The National Planning and Building Council will meet Tuesday to discuss the establishment of a new community in the Lower Galilee, which, if approved, will be the first new community to be founded in the region in a decade. Seven years ago the council rejected the creation of Ramat Arbel in favor of expanding existing population center, out of concern for preserving nature.
