The annual State Comptroller’s Report on Local Government published Tuesday found serious flaws in the functioning of the local councils, in areas such as how welfare agencies deal with prevention of domestic violence, the activity of prosecutors’ offices, the local authorities’ maintenance of roads and infrastructures and the functioning of the planning and building commissions.
