TEXT: UN cease-fire resolution on conflict in Lebanon
By ReutersFollowing is the text of the operative provisions of a draft resolution circulated to members of the UN Security Council on Friday. The preambular provisions have been omitted for reasons of length.
THE SECURITY COUNCIL, ...
Determining that the situation in Lebanon constitutes a threat to international peace and security;
1. Calls for a full cessation of hostilities based upon, in particular, the immediate cessation by Hezbollah of all attacks and the immediate cessation by Israel of all offensive military operations;
2. Upon full cessation of hostilities, calls upon the government of Lebanon and UNIFIL (The UN Interim Force in Lebanon) as authorized by paragraph 11 to deploy their forces together throughout the south and calls upon the government of Israel, as that deployment begins, to withdraw all of its forces from southern Lebanon in parallel;
3. Emphasizes the importance of the extension of the control of the government of Lebanon over all Lebanese territory in accordance with the provisions of resolution 1559 (2004) and resolution 1680 (2006), and of the relevant provisions of the Taif Accords, for it to exercise its full sovereignty, so that there will be no weapons without the consent of the government of Lebanon and no authority other than that of the government of Lebanon;
4. Reiterates its strong support for full respect for the Blue Line (separating Israel and Lebanon);
5. Also reiterates its strong support, as recalled in all its previous relevant resolutions, for the territorial integrity, sovereignty and political independence of Lebanon within its internationally recognized borders, as contemplated by the Israeli-Lebanese General Armistice Agreement of 23 March 1949;
6. Calls on the international community to take immediate steps to extend its financial and humanitarian assistance to the Lebanese people, including through facilitating the safe return of displaced persons and, under the authority of the government of Lebanon, reopening airports and harbors, consistent with paragraphs 14 and 15, and calls on it also to consider further assistance in the future to contribute to the reconstruction and development of Lebanon;
7. Affirms that all parties are responsible for ensuring that no action is taken contrary to paragraph 1 that might adversely affect the search for a long-term solution, humanitarian access to civilian populations, including safe passage for humanitarian convoys, or the voluntary and safe return of displaced persons, and calls on all parties to comply with this responsibility and to cooperate with the Security Council;
8. Calls for Israel and Lebanon to support a permanent cease-fire and a long-term solution based on the following principles and elements:
* full respect for the Blue Line by both parties,
* security arrangements to prevent the resumption of hostilities, including the establishment between the Blue Line and the Litani River of an area free of any armed personnel, assets and weapons other than those of the government of Lebanon and of UNIFIL as authorized in paragraph 11, deployed in this area
* full implementation of the relevant provisions of the Taif Accords, and of resolutions 1559 (2004) and 1680 (2006), that require the disarmament of all armed groups in Lebanon, so that, pursuant to the Lebanese cabinet decision of July 27, 2006, there will be no weapons or authority in Lebanon other than that of the Lebanese state
* no foreign forces in Lebanon without the consent of its government
* no sales or supply of arms and related materiel to Lebanon except as authorized by its government * provision to the United Nations of all remaining maps of land mines in Lebanon in Israel's possession
9. Invites the Secretary-General (Kofi Annan) to support efforts to secure as soon as possible agreements in principle from the government of Lebanon and the government of Israel to the principles and elements for a long-term solution as set forth in paragraph 8, and expresses its intention to be actively involved
10. Requests the secretary-general to develop, in liaison with relevant international actors and the concerned parties, proposals to implement the relevant provisions of the Taif Accords, and resolutions 1559 (2004) and 1680 (2006), including disarmament, and for delineation of the international borders of Lebanon, especially in those areas where the border is disputed or uncertain, including by dealing with the Shaba Farms area, and to present to the Security Council those proposals within thirty days
11. Decides, in order to supplement and enhance the force in numbers, equipment, mandate and scope of operations, to authorize an increase in the force strength of UNIFIL to a maximum of 15,000 troops, and that the force shall, in addition to carrying out its mandate under resolutions 425 and 426 (1978)
a. Monitor the cessation of hostilities
b. Accompany and support the Lebanese armed forces as they deploy throughout the south, including along the Blue Line, as Israel withdraws its armed forces from Lebanon as provided in paragraph 2
c. Coordinate its activities related to paragraph 11 (b) with the government of Lebanon and the government of Israel
d. Extend its assistance to help ensure humanitarian access to civilian populations and the voluntary and safe return of displaced persons
e. Assist the Lebanese armed forces in taking steps towards the establishment of the area as referred to in paragraph 8
f. Assist the government of Lebanon, at its request, to implement paragraph 14
12. Acting in support of a request from the government of Lebanon to deploy an international force to assist it to exercise its authority throughout the territory, authorizes UNIFIL to take all necessary action in areas of deployment of its forces and as it deems within its capabilities, to ensure that its area of operations is not utilized for hostile activities of any kind, to resist attempts by forceful means to prevent it from discharging its duties under the mandate of the Security Council, and to protect United Nations personnel, facilities, installations and equipment, ensure the security and freedom of movement of United Nations personnel, humanitarian workers, and, without prejudice to the responsibility of the government of Lebanon, to protect civilians under imminent threat of physical violence
13. Requests the secretary general urgently to put in place measures to ensure UNIFIL is able to carry out the functions envisaged in this resolution, urges member states to consider making appropriate contributions to UNIFIL and to respond positively to requests for assistance from the force, and expresses its strong appreciation to those who have contributed to UNIFIL in the past
14. Calls upon the government of Lebanon to secure its borders and other entry points to prevent the entry in Lebanon without its consent of arms or related materiel and requests UNIFIL as authorized in paragraph 11 to assist the government of Lebanon at its request
15. Decides further that all states shall take the necessary measures to prevent, by their nationals or from their territories or using their flag vessels or aircraft,
(a) the sale or supply to any entity or individual in Lebanon of arms and related materiel of all types, including weapons and ammunition, military vehicles and equipment, paramilitary equipment, and spare parts for the aforementioned, whether or not originating in their territories, and
(b) the provision to any entity or individual in Lebanon of any technical training or assistance related to the provision, manufacture, maintenance or use of the items listed in subparagraph (a) above except that these prohibitions shall not apply to arms, related material, training or assistance authorized by the government of Lebanon or by UNIFIL as authorized in paragraph 11
16. Decides to extend the mandate of UNIFIL until 31 August 2007, and expresses its intention to consider in a later resolution further enhancements to the mandate and other steps to contribute to the implementation of a permanent cease-fire and a long-term solution
17. Requests the secretary-general to report to the council within one week on the implementation of this resolution and subsequently on a regular basis
18. Stresses the importance of, and the need to achieve, a comprehensive, just and lasting peace in the Middle East, based on all its relevant resolutions including its resolutions 242 (1967) of 22 November 1967 and 338 (1973) of 22 October 1973
19. Decides to remain actively seized of the matter.

You said "In my mind Israel has a right to exist only if Palestine exist". There is need for another history lesson here. The so called Palestinians, were offered their own state by the UN in 1948, which is now Jordan,they refused because they wanted that land and the land of Israel,or nothing.So they got nothing, idiotic I know,but true. The land belongs to the Jews, not a group of Arab nomads that decided to call themselves Palestinians and claim land that was never theirs.

I am amazing at what I am reading here on this board, I find there such ignorance with regard to this issue of boarders and right to exist. In my mind Isreal has a right to exist only if Palistaine exist, because if you were to find a map dated 1948 or before... there was no Isreal, so give yourself a history lesson. So starting from 1948, now what international borders are you talking about that HA crossed over... if you were in 1948 that border did not exist... hence HA did not exist because there was no need for HA to exist. Isreal has always presented this conflict as a religious conflict, where any honest historian will tell you that Islam has protected the Jews and respected them. For the first time ever Isreal has given the world a glimps of what it really look like. For the first time ever Isreal has faced its greatist defeat ever, the fact that after 33 days its soldiers have accomplished nothing. For the first time ever the US has let Isreal down...
To those not interested in listening to this dude's long diatribe, what he said was that "the resistance" won't stop attacking Isreal until they control East Jerusalem and all lands that Isreal captured when Isreal was attacked in 1967. Dude, when you attack a country, you don't get back the land you lost in that failed attack. What he fails to admit is that Hezbollah and all parties involved (except the legitimate portion of the Lebanese govt) state publicly that their goal is to push Isreal into the sea. You see, not only did Isreal take some of their land as a buffer zone when they attacked Isreal, but the Isrealis are also guilty of being Jewish, which is an offense punishable by death. Note that Isreal has traded land for peace with some of the more progressive Arab states. But these terrorists will continue to attack, as this man stated, even if Shebaa farms is given away. And THAT is why Hezbollah invaded Isreal's U.N.-recognized borders to start this war.
It may sound good on paper but the UN text is totally unrealistic. HEZBOLLAH will not release the soldiers, vacate S. Lebanon, and stop firing rockets. Israel will not vacate S. Lebanon or stop fighting until it has achieved a near total destruction of Hezbollah and its infrastructure. UNIFIL is not capable of doing any kind serious job in S. Lebanon or anywhere else for that matter. The Lebanese govt. is too fractured to put together any kind of reasonable force in S. Lebanon. So in the end, the countries that want to see Hezbollah defeated put on a nice show and created a nice piece of meaningless paper. The terms required for each of the warring parties will not be met and the war will continue for quite some time. The UN delegates can have some more cake and coffee, hobnob, and pat themselves on the back for a nice job. But nothing will have changed.
First of all, since when did it matter to Israel what the UN decided? Ever heard of resolution 425? It was applied after how many years? 10, 12 more? 47, I thought that this war was to spread peace in the new ME adn to eliminate terror as stated by your masters Bush and Rice? Well, it's probably too late to say so, but Israel should just tell the world we will not and cannot accept this resolution. I doubt the U.S. will abandon us in the end, and secretly, I'm sure they're hoping we find a way to win this existential fight.
Bassem, This was not the first time that Hezbollah has infiltrated our borders in an attempt to murder and kidnap. So remember exactly who started this war. We will not tolerate Hezbollah aggression and your attempts to pervert the truth. i fail to see the return of the kidnapped soldiers... what the hell have i been sitting in rocket fire for all these weeks, so israel could retreat without reaching it's abjective to get back the soldiers, isn't that why we went in??????????????? i am very disappointed. will see what israel does now, because a mistake on israel's part is a big mistake for us people.

Have you noticed that in the text of the UN resolution the word Terror has vanished. In the next resolution may be it will appear stuck to the name of Israel. And you say Israel did not lose!! Israel is now of no use to the USA.
The War was not about them you see, they were simply the excuse. Overall it seems to me to be very good for Israel: exactly what should have been the case before the war. However, there does not seem to be any mention of the kidnapped soldiers.
One of these massacres you talk about ended up killing only 1 person. The funeral was not in Tyre but in a different town and the IDF shot missiles at buildings nearby maybe they should stopshooting missiles from civilian areas and they won't have these problems. Funny how when a missiles lands on a bridge everybody runs to see it wouldn't you logically run the other way so as not to be killed? Gaza has been given to the palestinians and most Israeli towns in the west bank were either jewish towns beofre 1948 or were baren land until jews decided to build on them. Example is Amona which because of Peace Know a European org Israeli destroyed even though no palestinians even lived there.

The 3 massacres are in the towns of Dwayr, Qana, Qoq. Also, during the first week of war, 2 aid workers (Red Cross truck) delivering aid were murdered by an Israeli bomb - and countless similar stories. Last weekend as a funeral procession was taking place in Tyre Israeli jets opened fire on the procession killing the mourners. On Saturday in a village in North Lebanon a bridge was bombed - there were no casualties - UNTIL PEOPLE CAME TO LOOK AND ISRAELI JETS BOMBED IT AGAIN!!! 13 people died! Such cowardice has been happening throughout this Israeli offensive - how crooked!!! What on earth are you talking about my right to live in Sydney? I think if you really want peace you should a little bit learn self-critic. 1)Writing that "israel only DEFENDED itself" you are not telling the truth. That's part of the israeli propaganda. United Nations General Assembly Resolution ES-107 Regarding the Recent Violent Events, 20 October 2000, and Foreign Ministry reaction, 21 October 2000 On 20 October, the United Nations General Assembly adopted a resolution which condemned Israel for excessive use of force, called for an immediate end to the violence and supported the creation of a mechanism of inquiry. It also called for the resumption of the peace talks. The resolution was adopted by 92 in favor, 6 against, with 46 abstentions. Israel adamantly rejected this resolution, which it considered one-sided, and ignored the responsibility of the Palestinian Authority in planning and instigating the violence. You are absolutley correct. The Israelis can do whatever they want..but when it comes to Lebanon, God forbid. Yet another Security Council ceasefire in the 58 year War Against Israel's Existence. This resolution refers, directly, to Hezbollah., Why? So far as I know, the Hezzites are not a UN member and are not the responsible governing authority in Lebanon. (Or does the UNSecGen concede this point?) And the reference to 242 dredges up that good old land for peace phrase which Dennis Ross now calls "land for war," I believe. Will someone please note that James G. McDonald, U.S. representativ e in Israel, wrote to Clark Clifford in the Turman White House, August 24, 1948 that, in part, ceasefires-- insead of peace treaties-- enable the Arabs "indefinitely [to] call the tune." (And add, now, to the Arabs the new Haman in Tehran. Secretary of State Rice, please see page 1340 of FOREIGN RELATIONS OF THE UNITED STATES, 1948, Volume V.
What about the Lebanese prisoners in Israeli jails? What about providing the map to the 140,000 land mines that are still on Lebanese land? What about Chebaa farms? Destroy the infrastructure (all bridges and roads linking lebanese towns have been destroyed). As far as I understand it, the paragraph 12 gives UNIFIL seriously expanded mandate. To my understanding of previous events from 1978 until now, this is not to the benefit of Israel. If I am correct this could mean that: UNIFIL, if deemed necesary can prevent Israeli incursions into lebanon. So you might get your drones and planes shot down, and your ships sunk. Eu weapons are a bit different than hizballah weapons.

To put you out of your misery, the answers to your questions are: 1)because the lebanes gov. is weak 2)because the Lebanes army is worse than weak 3)because since Lebanon can't keep an eye on HA, then Israel will(altho they STILL didn't see all the preparaton HA had done...) 4)because a "DEFENSIVE" action, Rafi, is when an offensive action is threatened or committed by another with intent to seriously harm 5) because cros-border kidnapping is an act of international aggression 6)because firing missiles only at population centres by HA is a crime against humanity 7) because HA needed to be shown that deterrence means just that (u won't be seeing much of HA in the near future without dragging Lebanon to the brink of utter destruction...) and 8)because, while the IDF action was not conclusive, u will agree that Israel can live without your respect, just so long it can do so so safely. Since you talk about "un"provoked attacks by hezbollah, care to explain to the rest of us why israeli planes and drones have not stopped invading lebanese airspace and why IDF warships pretended lebanese territorial waters were their training grounds since you supposedly withdrew from the south???? or why israelis still hold hostage lebanese citizens in their jails? and please dont pretend this was a DEFENSIVE action... it obviously was an attack on the lebanese people to try and prove a pointless point of israeli "deterence"... which of course backfired on you... and hence not only did you dramatically lose this war, but you u also lost any respect and any goodwill you mighthave built up over the years with your arab neighbours. goodluck regaining it...
Reading this resolution made me think about all those who died in the recent violence, died for nothing. Before this war, the position of Lebanon and Hezbollah was to liberate Shibaa Farms and free their prisoners (three prisoners) and to get the mines maps. Israel wanted Ezbullah disarmed. These both demands could have been achieved by some good well and compromise on both sides. actually in the national unity talks in Bairut two months ago, Hezbulla said they will disarm if their demands are met. Now after all this killing, a resolution comes to bring us to point zero before the war. Who will convey this piece of news to the mothers of killed young men and what will they tell them?
UN take an old, an ancient resolution and change the date. We believe that Israel start again the job before end of 2006. There is nothing in this text, its " an empty shell". I hope that Israel explain this "copy" at the first degree.We are sure that the "beards" are enjoy,and we understand why!
The Hebrew lang Israeli press specifically mentions that IN THE UN's PREAMBLE to this resolution, the freeing of the 3 Israeli hostages is taken as a pre-condition PURSUANT TO the body of the resolution itself. hezb allah isolated now chooses between war or peace. HA has provided Israel with valuable information about fighting a different war, that traditional armour & tactics were not very successful, that Israel is wide open to rocket/missile attacks without the need for ANY foreign troops on israeli soil,that hezb allah provided the IDF a slap in the face from which i hope it will learn much, that the IDF review its logistical errors in time for the next war & that forward operations of ground troops be urgently reviewed to take account of a guerilla-style war. This has been HA's most valuable contribution to assuring the continued existence of Israel (forewarned is forearmed); luckily, it did not yet have a more deadly arsenal. Mabruk, Nasrallah!! I seem to recall this all started with the abduction of 2 israeli soldiers, and israel only DEFENDED itself after that... I don't see why israel should "learn how to be a non hostile country", after all Hezbollah was the one starting the hostilities

somthing is fishy in this resolution..not so clear..what happened in the past month can happen again and again..israel should start thinking seriously about living and existing in the middle east..Israel should start learning how to be a non hostile country...otherwise, more will be coming.
The soldiers are only mentioned in the preamble. "Emphasizing the need for an end of violence, but at the same time emphasizing the need to address urgently the causes that have given rise to the current crisis, including by the unconditional release of the abducted Israeli soldiers." In other words the UN is saying 'would you please give the soldiers back? but if you don't we won't do anything about it' Seems to me that's a pretty serious omission because if the points in the resolution are accomplised, hezbollah would have no reason to release the soldiers. The only way they are coming back now is with some good intelligence and entebbe 2.
Is this the real draft or is this a Joke? On such a idiotic document they had to spend almost two weeks agreeing on and composing? It is laughable!
I see no reference in the text to the release of the abducted soldiers.
