Rafiah, channelling Obama.

Balking and Brinkmanship

The simulation -- in which several serving Israeli officials took part on condition their names would not be made public -- was run by Emily Landau, a senior INSS policy expert. Reuters obtained a first look at the conclusions after they were passed to the Netanyahu government.

"The idea was to create a situation whereby the Americans try a new, bilateral approach to Iran -- both in terms of curbing its nuclear project and finding a way of satisfying its other demands," said Landau, who sees little future for UN Security Council sanctions given Russian and Chinese balking.

An Israeli Foreign Ministry spokesman said the wargame results would be incorporated in internal strategic assessments. Such papers are not generally shared with the United States.

As it happened, the wargamers hunkered down in long-set stances: Iran entertaining negotiations while refusing to give up nuclear projects it says are peaceful; the United States talking tough but avoiding outright threats; and Israel fuming.

Aharon Zeevi-Farkash, a former chief of Israel's military intelligence who played Iranian Supreme Leader Ayatollah Ali Khamenei, envisaged Tehran staying on its nuclear track "unless facing a threat to the survival of the regime".

"That just wasn't forthcoming from the Americans or their coalition," Zeevi-Farkash said, adding that "Obama" should have buttressed negotiations by boosting the U.S. naval deployment in the Gulf or persuading India to slash its business ties to Iran.

According to Zeevi-Farkash, Iran would be unlikely to launch a nuclear attack on Israel, preferring to use such weaponry to protect against invasion and wield regional clout. As such, a preemptive Israeli strike could spur Iran to get the bomb.

"Iran would argue that it was the victim of international aggression, and appeal for foreign understanding," he said, adding that, as Khamenei, he had kept open communications with other world powers while negotiating with the United States.

The simulation saw brief brinkmanship after the imagined Israeli sabotage at Arak. "Khamenei" responded by dispatching a Revolutionary Guards commander to Syria and Venezuela, flaunting Iranian influence near the Israeli and U.S. orbits.

To the dismay of "Netanyahu", "Obama" did not answer this with force, though he did extend security guarantees to Israel.

Eiland said the simulation pointed to an eventual U.S.-led shift to a policy of allowing Iran to continue enriching uranium and of "containment" should Iran eventually gain nuclear arms.

Israel would have to go along with its U.S. ally, Eiland said: "Israel cannot act alone here. An American-Iranian deal would divest Israel of the ability to attack Iran."

    Israel has been on its own since the moment that Barack was sworn in. Obama was naive enough to think that a kinder, gentler America would fix our problems with our angry enemies. He did not understand the Terminator aspect of radical Islamics-- particularly Ajad. Talks are useless. Ajad really believes that Iran is invincible. He may very well attack the U.S or Iraq Iran may stockpile a few nukes, then export nukes and missiles to Venezuela or Hamas and Hezbollah. Giving them to Chavez will provide the U.S. with another dilemna. And don't expect Israel to give a warning shot. My guess: Obama will talk until millions die!

    Israel will not strike the Iranian facilities, as tempting as it is. The Middle East the day after the strike would be even more inhospitable to Israel than it would be with a nuclear-armed Iran. No Israeli government would risk so many Israeli lives for strategic gains.

    If Israel decides that it needs to attack Iran, it will, regardless of what Obama says, and he might tell Israel to back off Iran. Obama doesn't want to use force ever and is trying to get out of both Iraq and Afghanistan. He would have given up Afghanistan, except there was strong national support for that war.     The issue is not the U.S. The issue is the Obama AntiSemite administration.     The US is not worried about Iran, or their counter measures to an Israeli attack. All of Iran's resources are known, and defense measures have been readied. What we don't know, is how China will react once their oil flow from Iran has stopped. Of course the US will assist in defending Israel from the Iranian response. The whole world knows this, too. What's happening now is, all the countries involved, and their media outlets are to act as though we are trying to "restrain" Israel. All this propaganda is clearly to make it appear to the world that Israel acted unilatterally. This is all political theater -- a media drama, simply designed to manipulate world opinion. Isreal will attack Iran's nukes, and the US will be right there, and have been the entire time. We apparently just want it to look as though we were not involved in Israel's decision to attack Iran's nuclear facilities.

The world is already well aware that there is a huge difference between Israel, and the Zionist regime.     For almost over 1 year now we have heard the Obama plan. which I must say I was hopefull of at first. It is a better idea to ask questions first and pull triggers as a last resort. But everyday that goes by with Obama showing weakness, while Iran does nothing for building the confidence of the world that it isn't pursuing nuclear weapons, is a risky day. What is Obama's plan if one day Iran says, well, we lied, but we are finished we have a small but effective arsneal, too bad. Imagine Israel dictating US policy during the Cuban Missle Crisis. Israel has be fair and given Obama a chance to try his talk approach, but it clearly isn't working, so perhaps Obama will atleast advise what his plans are should his talk approach hit the deadline, Is he going to continue with it? and if so what are the terms of the continuance is there a new deadline or terms?

Israel has the ability to wipe out the whole of the Middle East, if it were to have to respond to an attack. The main reason Iran wants the bomb is to make it THE dominant Muslim power in the Middle East. They want to take the spiritual leadership of the Muslim world away from the Saudis, who they see as heretics. Israel needs to focus on getting a fair two-state solution. Work at making peace with your neighbours, and them with you. To tell you the truth, I prefer Iran as Muslim world leader compared to the fanatical regime that will take over Saudi when the royal family falls.

    I think it's not just the 'current regime', but ANY Iranian regime would pursue the same strategy re nukes. As the war games showed, they see it as the only thing that will prevent an eventual invasion. Nukes would also allow them to continue expressing their views on ME issues freely. Iran would NEVER attack Israel. This isn't something Israel ever feared. They just don't like to have a strong Iran expressing its views on Palestinian issues.

    Why do people expect an air stike on Iran when that is the last thing that will be? There is no need to send rockets either and for sure no planes are needed to put a dot on Iran's ambitions. My guess is an interesting "accident" in Iran's plants and the the whole area is "kaput" for the next few decades....Do what they do not expect if you wish to win a war,not what cannot be done at all,like bombings....Laughable contemplations here....appear weak and they think you are weak,but do what they do not expect and you laugh all the way to a nuclear manure pile, that is Iran after the "accident".     the frustration of #3/no so hypothetical is keenly felt and shared! It's the lack of ingenuity and willingness to take risks that makes one feel as though Israel is slowly sinking. It was the very qualities of ingenuity and risk-taking that not only earned Israel the respect of the world and necessary fear of the arabs, but the lack of these has worked to encourage hostile moslems and feed their hope of someday destroying the Jewish state. What could Obama and his ilk possibly offer Israel? He has no experience. He's never been to Israel before. Where is he to get the necessary understanding or feeling for her predicament?     Why not lead by example? If you want Iran to submit to IAEA inspections and monitoring, why shouldn't Israel admit it has a bomb and undergo the same regimen demanded of Iran? Israel freely attacks its neighbors, and has won every conflict it has ever entered, even if some have backfired, producing the likes of Hizbollah and Hamas. There's no defending Iran's nutball leader, he's hardly a giant among men from any perspective and after stealing an election his standing as an elected official is in serious doubt. Still, Iran has a long history of being invaded by Russia and Britain, and being otherwise interfered with by both, not to mention having its democratically elected government overthrown by the US, which then supported the Shah and turned a blind eye to his brutality and corruption. If anybody needs a nuke, it's Iran. If Israel is so keen to see Iran submit to the IAEA, I'd think it's only reasonable that Israel show Iran how its done.

    George W. Bush seems to have turned Israel down on using Iraqi airspace to mount an attack on Iran. Obama is even less likely to aid an Israeli attack. Israel's war psychopaths will just have to cool their heels it seems. But will they? Israel does have the ability - at great risk of disaster - to launch a small attack on Iran's nuclear plants. Not enough of an attack to cause major damage, but enough to start a war.
