Meshal: The West seeks to 'starve the Palestinian people'
Hamas leader slams European Union for backing Washington's economic ban on Hamas-led government.
By News AgenciesTEHRAN - Hamas leader Khaled Meshal on Saturday slammed the West for backing the latest American sanction on the Hamas-led Palestinian government.
Visiting Tehran for a support conference of the Palestinians, Meshal was quoted by the ISNA news agency as blaming the West for "wanting the Palestinian people to starve."
Meshal blamed the Europeans for having decided to cut their financial aid to the Palestinians and ignoring the results of a democratic election process.
"We thought that Europeans with their democratic claims had a more rational and fair approach towards Palestine but now we see that even the Europeans move in line with the United States and put pressure on us," Meshal said.
He said that the US had also instructed some Arab states not to aid Hamas until it recognized the state of Israel. Meshal said the Palestinians were disillusioned with the European Union: "We have no hopes from the Europeans any more, but we rely on God and on our own united will," he added.
The Hamas leader was careful to back his statements with a defiant dismissal of calls by the international community to relent on its militant policy, saying Hamas will never recognize Israel.
"The new government in Palestine will never recognize Israel and there is no other way than resistance to drive out the enemy from our lands," Meshal said.
Meshal called on Iran and other Muslim governments for "immediate financial aid." He also announced the opening of bank accounts in their countries for popular aid.
U.S. tightens pressure on HamasThe United States government has barred Americans from doing most business with the new Hamas-led Palestinian government, U.S. officials said Friday, stepping up financial pressure on the Islamic militant group.
In a memo issued Friday, the U.S. Treasury Department said "transactions with the Palestinian Authority by U.S. persons are prohibited, unless licensed." It said the decision was based on "existing terrorism sanctions."
The American government also warned that violators of the ban, both American and foreign, could face penalties.
Accusing the United States of waging "economic war" against the Palestinian government, Palestinian Finance Minister Omar Abdel-Razek said Hamas would not be forced into political concessions and he voiced the hope that Arab governments would send financial aid soon.
Under the U.S. Immigration and Nationality Act, foreign nationals could be denied a visa "as a result of activities associated with terrorism," the document said.
Exceptions were made for the World Bank, the International Monetary Fund, and the United Nations, authorizing "activities and transactions with the PA that are for the conduct of... official business."
The Treasury Department also authorised some donations of medicine to the Palestinian Ministry of Health by U.S.-based non-governmental organizations.
Russia to transfer moniesMeanwhile, Russia informed the PA of its intention to transfer financial aid, the AFP news agency reported.
Russian Foreign Minister Sergey Lavrov advised Abbas of Moscow's intention in a phone conversation.
Russian officials said the two discussed the importance of international cooperation in the peace process together with creating stability within the PA. Lavrov added that cutting off monetary assistance from the Palestinians was "a mistake."
"Mahmoud Abbas highly appreciated the intention of Russia, confirmed by Lavrov, to grant the Hamas-led Palestinian Authority urgent financial aid in the nearest time," an ofifical Russian said.
Palestinian officials condemned the American decision, and Palestinian Prime Minister Ismail Haniyeh vowed Friday that his government would not be cowed by Western nations' freeze on financial aid to the PA.
The U.S. decision affects most dealings with the Palestinian government, but does not apply to private business interests, the memo said.
"This restriction is limited to transactions with the PA government and does not apply to transactions with individuals or other entities in the Palestinian territories," it said.
The U.S. decision gives Americans doing business with the Palestinian government 30 days to end their dealings, according to the Treasury Department
It said business with the Palestinian government will be permitted to continue in six areas, primarily humanitarian aid and work for international organizations like the United Nations.
"In the interest of supporting the humanitarian needs of the Palestinian people, Treasury will allow certain limited transactions by U.S. persons and organizations with the Palestinian Authority," it said.
It also said business can continue with government departments controlled by Palestinian Authority Chairman Mahmoud Abbas. However, the new Hamas government controls all major ministries after being sworn into office two weeks ago.
The Treasury Department document also made a distinction between Hamas and the Authority, saying that, "The Palestinian Authority is not a designated foreign terrorist organisation."
Palestinian National Economy Minister Ala el-Deen Al-Araj said the decision was part of the American "mobilization of all its allies and individuals in the region to boycott this government."
He said it appears "the U.S. administration and its allies have nothing better to do than to put obstacles in our way."
But he said the step would not be economically significant, saying the state of the business sector in the West Bank and Gaza is poor.
Western nations suspended financial aid over Hamas' refusal to renounce violence, recognize Israel and agree to abide by peace agreements signed by the previous Palestinian government. Both the United States and the European Union have said, however, that they will continue to provide humanitarian aid.
"The Palestinian people will not give up their government no matter how many sacrifices we have to make. We are prepared to eat thyme, salt and olives," Haniyeh told supporters in a speech after Friday prayers in Gaza.

Who occupied who? The land you are talking about is the historic land of Israel since 4000 years ago. Over the millenia the historic land of Israel was occupied by various foreign forces. Despite the diaspora, the Jewish people have always remained in their historic land. In 1948, 1956, 1967 and 1973, the Arab nations tried to wipe off Israel but they were defeated. The real occupiers are the Arabs who originally came from the Southern part of Arabia. When the aggressors launch a war of annihilation and they lose, that is the end of the story. However, they choose a path of aggression towards "wiping off" Israel instead of developing their economies, educating and providing jobs for their people, and living in peace and harmony. All the excuses of "we are being occupied and therefore we are helpless" are simply fallacious.

A Foreign Ministry statement said on Saturday the offer came in a telephone conversation on Friday between Sergei Lavrov, the Russian foreign minister, and Mahmoud Abbas, the Palestinian president. "Mahmoud Abbas highly appreciated the intention of Russia, confirmed by Lavrov, to grant the Hamas-led Palestinian Authority urgent financial aid in the nearest time," it said. Russia is a member of the Quartet of Middle East mediators searching for an end to the Israeli-Palestinian conflict, along with the UN, the EU and the US. The US and the European Union have halted direct aid to the Palestinian Authority because it has not renounced violence, recognised Israel or agreed to abide by interim peace deals. US, Israel action Washington has barred American citizens and organisations from most business dealings with the Palestinian Authority. Israel has also blocked the transfer of customs and tax receipts. Larvov had earlier criticised the halting of aid, though he has urged Hamas to meet the demands of international mediators. He said the only way to make Hamas meet international demands was to work with it, not boycott it. We have heard all the flowery rhetoric before. You may feel a lot better but the facts remain. The Arab countries do not care about the Palestinian at all. Most of them don't even want to allow them entrance since "they are troublemakers." They have kept them in refugee camps for years. The US has been very generous in funding Israel's war against the Palestinians and have been very generous funding settlements to the tune of over $10 billions in loan guaratees ( while failing to build decent housing for its own citizens) and now Israel is demnding $10 billions more to fund redeployment. Perhpas the US as a partner in the crimes against the Palestinians can afford couple of hundred millions to support peave efforts and get a two state solutions according the Arab peace plan. It will be wise and little investment. The new Palestinian government must also come forward and formally accept the Arab peace plan, rather than play verbal semantic. We Palestinians should declare our intention for peace through peaceful means( forget about stupid Qassam rockets or suicide bombings and Fatah thugs)and let the Israelis and the US answers with tanks, planes and more killings. We shalll see who will win the peace in the end. Hamas should push for peace, while Israel pushes for war.

I am all for helping feed Gaza. This is a humanitarian question.I am also for engaging Hamas. But doing business with Hamas is different. It is opening U.S. companies to possible collusion with Hamas.This is dangerous and the reason I agree with the U.S. position. With Hamas charter glowing above them as a banner and its bent on Islamic Fundamentalist rule,how can any western country take a chance with these people that could very well be a beachhead for a grander Islamic dream. Until Hamas moderate in intent and not just in suits,then the west cannot take a chance. Hamas HAS cleaned up its act...to a point. the ceasefire is in effect admirably (No the Quassams are not Hamas) and the Hamas boys look cool travelling the world in their new found politic. But let me say you that what I found here after the failure of Barak-Arafat talks and terror attacks of the years 2000 - 2003 was not aggresive mind but lack of trust. I cannot trust people who say we shouldn't exist unless they explicitly change their way of thinking. Sadat did, we trusted. Arafat didn't, we trusted and failed. Unilaterality is for retiring, not conquering. I feel sorry for Palestinians because, as I think, they had corrupted and shortsighted leaders (we have them too, but not in early statehood days) at their most important moment in History.
America and Israel are behaving like the worst form of playground bully. Hamas hasn't put a foot wrong since its election to power, but because the Palestinians didn't chose the "right" government, these two nations have refused to accept the election results and have set out deliberately to bring the Hamas government down. Regime change before the regime is even up and running. So much for democracy. Israel bleats and complains about Hamas's refusal to offer recognition, but recognition will come only at the end of peace negotiations, not before they've even been offered. My question is - On almost every picture of pals I see them shooting their guns. Every day kassams are shot on Israel. If Pals are occupied by Israel, than why Israel does not forcefully take their weapons away from murderers. If Israel is not master on pals territory, so where is the occupation, that pals are moaning and weeping about?

We are now at an amazing crossroads in the political situation. PALs have dumped the corrupt FATAH and chosen the popular HAMAS. HAMAS with one foot in social services and the other in terror has the opportunity to either move forward with peace of cause major disaster for the PALs. PLO learned and got the PA on the map but lost because of corruption. It is a chess game. Players have agendas. One needs alliances for power at the negotiating table and monitoring.
