The intention to investigate alleged Hamas war crimes was stated by Palestinian UN envoy Riyad Mansour on Friday, as he handed over to the United Nations a preliminary report on the fighting pitting Hamas against Israeli forces in Gaza Strip last winter.
Mansour said he gave the report to the chief of cabinet Vijay Nambiar at UN headquarters in New York. It would be up to Secretary General Ban Ki-moon whether or not to make it public.
Mansour declined to provide details of the report, saying it was a confidential report requested by Ban.
Earlier in the week, Palestinian President Mahmoud Abbas had already announced the establishment of an independent panel which would focus on human rights violations allegedly carried out by his PA security forces during Operation Cast Lead.

It depends utagawa. The Goldstone Report accused ALL parties of apparent war crimes and crimes against humanity. The Goldstone report requested ALL three parties to conduct open and thorough investigations OR those allegations should be referred to the International Court. The PA stands accused of crimes against humanity for it's suppression of persons protesting Cast Lead. Hamas stands accused of crimes against humanity in it's attacks upon Sderot and other acts. Israel stands accused of crimes against humanity and war crimes during Cast Lead. Whether ANY of them will ever conduct an OPEN and HONEST investigation remains to be seen.
