In a victory for environmental activists fighting against plans to build a promenade along Herzliya's central beach, Tel Aviv District Court Judge Ruth Ronnen ruled this week that the plans presented by the Herzliya municipality were not comprehensive enough, and a new planning procedure must begin for work to proceed.
