Netanyahu to Clinton: Israel has proven its commitment to peace

Clinton dismisses suggestions of crisis in Israel ties; U.S. envoy Mitchell postpones visit to region.

Prime Minister Benjamin Netanyahu declared on Tuesday that Israel had proven its commitment to peace before both in words and actions, after U.S. Secretary of State Hillary Clinton urged Jerusalem to do more to prove it was serious about the Middle East process.

"The State of Israel appreciates and respects the warm words said by Secretary of State Hillary Clinton regarding the deep bond between the U.S. and Israel, and on the U.S.' commitment to Israel's security," Netanyahu's office said in a statement.

"With regard to commitments to peace, the government of Israel has proven over the last year that it is commitment to peace, both in words and actions," said the statement."

The statement cited as examples Netanyahu's inaugural foreign policy speech made at Bar Ilan University, the removal of hundreds of roadblocks across the West Bank, and its decision to freeze temporarily construction in West Bank settlements. The latter, said the statement, was even called by Clinton an "unprecedented" move.

Netanyahu's office added in its statement that the Palestinians were continuing to thwart the political process by demanding preconditions before the resumption of peace talks. "They are orchestrating a de-legitimization campaign against Israel in international institutions."

"Prime Minister Benjamin Netanyahu again calls on the Palestinians to enter the tent of peace without preconditions, because that is the only way to reach a settlement that will ensure peace, security and prosperity for both nations," said the statement.

U.S. awaiting Israel's response

Israel's announcement of plans to build 1,600 housing units in East Jerusalem has strained ties with the United States, which has said it regarded last week's decision - made public while Vice President Joe Biden was in Israel - as an insult.

The announcement has called into question U.S. efforts to launch indirect peace talks between the two sides after a 15-month hiatus in direct negotiations.

Clinton last week made specific demands of Netanyahu about the housing project and about showing commitment to U.S.-mediated indirect peace talks, the State Department has said.

"We do expect to have the Israeli response shortly," State Department spokesman P.J. Crowley told reporters on Tuesday. "I would anticipate that, you know, very soon there is likely going to be a conversation between the secretary and Prime Minister Netanyahu."

Crowley said he was "not forecasting that'll happen today," but did expect the conversation to occur sometime this week."

When asked whether the U.S. was putting impossible political pressure on Netanyahu, Crowley said: "We are pursuing peace in the Middle East. We are looking for the best way to get the parties into formal negotiations that lead to a comprehensive peace agreement. That is in our interest. It is in Israel's interest. It is in the Palestinian interest.

"And we are - we are playing the role that we've always played inthis peace process. And we're going to push the parties as hard as wecan, as far as we can. Ultimately, they're the ones that have to sittogether and work through these challenging issues. We're just tryingto find the right recipe to get them to the table."‬

Clinton dismisses suggestions of crisis in Israel ties

In her remarks on Tuesday, Clinton said that Israel must prove it is committment, but brushed aside suggestions that U.S.-Israeli relations are in crisis.

U.S. and Israeli officials are in intense talks over "steps that we think would demonstrate the requisite commitment to the process," said Clinton.

She added that the Obama administration was awaiting a response from Israel to suggestions on how to repair damage caused by last week's announcement of new housing in East Jerusalem.

At the same time, Clinton said she did not think ties between the U.S. and Israel were in danger. She said the United States and Israel have a "close, unshakable bond" and that Washington remained absolutely committed to Israeli security.

"We have an absolute commitment to Israel's security. We have a close, unshakable bond between the United States and Israel," Clinton told a news briefing, markedly softening the rhetoric after several days of sharp diplomatic exchanges over Israel's announcement of new settlement construction.

Clinton also urged Hamas to join in the peace process, though she said the U.S. was concerned that "the voices of moderation are beingundermined at the moment within Gaza."

"The Palestinian Authority made the decision to dealwith Israel, to move forward on a path to peace some years ago, and we would welcome Hamas making the same decision," she said.

Congresswoman Nita Lowey (D-NY), Chair of the Appropriations State and Foreign Operations Subcommittee, also released a statement on Tuesday declaring: "Israel is and will remain the United States' most stalwart ally."

Co-Chairman of the House and Senate Foreign Affairs committees, Congressman Howard Berman, defended the Obama administration's rebuke and called on Israel to ensure such moves not happen again,

"The Administration had real justification for being upset with the timing of the settlements announcement," he said in a statement. "A process was supposed to be in place to keep the United States from being blindsided by just such a development, and yet once again we were blindsided. The Israeli leadership needs to get this right and put a system in place so it won't happen again.

"We need to disentangle bilateral relations from the peace process," he added. "Let's keep in mind that peace talks are not a gift to one party or the other. They are an opportunity for both parties, Israelis and Palestinians, both of whom badly need peace.

"The Palestinians may not like an Israeli announcement about prospective housing in Jerusalem, and the Israelis may not like the Palestinians naming a town square after a brutal terrorist, but the talks need to go forward."

U.S. envoy delays Mideast visit

Meanwhile, a visit to Israel by U.S. special peace envoy George Mitchell was on hold on Tuesday pending an Israeli response to a series of American demands.

Mitchell had been due to leave Washington for Israel early on Monday but will delay his trip in a sign of the Obama administration's growing anger at Israel's refusal to stop building Jewish homes in East Jerusalem.

A State Department spokesman said that Mitchell had postponed his visit because it "has become logistically impossible for him to leave for the region, have meetings in Israel and the West Bank, and make it to Moscow in time."

"He is in continued contact with Israeli and Palestinian leaders and will continue his discussions to move the proximity talks forward," said the officials, adding that Mitchell would meet with Prime Minister Benjamin Netanyahu and Palestinian President Mahmoud Abbas in the near future.

State Department spokesman P.J. Crowley said Mitchell would meet Israeli and Palestinian officials "as soon as possible," but not before a gathering of the quartet of Middle East peace mediators in Moscow on Thursday and Friday as he had planned.

Netanyahu has refused to draw a line under a crisis in Israeli-U.S. relations that erupted last week when Israel announced plans for 1,600 new housing units in Ramat Shlomo, an Orthodox Jewish suburb beyond the Green Line in the northeast of the city.

Mitchell was thought to have delayed his travel plans until late Tuesday but may now cancel his visit to Israel altogether, instead flying straight to Moscow for talks with the 'Quartet' of Middle East peace mediators - the European Union, the United Nations, the United States and Russia.

"We want to make sure that we have the commitment from both sides that when he travels we can make progress," Crowley said.

Late Monday, Israel's foreign ministry was still in last ditch negotiations to dissuade Mitchell from calling off his trip.

"Mitchell is hesitant as he is not convinced that the timing of the visit, at a moment of high tension between Israel and the U.S., is genuinely conducive to advancing negotiations between Israel and the Palestinian Authority," a senior Israeli official told Haaretz.

According to a report in The Washington Post on Tuesday, U.S. officials say that Mitchell's visit will remain on hold until the White House receives an Israeli response to key demands.

Israel must reverse its approval for construction in Ramat Shlomo, make a "substantial gesture" towards the Palestinians and publicly declare that all of the "core issues" in the Israeli-Palestinian conflict, including the status of Jerusalem, be included in upcoming talks.

The three conditions, set by U.S. Secretary of State Hillary Clinton in a 43-minute telephone call to Netanyahu on Friday, have not been publicized by the U.S. - but Israel is expected to provide a formal answer on Tuesday, the Post reported.

Israeli officials told Haaretz on Tuesday that despite the growing diplomatic storm, Netanyahu had no plans to cancel a scheduled trip to Washington on Sunday, where he will address a meeting of pro-Israel lobby group AIPAC.

Ahead of the trip, Israeli diplomats were making concerted efforts to arrange a "reconciliation" meeting between the prime minister and U.S. Vice President Joe Biden.

According to the Washington Post, American officials see a resolution to the current crisis as a test of Netanyahu's commitment to ties with the U.S.

"We have to have guarantees that these kinds of things will not happen again," a senior U.S. official told the paper, speaking on condition of anonymity.

"If he is unwilling to make that kind of commitment, it raises the question of how committed he is to negotiations - and it raises the question of how committed he is to the relationship between Israel and the United States."

The United States, which over the past year has pushed unsuccessfully for a total construction freeze across the West Bank, including in east Jerusalem, has until now accepted unofficial assurances that Israel is restricting settlement building.

But following Israel's latest declaration of plans to build in Ramat Shlomo, the U.S. changed tack, demanding that Netanyahu commit publicly to a building freeze in Jerusalem.

"He has to take a firm stand to prevent similar kinds of announcements that will have a negative effect on negotiations," the official said.

    You think that Israel with a majority of arab citizens will change in a good way? Consider Lebanon. For a long time they had a majority of Arabs and a ruling Christian minority. The Christians desperately held on to power because they believed that they once they lost they would lose everything. They refused to have a census to put off officially noticing that they were a minority. They did vote fraud. They invited Israel in to whomp on their arabs. They tried to keep their militias better-armed than arab militias. By cracking down on arabs they put off the collapse for a long time. Israel could severely discriminate against a majority for a very long time, given the will. Mississippi did that for over 100 years.

    Akram, imagine this: Two brothers have an inheritance but their father left no will. One brother says, "We should talk about this and find a solution we both agree with. I will talk to you as long as it takes, ten years, twenty years, fifty years, until we find a just solution. In the meantime I will spend the money as fast as I choose." Is that fair? Isn't it better that he wait until the agreement? If Israel agrees not to build in any of the disputed territories that does not say who will get the disputed territories. Israel can say that all of Jerusalem will go to Israel. That's fine. Give Palestine something they are willing to trade for their share of Jerusalem and you can have all of Jerusalem. But if you say "We're taking Jerusalem and we won't give anything for it, the discussion is entirely about how much of the West Bank you can keep" why would they agree?

There are many Israeli ideas that China needs in increase their food production including better ways to utilize their water system which is extremely polluted due to mass manufacturing plants. Infact over 90% of the land conquered in 1967 has been returned. Facts are facts. Israel as late as 2008 on Olmert offered a serious peace deal. Even cry baby Saeb Erakat said it was very impressive. Where was ABbas's response. Bottom line the Palestinians are not strong enought to pull the trigger for peace.

    It's a bit of a ridiculous statement coming from the side which has 100% control. Who needs preconditions when you can enforce your opinion? People love to use that statement "no preconditions", but it's become utterly meaningless. Both sides have preconditions. It's just a question of whether or not they are occurring. I'm on the brink of joining the vast percentage of the population who believes that this peace will never happen because the people who can affect it just want to get more power. How many times are we supposed to watch this back and forth game go on, before we assume that it's all a charade? What really needs to occur is religious reconciliation, but the parties are driving each other further and further away...I wonder if it's even real, or if there's some mega-corporation who owns the whole thing uses it to perpetuate global conflict, then sell everyone weapons. It seems unbelievable that something can fail so many times by chance.

    What he is not particularly interested in is justice and self determination for the Palestinians. The Palestinians have been told by almost all western nations and Israel, that if they just quit struggling for a state then it would be magnanimously provided for them by Israel and the international community. Just stop the bombings, and the demonstrations, and now they have to stop the "incitement" what ever that is, and they will earn the right to self determination.     It may not be recognized by the International Community but the fact is that under Israeli law, Jerusalem East and West is one City, belongs to Israel and they can build apartments there if they want to. Why did the world not protest when Jordan occupied East Jerusalem in 1948 or build apartments then? If the Palestinians sit down to negotiate, they may well win concessions that part or all of East Jerusalem will be returned as part of a Palestinian State. Until then Jerusalem is one City and captured in a War launched against it in 1967. Israel should make that clear to the US. If the Palestinians want East Jerusalem as part of their State, then sit down and negotiate it and not make preconditions prior to negotiation. Israel should inform the US that they are not interested in speaking indirectly to the Palestinians and that they have made enough concessions to the Palestinians with nothing reciprocated except rockets from Gaza and stones from East Jerusalem Arabs.

You have made several of these today about the "American Money/Funds" that is being given to Israel. Can you post one link about actual American $ being given freely. The financial aid given to Israel by the USA consists of loans which can only be used to buy American military hardware providing jobs for thousands of American and Loan Guarantees which has not cost the States one penny because Israel has always paid its loans. I do not see you protesting about Foreign Aid being given to Eygpt and Jordan and the billions being spent on the Obama stimulus plans.     Mr. Prime Minister: If you give into US demands Israel will be expected to allow the US to dictate all the terms of a peace agreement with the Palestinians. If you say anything to the US, tell President Obama that Jerusalem is not negotiable. It will NOT be divided. It is not part of "final status" talks. You can further tell him Palestinian "refugees" can return to any sovereign Palestinian state but not Israel. Remind President Obama that JORDAN is as much Palestine as Israel. It was Jordan that was about to attack Israel in 1967. Jordan has as much responsibility to Palestinians as Israel and they too can "concede" land if what Israel is willing to give up is insufficient to meet Palestinian needs.

    Netanyahu is responsible for the uproar. He intendes to build in East Jerusalem and push the Palestinians out. He says Israel has built there for 40+ years. He is correct and that indeed is the core problem. The US is, belatedly, fed up not only for timing of the anouncement or the building plans, but for Netanyahu's double talk, outright lies and deceptive behaviour. Fot the US it is either going along with the charade, for which Obama has no time or use, or putting down the gauntlet. Which part of it don't the Israelis understand. Israel is a sovereign nation and the U.S. cannot hope to have any influence whatsoever over Israeli policies toward issues over which Israel has historically been willing to negotiate if the U.S. cannot accept Israel's sovereignty over all of Jerusalem. This is an issue for all Jews world-wide, including Jews in your district in [state]. As you contemplate voting on various bills in Congress over which you want the support of your Jewish constituents, and as you contemplate your run for re-election this year, please consider that the harm done by the Obama administration to relations with Israel is an issue that will strongly influence your Jewish constituents' support and votes in November.

It seems that the Obama Administration and the Quartet have the positive intention in mind - perhaps not within 6 months but certainly before 2 years have lapsed. The core issue of Jerusalem is part of this equation and any hesitation to deal with the subject of establishing boundaries only stalls the peace agreement. The municipal borders of Jerusalem were never recognized internationally and even by inhabitants of other suburbs of Jerusalem (western part) state that the areas settled such as Ramat Shlomo are beyond the green line and therefore part of the West Bank settlements. It's a matter of semantics at play and whether one accepts the unilateral Israeli move of a unified Jerusalem which not one single country recognized back in the late 80's. In my opinion, Israel is being stubborn here and needs to save face by moving forward.

    When you want to negotiate between two sides for a solution, is it better done by creating facts on the ground while you negotiate. Israel has agreed to negotiate on a land for peace basis.     We've read the history books and bible and fully understand (some) Israelis' motives ref Jerusalem. But ancient history and ethnic claims do not signify in international law, which changed markedly after WW2. Israel's modern legitimacy rests solely on the offer of a parcel of land in 1947, which Israel accepted and declared sovereignty over. That is all it is entitled to in law. It did not include J'sem. It did not include the West Bank or Gaza, which were promised to another. It cannot simply take them by force of arms: since WW2, the acquisition of territory by force has been prohibited. That is the modern legal bible that the rest of the world is working to. Israel will get W J'sem and some of the suburbs - via negotiation. It will not get anything as a result of ancient stories and land claims. (If it could, half the world would be busy invading its neighbours on equally spurious grounds). Times have moved on, time to move with them in the 21st C.

    awful, so horrible and terrible? It built houses. Yes, civilian houses. Not army base' Err... It built 200,000 Jew-only homes - on Pal Arab land. To facilitate that illegal venture, it seized and stole the land, demolishing homes, taking over farmland, felling olive groves. It allowed upwards of 40 illegal settlements to spring up and, despite promises for 7 years, has done nothing to remove them. It built Jew-only roads to service the settlements, also on illegally-acquired land. It takes 75% of the Pals' water. It pays none of the civil costs it is legally duty-bound to, the EU has had to pick up the tab and fund the civil power. It has constructed 23 military bases and countless training areas, again on illegally-annexed land that it will have to give back. It also arrests Arabs without charge, detains them without trial, turns a blind eye to settler violence, etc., etc. It certainly sounds pretty awful, horrible, terrible - and objectionable - from this democrat's viewpoint.

But I suspect the strong U.S. reaction to the idiotic announcement of construction of housing in Jerusalem is a ploy to give the U.S. an opportunity to impress the Palestinians to increase support for the proximity talks and to bolster the standing of the discredited PLO. The U.S. and Bibi need this "crisis" to make the Palestinians believe that the U.S. is an honest broker sympathetic to Palestinian demands. My prediction; Bibi will backtrack and knuckle over to the U.S. demands. The Pals will then feel reassured and start the indirect talks. For four months the U.S. will appear sympathetic to the Palestrinian position. The U.S. and Bibi want to bolster popular support for the PLO to set up final status negotiations where the U.S. will flip and give Jerusalem as well as Palestinian airspace and, border control to Israel. Bibi also will use the spat to get control over his coalition partners during the negotiations with the Palestinians.

    All Bibi has to do is announce that the building project in Ramat Shlomo is "suspended pending the outcome of the forthcoming proximity talks". If the talks result in an agreement, the future of the building project will be determined by the agreement. If there is no agreement, the suspension will be lifted. Israel has nothing to lose. The construction isn't scheduled to start for another 2 years anyway.

    I think the relationship between Israel and the US will survive the current storm. However, Israel has been intransigent too many times and Obama is not taking it anymore. In case Israel hadn't noticed, there aren't a whole lot of countries that accept Israel's policy regarding Jerusalem and the Westbank/Gaza. So when Obama gives clear public signals, that he currently regards Israel as the trouble- maker Nr.1 in the Israeli-Arab conflict, most people will trust his opinion. No Western leader (not even to mention the rest of the world) will stand up against him on that issue. The best proof of that is the fact, that Netanyahu even got a very harsh rebuke from Germanys Angela Merkel over the weekend, who used to be a super loyal ally of Israel in Europe.
