Report: Lebanon says Hezbollah has right to fight Israel

New cabinet has agreed on a policy statement acknowledging Hezbollah's right to bear arms against Israel.

Lebanon's newly formed cabinet has agreed on a policy statement that acknowledges Hezbollah's right to use its weapons against Israel, French news agency AFP reported on Thursday.

According to the report, Lebanese Information Minister Tarek Mitri said late Wednesday that an agreement had been reached after a cabinet committee set up to draft the statement met for the ninth time.

Mitri said the new statement will retain the same clause regarding Hezbollah's arsenal that was approved by the previous cabinet.

The clause states the right of "Lebanon, its government, its people, its army and its resistance" to liberate all Lebanese territory.

Hezbollah, which fought against Israel in 2006, is considered a terrorist organization by Washington.

According to AFP, Mitri said that reservations concerning the clause by members of the Western-backed majority would be noted in the government program.

Christian members of parliament, including the Phalange Party and Lebanese Forces, argue that Hezbollah's arsenal undermines the state's authority and runs counter to UN resolutions.

Hezbollah argues its arms are necessary to protect the country against any future aggression by Israel, which withdrew from southern Lebanon in 2000 after a 22-year occupation.

Defense Minister Ehud Barak on Tuesday warned Lebanon that it, not Hezbollah, would be the target of retaliatory attacks should the militant group escalate tension along Israel's northern border.

"Lebanon grants Hezbollah permission to operate on its soil," said Barak. "We must clarify for the international community that we do not accept that a militia like Hezbollah exists in Lebanon, a sovereign country, and even sits in its parliament."

Barak added that it holds Lebanon responsible for any conflict with Hezbollah. "Hezbollah is not our target," in such a case, said Barak. "Our target will be the state of Lebanon."

If the Lebanese government authorises Hezbollah to bear arms and engage in acts of war, then even if you say it is not a violation of 1701, it is certainly an act of war against Israel with government authorisation. Israel thus has a legitimate right to self-defense, and the war is Lebanon's fault.

Calls for Israel and Lebanon to support a permanent ceasefire and a long-term solution based on the following principles and elements: -- full respect for the Blue Line by both parties; -- security arrangements to prevent the resumption of hostilities, including the establishment between the Blue Line and the Litani river of an area free of any armed personnel, assets and weapons other than those of the Government of Lebanon and of UNIFIL as authorized in paragraph 11, deployed in this area; -- full implementation of the relevant provisions of the Taif Accords, and of resolutions 1559 (2004) and 1680 (2006), that require the disarmament of all armed groups in Lebanon, so that, pursuant to the Lebanese cabinet decision of 27 July 2006, there will be no weapons or authority in Lebanon other than that of the Lebanese State;" Johnboy, you left our some pertnent facts, let's tell it like it was intended to be, not the way you're distorting it http://www.un.org/News/Press/docs/2006/sc8808.doc.htm

you're talking through it #1701 specifically calls for the "DISARMING OF ALL MILITIAS"and that would most certainly include Hezbollah, since they're not part of the Lebanese Army "The Resolution The Resolution demands:[1] Full cessation of hostilities (OP1) Israel to withdraw all of its forces from Lebanon in parallel with Lebanese and UNIFIL soldiers deploying throughout the South (OP2) Hezbollah to be disarmed (OP3) Full control of Lebanon by the government of Lebanon (OP3) No paramilitary forces, including (and implying) Hezbollah, will be south of the Litani River (OP8). http://en.wikipedia.org/wiki/United_Nations_Security_Council_Resolution_1701

D: "Thank you Hezbanon for confirming your 1701 violation" Resolution 1701 says that there can be no weapons and no armed forces other than UNIFIL and those who are "authorised by the Lebanese govt" It definitely does not say that the only forces that can maintain arms are "UNIFIL and the Lebanese army". Which is a distinction that does rather blow your argument out of the water, Dan.

So this is what you say, but your governement says the opposite. What do you expect, that Israel accepts to be bombed, to have its soldiers kidnapped and murdered just because Lebanon has problems. Excuse me but the lebanese need to solve Lebanon's problems, until them they have to live with the consequences of what's coming from its territory.

Lebanon is a very small country. When Israel bombed Lebanon in 2006, the whole country was affected. If Israel bombs Lebanon again, both Christians and Muslims will be affected. I do not belive that either the Christians, Sunnis or the Druze in Lebanon are looking to have a problem with Israel. In terms of Hizbullah, they use Israel as their justification to keep their arms. However, the Lebanese army is not capable of taking on Hizbullah and Hizbullah has repeatedly said that their arms are not subject to negotiation. Moreover, over 60 percent of the Lebanese Armed Forces are Shia. If the army was to go after Hizbullah, the country would break out into another civil war. So all of the Lebanese will be affected by Israel, but most of the Lebanese are not against Israel, except for the fact that you bombed them in 2006. If you bomb them again, they will never forgive you, they will never do business with you and you will never make peace with them or any other country that supports them

Sorry, but have to disagree with you. Lebanon isnt being held hostage have sometime. That fact changed when Hezbollah turned into the power in fact in Lebanon. Hezboolah give all cards there, the majority of the lebanese supports Hezbollah, so in the next round, better they have some minimal decency and take the responsability for their chooses. Bad to Lebanon and for the lebanese about this resolution.

The Daily Star had an article on this. The government of Lebanon is divided on whether to disarm Hisbollah or not. Hizbollah argued that only it could defend Lebanon if attacked. That argument carried the day. To imply that the government of Lebanon has authorized attacks upon Israel is deceptive. This is another unwanted consequence of the Second Lebanon War.

    • 00:54

Hezbollah's legitimacy in Lebanon can very easily be undermined! The clause states that the right of "Lebanon, its government, its people, its army and its resistance" to liberate all Lebanese territory. If Israel simply disengages from the small two pieces of Lebanon it holds, Hezbollah's legitimacy in Lebanon will be severely reduced. Why doesn't Israel do this? The price is eally low.

....is the ability to control your own territory. It is illegal for Lebanon to take a formal position that acts of war can emanate from its territory. If Lebanon wants to cede control of its territory, let it cede it to another country or the U.N., but there is no legal basis to say "it's ours, but we are not responsible for what happens there".

    Lebanon is being held hostage

    • 20:47

Lebanon is being held hostage. When the Lebanese govnernment attempted to dismantle Hizbullah's communications network in 2008, Hizbullah responded by taking over Beirut using weapons. The Christians in Lebanon are not looking for a war with anyone. They are sick and tired of a civil war, which ignited because of Palestinian refugees from Israel. They are sick and tired of Israel threatening them when they have done nothing wrong to Israel. Matter of fact, when Israel invaded Beirut in 1982, they were greeted in East Beirut with rose water and ended up marrying Christian Lebanese women. The Israeli government is trying bury the problem of the 500,000 Palestinian refugees by bombing all of Lebanon. This is wrong.

so, the Lebanese have decided to make Hizbollah's de facto free rein official. Lebanon bears the responsibility of the destruction that Hizbollah will cause it. They want to play with fire and now they're going to get burned, again.
