Obama: We'll mull 'sanctions that bite' if Iran nuclear talks fail
U.S., France, U.K., demand access after Iran informs UN of existence of second uranium enrichment plant.

Obama, speaking at a news conference at the end of a Group of 20 summit, would not go into details about what potential sanctions might be considered. The United States and other Western countries blasted Iran on Friday over its construction of a second nuclear plant.
Obama warned Iran on Friday that it was "on notice" and said it would have to "come clean" about its disputed nuclear program at a meeting of world powers on Oct. 1.
"The international community has spoken. It is now up to Iran to respond," Obama told a news conference after a Group of 20 summit of rich and developing nations.
He said he did not want to speculate on possible courses of actions, but added: "We do not rule out any options when it comes to U.S. security interests."
Meanwhile, Russian President Dmitry Medvedev also said on Friday that if Iran does not cooperate at an Oct. 1 meeting with world powers, then "other methods" should be used to deal with Tehran's nuclear program.
Moscow has long resisted the West's campaign to level harsh sanctions against Iran, though it has recently shown greater signs of flexibility on the issue.
Earlier in the day, Obama stood with British Prime Minister Gordon Brown and French President Nicolas Sarkozy to accuse Iran of building a secret nuclear fuel plant.
Using harsh diplomatic language, the three leaders issued a strongly worded joint condemnation Friday over the existence of a second Iran uranium enrichment plant, revealed earlier this week by Tehran.
Appearing together to issue a statement ahead of the opening of the G-20 economic summit in Pittsburgh, all three condemned the actions of the Iranian government, and warned that Tehran has a limited deadline to comply with international requirements or face tighter sanctions.
Speaking first, Obama said that the three nations had presented the UN nuclear watchdog, the International Atomic Energy Agency, with detailed information regarding the second Iranian plant.
"Iran has been building a covert uranium enrichment facility... for several years," Obama said. "We expect the IAEA to immediately investigate this disturbing information."
"Iran's decision to build the nuclear plant underscores its unwillingness to meet international obligations and represents a direct challenge to the basic contract at the center of the non-proliferation agreement," he went on. "Iran is breaking rules that all nations must follow."
Sarkozy warned that Iran has until December to change its approach to international concerns about its nuclear program, or "sanctions will have to be taken."
"Everything must be put on the table now," Sarkozy said. "Iran is taking the international community on a dangerous path and we cannot let the Iranian leaders gain time while the [centrifuge] motors are running."
Brown, meanwhile, mentioned an October deadline for Iranian cooperation, and warned of the dangers of the regime's program.
"Iran's nuclear program is the most urgent proliferation challenge the world faces today," Brown said. "The level of deception by the Iranian goverment... will shock and anger the whole international community, and harden our resolve."
"we are prepared to implement further and more stringent sanctions against Iran if it doesn't comply with UN Security Council resolutions by October 1," Brown said.
Following Brown's statements, British Foreign Secretary David Miliband said on Friday "no sane person" would want a military conflict with Iran over its nuclear ambitions and he believed diplomacy could settle the dispute.
The IAEA earlier Friday demanded access to the second plant, which it was informed of by Tehran on Monday.
Two officials told the Associated Press on Friday that Iran revealed the existence of the second plant in a letter sent to International Atomic Energy Agency chief Mohamed ElBaradei.
IAEA spokesman Marc Vidricaire confirmed receipt of the letter, saying the agency was informed that a new pilot fuel enrichment plant is under construction. The letter said that the plant would not enrich uranium beyond the 5 percent level suitable for civilian energy production. That would be substantially below the threshold of 90 percent or more needed for a weapon.
Iran told the agency that no nuclear material has been introduced into the facility, he said. In response, the IAEA has requested Iran to provide specific information and access to the facility as soon as possible.
Israel and the West have warned that Iran is engaged in a secret nuclear arms program. Iran has denied this claim, maintaining that its program is purely civilian.
The officials said that Iran's letter contained no details about the location of the second facility, when - or if - it had started operations or the type and number of centrifuges it was running.
But one of the officials, who had access to a review of Western intelligence on the issue, said it was about 160 kilometers (100 miles) southwest of Tehran and was the site of 3,000 centrifuges that could be operational by next year.
The officials who spoke to the AP - one from a European government with access to IAEA information and the other a diplomat in Vienna from a country accredited to the IAEA - demanded anonymity Friday because their information was confidential. One said he had seen the Iranian letter. The other told the AP that he had been informed about it by a UN official.
Iranian officials had previously acknowledged having only one plant - which is under IAEA monitoring - and had denied allegations of undeclared nuclear activities.
An August IAEA report said Iran had set up more than 8,000 centrifuges to churn out enriched uranium at its cavernous underground facility outside the southern city of Natanz. The report said that only about 4,600 centrifuges were fully active.
Ahmadinejad made no mention of the plant during his visit this week to New York for a meeting of the United Nations General Assembly, and rather stressed the fact that Iran had fully cooperated with the IAEA inspectors and that allegations of a nuclear weapons program are fabrications.
On Friday, Iran state media said the second plant was working within the framework of IAEA regulations, and is "preserving Iran's right to peaceful nuclear energy".

Nobody gave Israel nuclear weapons it developed them domestically as it legally chose not to sign the NPT When exactly did Israel threaten Iran with annihilation? Israel has threatened to destroy Irans ILLEGAL nuclear weapons program if nobody else can stop them either through diplomacy or force. but thats as far as the threats against Iran go Israel has never threatened to annhalite anybody. The time for talking with iran has ended. It is up to israel to now assemble its formindable fleet of aircraft and prepare for an assault on iran. The israeli airforce had to do it back with iraq in the early 80's when they discovered saddam was developing a nuke program. Can you imagine what would have happened if saddam had gotten nukes? Inteligence services, governments & even the IAEA all know Iran is in the middle of trying to develop a bomb. The fact Israel has nukes & we are trying to stop Iran getting them is not hypocrisy other than security its about legality. In 1968 Iran signed the Non Proliferation Treaty that forbid Iran from owning or developing nukes. Israel, India & muslim Pakistan all chose not to sign and that means under international law they are entitled to nukes if they want them. In 2008 Sadudi Arabia said as long as Israel kept its nuclear ambiguity policy they would not develop nukes. They are considering developing them if Iran does but they are not worried about Israel. Iran announced the existence of the site only after they realized that news on its existence had been leaked out to international press. The site was in secret construction in a military zone since 2006 without informing the IAEA. That is why Obama is accusing Iran of hiding a secret uranium enrichment plant. Do you get it now?

The US is nearing 5000 deaths and nearly 40,000 maimed in Iraq and it is not done. What you call mopping up is what Israel has been doing in Gaza and the West Bank since 1967. Saddam didn't have cruise missiles or submarines or 70 million in population. Our neocons also thought Iraq would pay the costs of the US invasion and occupation. dino, - you took hold of that small part of my last paragraph, which i only added as an extra benefit a western military action against iran could yield (giving the west leverage vis a vis israel). it wasn't that important & israel has in fact little to do w/this. it's about stopping nuclear proliferation in the ME & at any price, just as proliferation shouldn't be allowed anywhere in the world. that's the only way to stop the arms race madness (jointly w/a gradual reduction of all nuclear arsenals globally). there's no "if only" w/reg. to israel & the settlements as far as i'm concerned. i'm all for the enterprise to stop, a total freeze be imposed as part of real serious final status negotiations headed towards israel leaving most of the WB. i'm not sure the pals are actually ready for full peace either, but the onus is all on israel at this moment. i'm just not expecting it from the current israeli government which is likely to collapse at the 1st attempt to touch the settlers.

Mark, it is interesting to read your take on current events. You have a tendency to make up things, for example, "Nobody in the current US government said anything about allowing Iran to produce nuclear weapons." If one is myopic then this statement has some truth in it. But actions speak much louder than words, and the US is developing a situation in which they will & cannot do anything about it. But we will have to wait, while they "mull over" their options. We're in for alot of mulling. As for the war in Iraq, only taking 6 months according to the Neo Cons. You fail to mention that the military estimated atleast 10,000 American deaths in the war with Iraq. The actual war went fast, the mopping up took a while, the building up will take longer. Not even you expected that the Iraqis and their Arab brothers would take to blowing each other up with such delight. Militarily the Iranians are the Iraqis, but with funnier names, & prettier women.

Iran will not take these idle threats seriously. The same thing happened before the Iraq war. Conventional weapons wouldn't take out Cheyenne Mountain. Nobody knows how deep this is underground. Cheyenne Mountain is built to resist nukes. i am really glad that the strategy of the u.s. is not run by people like you. there is no talk whatever of an invasion of iran. the only purpose of any strike would be to take out nuclear, ballistic missile and revolutionary guard sites. most of those sites are known to intelligence agencies of the west, including the u.s., israel and others. such a strike would require mainly airpower, naval and missile strikes. iran does not have the capacity to withstand a combined attack by western powers. allowing iran to go nuclear and to further develop its ballistic missiles would gravely endanger western interests.

Iran has a facility at Natanz where it enriches uranium. According to the treaties that it has signed Iran is allowed to have that facility, and it is allowed to use that facility to enrich uranium. A paranoid, warmongering nation keeps working itself up into a lather about that, and constants hints that is gonna blow that plant to Kingdom Come. So what does Iran do? It does the sensible thing: it starts building another plant in case that little upstart nation attacks its existing plant and - as required by its treaty obligations - it informs the IAEA that this is what is going down. Excuse me, but what's all the fuss about? If Iran was allowed to build Natanz (and it was) then it is also allowed to build this plant. And. It. Is.

It is just so strange to me. The US has thousands of nuclear weapons whose only reason for existence is to destroy people and things. It has many nuclear power plants. Because Israel is upset that Iran is developing nuclear power for electricity generation, the United States along with Isreal is threatening to attack Iran's nuclear facilities. Israel says Iran really is trying to develop a nuclear weapon. It is well known that Israel actuallly does have up to 200 nuclear weapons. Israel has invaded its neighbors. It has committed war crimes in Gaza. Yet Iran who has not invaded anybody in centuries is the bad guy.

As Mark Lincoln said, Iran does not have to declare any existance of a facility unless it is about to begin enrichment. They then need to declare they will be inserting uranium into the facility 180 days prior to commencment. In truth Iran has not done anything deceitful and if anything they are in greater compliance with the NPT.

This is silly. Of course Iran can build new enrichment sites under the NPT. They are fully within their rights to do that. And now that they have declared the site, they are perfectly within their rights under the NPT to start processing. No story here. The IAEA only has to be informed when nuclear materials are about to be introduced into a facility. Iran is not in breech of anything.

but the international community keeps talking but no action(s) to change the status quo. Sanctions are not considered an "action" since it does not change or halt the Iranian preparations. Persia's nuclear ambitions are more of an existential threat to the Arabs than Israel. King Abdullah of Saudi Arabia would love nothing more than to have Israel or the US neutralize this threat. Persia's ambitions are obvious: A total colonizing of the Arabs under Shiite rule and their interpretation of Sharia law. The Sunni's, although they share they hate for Israel, hate Persia more. The West should "stir the soup" between these two groups. Arabs need Israel to deflect Persia's advancement and foothold in Arab lands and they know it. This facility is, from the scattered reports available, a pilot plant using P-2 centrifuges. The Iranian information seems to indicate about 3,000 centrifuges are involved and if P-2 type would have about the same productive capability as the Natanz plant currently has.

This is an example of WHY the goal must be to have the IAEA be empowered by Iran rejoining the Additional Protocols and also why the LAST thing the world needs is Iran dropping out of the NPT. The world does not need any more nations with nuclear weapons. Despite Ahmadinijad's notorious big mouth, Iran has continued to increase compliance, most notably supplying plans and access for the Arak Heavy Water Moderated Reactor, and now this incomplete 'pilot plant.' So long as there is no production of Highly Enriched Uranium or Plutonium Separation, no bomb is possible.
This shows how important it is to get Iran to return to the Additional Protocols. Such work would have to be revealed much earlier than just before it goes into production. The Additional Protocols provide for snap inspections, and provide the IAEA with the right to investigate undeclared sites as well as all possible facilities including military installations. Unless this is the Natanz Pilot Plant, then Iran will be in a difficult negotiating position. The General Assembly has deflated Iran's 'disarmament' ploy and it may well be that the regime is trapped. The big fear is that they will announce that in three months they will leave the NPT.
Particularly if the report that Iran is the one that revealed a plant is true. The NPT requires that any such facility be announced and made open for monitoring and inspections before it starts enrichment. If Iran has revealed a second plant, then it has also managed to complicate immensely the problem of attacking it's facilities. We shall see what happens. And, hopefully what it has. Given the small number of tanker assets Israel has, and the resultant small number of attack aircraft they could support, a second enrichment facility would make it very unlikely that both could be hit in a single strike. Iran, it would seem, has put an end to Netanyahu's dream and perhaps done it while barely hewing to the NPT.
