Following reports in Haaretz on Tuesday of police and passers-by ignoring an alleged gang rape on a Tel Aviv beach two weeks ago, Israel Police has opened an investigation into the incident, and into police conduct over what happened.

A government worker, N., who says she witnessed what she described as the gang rape of a mentally ill young woman on a Tel Aviv beach in broad daylight, insists that police never responded to her report of the incident, while police say they responded and saw nothing.

A witness to the incident, Liron, told Army Radio on Tuesday that the reason no police were called to the scene was that the nearby restaurant whose employees also saw what happened, was selling alcohol to underage people.

Liron said that she saw a woman in her forties – not in her twenties as had been reported earlier – wearing a thong and a jacket on the beach.

"Young men around sixteen years old were drinking alcohol around her, all of them were touching her intimately, and she was touching them," she told Army Radio.

Liron said the woman was asking people on the beach for cigarettes, alcohol and money, and that she saw the woman enter the water with one of the young men and have sexual relations with him. "We were in shock," she said.

Liron added that she did not consider calling the police, because when another person on the beach approached the woman, she shouted at them and said that she was doing what she wanted. "There was no sense that she was in danger," Liron said.

One of the restaurant employees also spoke to Army Radio, saying that he told the woman, who was wearing underwear on the beach, that this was not allowed, and that she should go. He added that she told him she was not doing him any harm, and returned to the group of young men.

Police have asked witnesses who were on the beach at the time to come forward to assist the investigation.
