Moussa Abu Marzouk, who lives in exile in Syria, received the letter on a visit to the Gaza Strip last week. During the visit, Abu Marzouk met with leaders from Hamas' military wing, including those involved in the 2006 cross-border capture of Shalit.
Hamas' military spokesman, Abu Obeida, refused to confirm or deny the reports, according to Israel Radio.
French President Nicolas Sarkozy told donors an international conference to recruit funds for Gaza in the Egyptian resort town of Sharm el-Sheikh on Monday that the release of Shalit was a "top priority," adding: "We will never accept a situation in which his life is in danger."
France said last month that it has been indirectly negotiating with Hamas for Shalit's release via mediation of Syria, Qatar and Norway.
