Netanyahu: Probe events that led to row with U.S. over East Jerusalem

PM convenes ministers to discuss crisis with U.S. over announcement about 1,600 new housing units.

Prime Minister Benjamin Netanyahu on Saturday said he would establish a committee to probe Israel's announcement this week that it would construct 1,600 new housing units in East Jerusalem, which has since led to a diplomatic crisis with the United States.

"Prime Minister Netanyahu decided to create a team to probe the events that unfolded during U.S. Vice President Biden's visit to Israel," read a statement from the Prime Minister's Office.

"The team will formulate regulations to prevent the recurrence of similar incidents in the future," the statement continued.

The U.S. has waged harsh criticism of Israel's announcement on Tuesday about new settlement construction - a move that deeply embarrassed the visiting Biden and imperiled U.S. plans to launch indirect negotiations between Israel and the Palestinians.

The team will be headed by Director-General of the Prime Minister's Office, Eyal Gabai, and will include members of the Interior Ministry, Housing Ministry and the Jerusalem Municipality.

Netanyahu earlier on Saturday said he was surprised by the U.S. administration's public condemnation of his government over the building plan in East Jerusalem.

Sources in the Prime Minister's Office said the crisis appeared to be orchestrated by the U.S. administration, as Netanyahu apologized to U.S. Vice President Biden and believed that the crisis was behind the two allies.

Netanyahu on Saturday evening convened a meeting of the forum of seven cabinet ministers to discuss the diplomatic tension with the Obama administration, and is expected to issue a formal statement about the matter at the start of Sunday's weekly cabinet meeting.

The prime minister has repeatedly said he was unaware of the East Jerusalem construction plan.

Meanwhile, U.S. Secretary of State Hillary Clinton on Friday called Israel's announcement "insulting" to the United States.

"I mean, it was just really a very unfortunate and difficult moment for everyone - the United States, our vice president who had gone to reassert our strong support for Israeli security - and I regret deeply that that occurred and made that known," Clinton said during the CNN interview.

Clinton did not blame Netanyahu personally for the announcement, but she said, "He is the prime minister. Like the president or secretary of state...ultimately, you are responsible."

Netanyahu spoke with Clinton over the weekend in what was later described to reporters as a 45-minute conversation in which the premier mostly remained quiet and listened to Clinton's scathing criticism.

Also on Friday, Israeli envoy to the U.S. Michael Oren was summoned for a meeting with U.S. Deputy Secretary of State James Steinberg.

A senior U.S. official predicted "a dicey period here in the next couple days to a couple of weeks" as Palestinians demanded the reversal of the plan.

Netanyahu on Friday also called European officials including German Chancellor Angela Merkel and Italian President Silvio Berlusconi to discuss the crisis with the U.S.

"This was an embarrassing incident," Netanyahu told the European leaders. "I admit that and I am sorry, and I even apologized to Vice President Biden, but I was not in any way aware of the building plan ahead of the announcement."

Netanyahu also discussed Israeli construction in East Jerusalem with the two leaders, saying, "This government's policy regarding building in East Jerusalem is no different than that of any other government."

He added, "In all negotiations conducted up until now, Israel has clarified for the Palestinians and the U.S. that these neighborhoods are part of the Jerusalem bloc that will remain in Israeli hands in any final-status agreement."

Netanyahu also told Merkel and Berlusconi that regulations would be implemented to avoid such embarrassments in the future.

Earlier in the week, Netanyahu said he believed that despite the conflict with the U.S. over the plan for new housing in East Jerusalem, indirect talks with the Palestinians would continue as planned early next week.

U.S. Mideast envoy George Mitchell is expected in Israel on Tuesday and is set to meet with Netanyahu.

    Natnayahu and his religious and right wing Likudniks are destroying Isreal's credibility regarding the "Peace Precess". It takes two to make Peace. Right now Israel can be blamed for any lack of progress. If Israel would make a serious effort in this process, the world would quickly realize that the Palestinians are not yet prepared to abandon their belief on the "Right of Return" as well as other issues regarding the demarcation of final borders. Sources said the crisis "appeared to be orchestrated by the U.S. administration" since "the crisis was behind the two allies." Israel knows fully well the true aim of Biden's trip. It was designed to appease the Arab League into imposing an "indirect" talk on Fatah in order to get the support of the GCC (Saudi Arabia) to convince China on the UNSC efforts to impose sanctions on Iran! This effort took months to coordinate and was at the verge of success. But our friends in Isreal had to show the world that they pay no heed to friends, not even their closest ally.     This "problem" about building in East Jerusalem is more Arab Propoganda. The US is more worried about that than if Iran builds nuclear weapons. In 1947, the Arabs rejected a plan that would make Jerusalem an international city. They took over the eastern half in 1948. Then they lost it when Jordan attacked Israel in 1967. It is legally part of Israel. The US has no right to tell any country where it can build or not build in its capital. No one objects when the US builds in Washington, DC. That was stolen from the Native American Indians anyway.

Better than cutting military aid, the withholding of the US veto in the UNSC would leave Israel to be dragged before the Int'l Criminal Court in the Hague to answer charges of war crimes so fast your head would swim. 75% of US military aid to Israel is supposed to be spent in the US. But there is no mechanism to monitor that. Do you believe they do? The US, as well as all other members of the UN, have an obligation to honor and support UN resolutions. Israel has no legal basis for sovereignty in Jerusalem. The annexation of Jerusalem was a violation of international law and the 4th Geneva Convention. There is not one foreign embassy in Jerusalem, they are all in Tel Aviv, the legitimate capital of Israel.

    If the UK, the US and the rest of the world would have minded their own business in 1947-48, Israel would not have existed at the expense of the Palestinians. I think Israel should be a little bit more grateful as if it was not for all the US vetos, Israel would have so many UN sanctions for all the war crimes. The UN set borders in 1948.     ...that Prime Minister Netanyahu was not posturing when he said that he'd been "surprised" by Washington's reaction. I also have no doubt that the reasons for that surprise are more varied than those he will enumerate. That is not a criticism of his candor; rather, it speaks to the gentleman's acknowledged political acumen.

    He can't sell the story anymore that he wants peace and a 2-state solution while his political actions show exactly the opposite. Netanyahu has done terrible damage to Israel and he has final responsibility of what his ministers are doing.

    If Bibi is actually 'surprised', then he's a much dumber man than I think he is. He knew exactly what was going down, and when, and he's a vigorous supporter of building on Palestinian land. It's not like he hasn't had plenty of advance warning from the Obama administration that Israel's illegal policies will not be greeted by silence, a wink and a nod from the US any more.

    ...shouldn't be that difficult for Netanyahu and Lieberman, the duo that already succeeded to severly damage relationships with all the other partners Israel has. If no friends left, it might be a good advice to enter some friendly relationship with Iran.

    in quest for peace and assured the "rights of the Böhmen's German minority". He had only harsh words for the stunned Chechs and threw them under the bus. The rest is history ,but without the 300 tanks produced by Skoda factories in the Nazi conquered Chechoslovakia crushing of the British Expeditionary Force in France wouldn't be possible 1in 1940.

    Surely it's time for our government to wake up to just how perverse and annoying it has become in the eyes of the world, and to many of Israel's citizens. Peace can only be achieved if people act in good faith - something that is clearly lacking in our current so-called leadership.
