Olmert: Abbas never responded to my peace offer

Former PM tells Tel Aviv conference he was 'hours' from meeting Syria FM when Israel went to war in Gaza.

Former prime minister Ehud Olmert said Sunday that during his tenure he offered Palestinian President Mahmoud Abbas an unprecedented peace offer, based on a return to the 1967 borders and a fair demographic land arrangement which would see heavily Jewish areas in the West Bank remain under Israeli control.

"I offered a land swap, I offered a solution for Jerusalem, where the Jewish part would remain under Israeli authority and the Arab sections would be given to the jurisdiction of a Palestinian state," he told a conference at Tel Aviv University.

According to Olmert's plan, the Holy Basin would be demarcated under the rule of five different states with access available to believers of all religions. The offer was based on the agreements reached at a 2007 summit in Annapolis Maryland, Olmert said, and would be carried out in accordance with the Road Map for peace.

Olmert said he and Abbas had reached an interim agreement on the Palestinian right of return, but he never received a final response from the Palestinians on the matter.

"I found Abbas to be a fair partner, opposed to terror," said Olmert. "What happened? That is the question of all questions, which I would answer if I could. I hope that the State of Israel will put at the top of its agenda the fact that there was a peace proposal offered by a legitimate government... It's time the international community demand an answer from the Palestinians instead of arguing about a building here and a building there."

He said that although construction in the West Bank had been ongoing during his tenure, he found it counterproductive to base peace negotiations on that matter.

Olmert added that he had "reached the conclusion that in choosing between the greater Israel and a Jewish, democratic state, I prefer the latter," saying he knew it would be necessary to withdraw from much of the land the Palestinians want for a state.

Olmert also said he had been "hours" from meeting with the Syrian foreign minister during his tenure, but that the talks were canceled after Israel embarked on its offensive in the Gaza Strip.

Olmert told the conference that Turkey had acted with responsibility and fairness in its role as mediator in the indirect peace negotiations.

During Olmert's tenure, Turkey mediated five rounds of talks between Israeli and Syrian officials. Toward the end of Olmert's term the two sides were on the verge of resuming direct negotiations.

At the last meeting between Olmert and Turkish Prime Minister Recep Tayyip Erdogan, the Turkish leader called Syrian President Bashar Assad and relayed messages to and from Olmert. But after Operation Cast Lead began in December 2008 and the freeze in negotiations with Syria, Erdogan said Olmert had stabbed him in the back.

A recent rise in tensions between Turkey and Israel has meanwhile prompted Israeli officials including Prime Minister Benjamin Netanyahu and Foreign Minister Avigdor Lieberman to discount Ankara from serving as mediator in any future diplomatic negotiations with Syria.

Zionist escape Plan Declare war... sorry cant talk peace with one neighbor while im hitting a little village on the other end. its always the same and its always "some hours away" or a offer that has loop holes that make it less of a offer. offer your enemy a deal he cant accept... and then blame him for everything and go to war ! while meeting your other neighbor and make a conference full of hope and reap the PR advantages and good will and then cancel it at last minute and restart it again. Olmert was horrible in military affairs but he knew his ZIonist civil duties

    I do not understand how is it that an Israeli Government go out of its way to lose a country like Trukey. I believe any Israeli official who had a hand in losing Turkey should be fired and excluded from any future government. How can this happen. So, tell me, did you actually make a "final offer"? After all, you really do need to table a "final offer" if you really want a "final response". And if you did then there must be a document somewhere that sets out what was in that "final offer". So, Ehud, where is it?

    Barak thought he had a deal and Arafat nixed it. Olmert thought he had a deal, Abbas nixed it. They just do not want a settlement, whether its because of pressure from Syria and Iran and possibly Egypt (as was the case with Arafat) or they just want to keep sucking money from the west because they don't believe they can stand on their own feet. It is about time the worlds blamed the Palestinians, and the Arab world. I would bet though that it's the Arab world that is nixing every peace effort. We hear their English pronouncements for peace but we also hear their refutations of the English pronouncement once they speak in Arabic.

    They rejected partition, the Peelplan and in 2000 they even rejected Clinton proposals. They will reject anything propose to them because they are convinced that the United Nations, NGOs and terrorism will enforce Israel to end Israel control of Judea and Samaria and maybe all of the land. They did not grasp reality in 1947 and their strategic reckoning nowadays will prove wrong again.

    What happened Mr. Olmert is you decided to kill 300 plus children in gaza...effectively ending any prospect of peace with the syrians or palestinians. 2- "where the Jewish part would remain under Israeli authority and the Arab sections would be given to the jurisdiction of a Palestinian state" The reason settlements are a big deal now is because palestinians finally realized it is a land grab.

    What happened ? If Abbas had followed up on this and officially accepted Olmert?s peace plan he would have been assassinated the same week. The old man has done well by his constituents bringing them autonomy, relative peace and quiet as well as the growing economy in the WB. If the elections could be run in Gaza today he and his Fatah party would sweep to victory. However, a real move toward peace will have to wait for the new generation of Palestinian leadership. Hopefully, they will be bolder and more amenable to make peace.

    How is it that this man who is under indictment is permitted to speak at TAU. That he was giving away Israel's birthright is upsetting enough- that he has not gone to trial is incredible. That anyone could believe what he says is ridiculous. Barak met with the Syrian FM with President Clinton for days- and they could not reach peace- so what is there to be excited about an imagined Olmert-Moallen meeting?

    How can you tell a politician is lying? His mouth is open. If indeed he has made such a 'generous' offer then let's see all the documentation to back it up. Also, he speaks as if the war on Gaza started without his consent or knowledge. What a character. Israeli statesmen excel at telling us what they were about to do once their tenure is over.

    All, How weird. Abbas wouldn't respond to Olmert's offer. Now he wants to re-open negotiations on the basis of the Olmert offer. Why doesn't Abbas tell Mitchell what his counter-offer would be based on the Olmert position. My understanding is that Olmert spent over a year negotiating with himself. He came up with 3 offers in a row (each more generous than the last) without ever receiving a counter-offer from Abbas. Clearly, even with Obama, Europe and the Islamic world in his corner, he doesn't want to start negotiations.

    if true, sounds very similar to the final peace offer made by PM Ehud Barak to Yasir Arafat at the Camp David talks in 2000. Then, too, Arafat, like Abbas, made no answer to Barak's offer. Could it be that in both cases, the Palestinian leader of the time (Arafat in 2000, Abbas in 2008) was in favor of the offer, but was unable, or afrais, to accept the offer because of his fear of the reaction of the more extreme elements of the Palestinian leadership? If this is so, then the hopes of peace are slim, because any Palestinian leader will always align himself with the demands of the most extreme faction, or will make no answer to Israeli offers.
