PA Chairman: We will continue to seek the release of all prisoners
Israel releases 255 prisoners to boost Abbas; Hamas denies PA claims some of its members were also freed.
By Jonathan Lis and Amira Hass Haaretz Service, AgenciesRAMALLAH - Palestinian Authority Chairman Mahmoud Abbas said Friday that the PA would continue to seek the release of all Palestinian prisoners held in Israeli jails, during a festive ceremony in Ramallah welcoming the 255 Palestinian prisoners released by Israel several hours earlier.
"Our work must continue until every prisoner returns to the his home," he said at a welcoming ceremony for the prisoners in Ramallah.
"You cannot imagine how happy we are that you came back to us," Abbas told a crowd of about 3,000 at the presidential compound. "But our happiness is missing something because we want all 11,000 prisoners to return to their families."
Israel released the prisoners Friday morning as a goodwill gesture meant to bolster Abbas in his power struggle with Hamas.
For Palestinians, the prisoners are heroes in the struggle for statehood, and large-scale prisoner releases are seen as an effective way for Abbas to win popularity and support. However, Israel refuses to free inmates serving time for wounding or killing Israelis. None of the prisoners being freed Friday were directly involved in attacks on Israelis, according to Israeli officials.
Israel Prison Service buses brought the freed prisoners to Beitunia checkpoint near Ramallah, where they were loaded onto Palestinian buses and brought to the West Bank city.
Some of the freed prisoners kissed the ground when they got off the Israeli buses, and they were handed Fatah hats and Palestinian flags when they arrived at Beitunia, Israel Radio reported.
All the prisoners were released by around 8 A.M., mostly from Ketziot prison in the Negev, according to the report.
"I'm very happy, it's a great day for me," said 18-year-old Shadi Barawshi, released two years into a five-year sentence. His tearful mother said: "I can't believe he's standing in front of me now."
Muhannad Jaradat, who spent 18 years in jail, hugged his mother and said: "I will not leave you, mother."
Israel was scheduled to free 256 prisoners, but the release of one of them was delayed at the request of security officials. According to the radio, his release was canceled due to the fact that he switched to Hamas while in prison.
Most of those freed are from Abbas' Fatah movement.
Prominent among the freed prisoners is 61-year-old Abdel Rahim Malouh, second in command in the Popular Front for the Liberation of Palestine, which assassinated Israeli minister Rehavam Ze'evi in 2001. Malouh at first refused to sign a form saying he would refrain from any terror activity in the future, without which he could not be released, but changed his mind when Abbas intervened personally, a PFLP lawmaker said.
All the prisoners signed the forms, were examined by a doctor, and met International Red Cross representatives.
Palestinian Prisoner Affairs Minister Ashraf al-Ajrami said that, while the majority of inmates belonged to Fatah, a handful of the 255 freed were Hamas members. In addition, Kedura Fares, who heads Fatah institution in charge of prisoners' welfare, said he identified at least one Hamas and five Islamic Jihad members on the list. A Hamas spokesman in Gaza denied the report, however.
Palestinian officials welcomed Friday's release, and said they hoped more inmates would be freed soon.
"This release breaks the ice between us and the Israelis on the issue of prisoners," said Ziad Abu Ein, the Palestinian deputy minister of prisoner affairs.
Prime Minister Ehud Olmert told the cabinet this week that the decision to free the prisoners was made only after checking with security officials.
"This gesture is appropriate - thus are we changing the reality in the Middle East," Army Radio quoted Olmert as telling the cabinet. "We want to use all means of encouragement and go in the direction of real dialogue regarding arrangements between us and the Palestinians."
Israeli prisons holding Palestinian inmates have been put on high alert in view of fears that the prisoners who are not about to be released and others identified with Hamas might turn violent in protest against the prisoners' release.
Israel holds about 9,200 Palestinian prisoners, most of whom were arrested during the past seven years of Israeli-Palestinian fighting. Almost every Palestinian family has had a member in Israeli jails at some point, and the fate of the prisoners is one of the most emotionally charged issues of the Israeli-Palestinian conflict.
Friday's release took place after the High Court of Justice rejected a petition by the Almagor Terror Victims Association against the move, Army Radio reported.
"The prisoner release is a foolhardy move that gambles with the lives of Israeli citizens," Almagor said in its petition.
The justices ruled Thursday that the release of Palestinian prisoners was a political issue to be decided by the relevant government authorities, not by the court. Justice Elyakim Rubinstein dissented, saying the release should be delayed so the matter could be examined in depth.

Talk... talk....just talk about releasing 'Palestinian Prisoners' while there is not a word uttered about the release of Israeli Prisoners. Neither is there any authentic confirmation if these Israeli prisoners are dead or alive while the demand is for the release of ALL 'Palestinian' Prisoners. I am shocked to hear the News, The release is OK but on the other Hand Abbas is freeing Hamas members after 19 days. Is there no danger, makes Abbas a hidden play with Israel? The so-called Palestinians are not Lebanese (although some of them came from Syrian-occupied Lebanon), therefore they are not Phoenicians (Northern Canaanites). They never constituted an unified, organized state but kept within the tribal alliance system. When the first Hebrews arrived in Canaan they shared the land but did not intermarry, as it was an interdiction for Avraham's family to marry the Canaanites. Nevertheless, eleven of the twelve sons of Yakov married Canaanite women (the other son married an Egyptian), and since then, the Tribes of Israel began to mix with the local inhabitants. After the Exodus, when the Israelites conquered the Land, there were some wars between them and the Canaanites throughout the period of the Sofetim (Judges), and were definitively subdued by King David. By that time, most Canaanites were married to Israelites, others voluntarily accepted Torah becoming Israelites, others joined up in the Israelite or Judahite army. Throughout their history the Phoenicians intermarried with different peoples that dwelled in their land, mainly Greeks and Armenians. During the Islamic expansion they were Arabized, yet, never completely assimilated, and their present-day state is Lebanon, erroneously regarded as an "Arab" country, a label that the Lebanese people reject. Unlike the Arab states, Lebanon has a western democratic-style official name, "Lebanese Republic", without the essential adjective "Arab" that is required in the denominations of every Arab state. The only mention of the term Arabic in the Lebanese constitution refers to the official language of the state, which does not mean that the Lebanese people are Arabs in the same way as the official language of the United States is English but this does not qualify the Americans as British.
Abbas is right our happiness is missing because of the other 11,000 prisoners in Israeli jails. So many of us feel this way too and it is the subject of day in cyberspace too. Nonetheless there is something terribly offensive about Israel's detention and imprisonment of Palestinians who are lawfully opposing its brutal and unlawful presence on their land in the territories (under UNSC Resolution 242 and the 4th Geneva Convention) and who dare to exercise their democratic right at the ballot box too. This is the very essence of democracy at work and make no mistake about it this is what Israel is trying to prevent today by locking up Palestinians and their representatives. Abbas is doing what he can, which isn't much. He never had control of Fatah, much less Palestine. He now is in a very precarious position and is not being given any substantial support by those who had promised it. He has seized power, but that power is over half a nation, with his own party humiliated and weakened, and with no prospect of being able to risk an honest election. He will risk an election, but Israel has locked up lots of Hamas legislators and effective participation by Hamas is impossible, and thus the election will be a sham. Abbas spent most of his time in office thwarted by an Israeli government which was intent upon a "unilateral" solution to the problem. Olmert would engage in no honest negotiations then, and now that Abbas has become a client of the US, there is no need for Olmert to engage in honest negotiations with him. He been rewarded with gestures. With a little luck, he might survive. If not, I cannot see a man as moderate as he taking over.

Hannah, If your interpretation of my plan is that it is explosive, dangerous and panders to my conscience, I fear that you have read other people's presentations of it and not my own. I have consistently said that a one-state solution must emerge only after years of living together in a two-state framework, and not out of coercion in the present-day situation, and that any solution must ensure the continued Jewish character of Israel. If that is selfish and dangerous, I fail to see why. You are, however, correct in that my plans are geared to my conscience. As an Israeli living here, my conscience dictates that anything I propose will have repercussions upon the future of the Jewish people and must therefore place our survival even in the far distant future as top priority. If I may intervene. I do believe that Tzfonit is sincere in her wishes for a just society but the way she goes about proposing to implement it shows a limited ability to imagine the impact on future generations. Israel keeps arresting Palestinians based on suspicions. Even the Israeli government claims that the 256 people released were not involved in killing or wounding Israelis. Yet one of the released was serving a 20 year term, and had completed 18 years of it. This is the travesty. The fact that Israel holds people in jail for 20 years for nonviolent offences. There are thousands more being held for nonviolent crimes, or for nothing at all. How can you claim that Israel made a mistake in releasing them, when you admittedly don't even know why they were held in the first place?

For those 17% , if arrested again, there should be no release before their sentence is completed regardless if the PM him/herself wants to release the prisoner. Perhaps a Knesset 2/3 majority would be ok since a debate would have to occur and elected officials state their position. Sentencing for crimes should be increased for recidivists. If the crime would have called for 5 years, it should be 7-10 for the recidivist. If a death occurs in a terror crime committed by a released terrorist, Israel should have the option to apply the death sentence. Israel needs new laws but fat chance a left leaning 'release'em court' would agree to tougher laws. The old adage 'crime pays' can be adjusted in Israel to 'terror pays'.

Abbas is one bullet away from his death when he is fighting with the Hamas militia which was declared illegal. Who will replace him, a Hamas man? According to the Basic Law, the temporary replacement is the Speaker of Parliament, a Hamasnik. Barghouti is the most popular politician in the Territories. 2. Abbas needs some help. Dahlan was permanently and irrevocably discredited. He lost Gaza and with it, his power base. 3. The Shalit deal is still on the table. So is the deal with the Hizballah exchange. What if they insist on Barghoutoi being released? They will get the credit instead of Abbas. 4. The "blood on his hands" criterion is no good. It is racist to begin with. It is OK for a killer of Palestinians but not Israelis to be released. Israelis will understand this release now, and will then disregard the old criterion. Replace it with "probability to recommit terrorism".

How shocking it is to read some reactions to the release of prisoners, treating it as 'a game' or 'as yet another movie' played by Israel. It is definitely not a sign of weakness but a step towards the re-establishment of some sort of peace talks. Israel has already made many concessions towards palestinians during the past years and let's not forget that they at least know where their people are held in Israel; Us Israelis do not even have the 'luxury'to know where are our three soldiers, nor can their families visit them and not even the Red Cross. The release of political prisoners is always a positive thing, and Israel should get some applause for (finally) taking such a step. However, the only thing that matters is, whether both Israels political establishment and the Palestinian leaders will now use this momentum to make the necessary political decisions. (draft a new peace initiative on the Israeli side/restore law and order and stop attacks on the Palestinian side). If we see that happening, the prisoner release today was a good first step in the right direction. If we don't, it was a classical Israeli own-goal: Because no matter what "contract" those Fatah men have signed, if there is no true reconci- liation process following now (including all the necessary "painful" steps on the Israeli side), this paper will be good for only one thing: The (Israeli) shredder-machine.

I am known for my right wing views but there are always buts. Regarding the prisoners, I will agree that no prisoners be exchanged if they are Hamas members or members of the assosiated wings of Hamas until Gilad is released. However, unless prisoners have actually murdered or participated in the murder of Israelis, I see no reason to keep them in prison and pay for their keep. These Palestinians live under our rule and therefore must be accorded the rights of and equal to all Israeli citizens. After all if a lawyer can drive in a drunken state and kill 2 innocent people as a result and then serve only 10 months in prison, why should Arab Palestinians serve any longer for throwing stones or participating in violence? I have been informed that there are 25,000 Palestinian prisoners and conclude that something is definately wrong then if Jewish murderers can get out after 10 months whilst others must languish in prison.

When the war ends (in fact, a vendetta, in which both sides are guilty of war crimes including murder), the world will expect ALL prisoners of war on both sides to be returned. The reason it is so emotionally charged is because many Palestinians feel wronged by Israel's discriminating and harsh justice system. It is in everyone's interest to bring more transparency to the courtroom, and more fairness to the sentencing.

Israel has said that they are not freeing anyone that has blood on their hands, noone that has wounded or killed Israelis in the past. Yet one of the prisoners being released had served 18 years of a 20 year prison term. He was arrested when he was 21, and he is now being released at the age of 39. What nonviolent crime can possibly warrant convicting and holding a person in jail for almost 20 years? It sounds to me that all the Palestinians need is a nondiscriminating justice system, and that will result in the release of almost all the Arab prisoners.

No need to wait: Israel positive in western headlines is the effect, apart from some Palestinian families happy with the release of their innocent loved ones. The effect of the release of the remaining 9744 will a lot more significant though.
Israel holds more than ten thousand Palestinian prisoners in jail. There are almost daily additions to the prisoner population. Releasing two hundred and fifty prisoners, amounts no more than a drop in the bucket. Both Israelis and those who are holding Israeli prisoners must refrain from this "human trade," by releasing all those held without charge. If this recent release is a prelude to good will and the release of all prisoners, then it is a welcome step. Those holding Israeli prisoners must reciprocate with good will gesture by releasing Israelis held.
Releasing 255 innocents is a good sign for Abbas, his position is stronger than before and he will gain more support from his people. It is also good for olmert who used to make so many empty promisses in the past.
If this is a move towards peace, than it is a limited one. If we release 255 prisoners and continue raids to round up another 200, than we are doing nothing more than replacing these prisoners with others. So what is the point? And why will signing a form supposedly prevent people from engaging in terror? If all these prisoners who were released were people with no blood on their hands, than the definition of who is a terrorist should be examined very closely. Throwing rocks is not terror. And some of these people in the picture look barely older than teenagers. How old were they when they were arrested anyway? If we are going to be viewed as truly protecting ourselves by raids and arrests, the scope of people arrested and imprisoned should be decreased to include only those who are truly guilty of terror, and the revolving doors on the Israeli prisons have to stop spinning. And most important: WHAT IS THE GOVERNMENT DOING TO GAIN THE RELEASE OF GILAD SHALIT?

It is certainly a good step for the Palestinians. The serious problem is that it was not done for the sake of Israel, or the Palestinians, but for the sake of the USA. A political gesture of goodwill to boost US-backed forces against Iran-backed forces. Israel is acting solely for the best interest of the USA and the ruling US warlords. That is not good for anyone.

Since Israel announced this release of 250 Fatah prisoners a couple of weeks ago, it has rounded up/arrested/kidnapped (choose your favorite word in line with your ideology) almost 300 men throughout the occupied territories. Such 'gestures' are, as usual, a PR stunt and meaningless. The net is still more Palestinian prisoners than there were 2 weeks ago.
