Livni: Olmert must resign; opposes fresh elections
At Kadima meeting, Olmert again signals he will not resign; PM aide: No choice now but to fire Livni.
By Yossi Verter, Mazal Mualem and AgenciesForeign Minster Tzipi Livni said Wednesday that Prime Minister Ehud Olmert must resign in the wake of the harsh criticism in the Winograd report on his handling of the Second Lebanon War, making her the most senior Israeli official to call on him to quit.
"I told him that resignation would be the right thing for him to do," she told reporters after an hour-long meeting with Olmert.
"It's not a personal matter between me and the prime minister - this issue is more important than both of us," she said.
But a short time later, Olmert again indicated that he would not resign.
Livni said she would oppose the nomination of a prime minister from another party, and expressed confidence that Olmert's resignation would facilitate the establishment of a different government without sending the nation to the ballot box.
"I think that general elections would be a mistake. Israel needs stability. If the prime minister decides to resign, the Knesset can put together [another] government. I believe that we need a broad government that can cope with the challenges ahead."
She also indicated that she would run for the leadership of the party.
"Kadima needs to choose its leadership in a democratic manner, in primary, and when the time comes I plan to submit my candidacy," Livni said. "Now is the time to restore the public's trust in the government."
Livni said that she had supported the decision to launch a military operation on July 12, but had voted against an escalation of hostilities. She also said there had been no coordination with the Prime Minister's Office during the war.
After the press conference, Israel Radio reported that Olmert's strategic aide Tal Zilberstein had said that there is no choice but to fire Livni as early as Wednesday evening, following Livni's call for Olmert to resign.
A senior official in the Prime Minister's Office said in response to Zilberstein's statement that the prime minister is not rushing to do anything. However, the official did not deny the remarks, but said that Olmert would now work to fix the failings found in the Winograd interim report.
The official maintained that "the problem was not Olmert's, but Livni's."
At an emergency Kadima meeting Wednesday called after Livni's news conference, Olmert signaled he intended to soldier on.
"I intend to implement the recommendations of the [war] report down to the last detail," spokesman Jacob Galanti quoted him as saying.
"I am in a personally uncomfortable position, but I will not shirk my responsiblity and will fix all the mistakes," a senior official quoted Olmert as telling Kadima legislators at the closed-door meeting. The official declined to be named.
Ahead of her meeting with Olmert, Livni aides rejected a report that she would threaten to resign as foreign minister if the prime minister stayed on, saying that she had no plans to quit "for the present."
Olmert and his aides were highly critical Tuesday night of what they said was Livni's open and active role in efforts within Kadima to remove him.
Pro-Olmert MKs work to rebuff resignation calls
Senior Kadima MKs affiliated with Olmert recalled Tuesday that former Likud prime minister Benjamin Netanyahu fired Yitzhak Mordechai in 1998 because Mordechai was busy establishing the Center Party while still occupying the post of defense minister as a Likud MK.
Olmert and his aides believe that his political survival, at this stage, depends on identifying the source of the rebellion within Kadima, rather than focusing on public opinion.
"Tzipi always claims to be clean, nice and fair, but she is doing something that is unacceptable: A senior minister, who serves as deputy prime minister, is undermining him [Olmert] openly and working - through her associate, faction head MK Avigdor Yitzhaki - to recruit MKs who will vote no-confidence against him in the faction," an aide to Olmert said.
"In no properly functioning government in the world would such a phenomenon be acceptable. If Livni wants to undermine [Olmert], she should resign and carry out her plans as an MK."
Some Kadima sources said that if Livni resigned, she would receive broad public support, and this would increase her chances of taking over the premiership and the leadership of Kadima from Olmert.

Your post is somewhat contradictory, although I understand why. I wonder how a serious diplomatic effort can be initiated when no one group is in charge in the PA, and all of Gaza is chaos. Nor is Hamas interested in peace talks. They feel emboldened by the support they get from Iran and Syria. Israel should not be put in a position where she continues to be blamed for the failed peace process. Although I have not read it yet, apparently Tenet in his book puts the blame for the past failure of the peace process squarely on Arafat. It is for this reason that the Bush administration did not get involved. In any case, it is naive to think that the Americans can impose a solution from the outside. Unless, and until the Arab world comes to a decision that they want peace, I doubt that anything can be done by Israel, except for keeping up her guard. As for Winograd we are seeing the great strength of the democratic system in action,this is a source of israels strength and the cause of much weakness in the Arab world that they lack the chance to correct themselves and improve.it is high time for this useless govt to resign and for new elections to be called.I look foward to a Labor party headed Ami Ayalon.Israel must wake up and understand her long term intrests lie in withdrawl from the west bank and coming closer to Europe and distancing itself from the middle east.This is absolutly vital.Regards

Many people here denigrate Livni, I assume for lack of knowledge. Therefore, I want to give some more balanced information. The need for resignations today is the result of actions various ministers took in connection with the Lebanon war. It is not for just being a member of the war government, or else the entire cabinet would have had to resign. The actions, and their evaluation, is contained in the Winograd report. And while Olmert received generally negative comments, and Peretz received many negative but also some positive comments, Livni received only positive comments from the comission. In other words, she did a good diplomatic work, as was required of her. Going to war was a mistake, but Livni thought it was to be a short term operation and voted to end it after 5-6 days. She was overruled. The actual diplomatic end of the war corresponded to her vision on how the short operation should end. In terms of Livni's peace views, to my mind she is too right wing towards the Palestinians, insisting on the Roadmap (aka Roadblock), etc. But she wanted Israel to respond positively to the Syrians, before Olmert cut her off, and to be positive towards the Saudis. These are responsible positions, about the best within Kadima except for Peres positions which tend to be overly optimistic and unrealistic. As far as calling on Olmert to resign, I do not believe this was done in any subversive way. It was done over board, face to face with Olmert. This is fair. Olmert SHOULD resign. Livni's shortcomings as PM may be a lack of sufficient experience in party politics and lack of toughness. She is the opposite of Olmert who is a good party politician but with no sense of statesmanship. I would give Livni a try. She seems better than her other party members.

I did not take a general position yesterday. I usually like to be as cautious as possible. Sometimes caution must be thrown to the winds. Ultimately, it is for the people to decide. The government would do them a great favour by giving them a chance to be heard. Given the situation of Israel, the country cannot stay in a morass of indecision and weakness. There are those who foolishly think that this report by a five member commission says something positive about them. Elections would put an end to this nonsense. This is just what I think personally. As I said, ultimately the people should speak. I believe that is the only democratic way to act.

I am usually not interfering into Israeli internal affairs but this one calls for at least my opinion. According to what make sense here, obviously Olmert has to resign, but ONLY after he fires that `sorry excuse` for the government unity & cohesion, & ONLY if general elections take hold. I know Bibi may be far from perfect choice (well, not perfect but I do not think far from either). But given all the left winds blowing stronger & stronger with each passing year, I understand how within law of averages, many are `in its grasp` & the bureaucracy & defeatist liberalism slowly sets in deeper & deeper. New elections should be called for, and let the people of Israel choose a new leadership. This should be done as soon as possible. It is not fair to the people to politicise this matter any further. Have elections, give the people a voice, and do it now.

Of the 3 main candidates to replace Olmert within Kadima, I assume Livni will get the job. She is the most popular and will give Kadima rule some legitimacy, even without new elections. Her opponent Peres is too left wing for the Kadima rightwing ministers, and Sheetrit lacks security experience and strikes me as another rightwing danger like Olmert. I don't expect new elections soon. Kadima and Pensioners (total 36 seats) expect massive losses and will object, and the Haredim (18) and Arabs (10) don't need election headache when their numbers are expected to remain about the same. Thus, a Knesset majority will oppose elections. Labor will join a Livni coalition. I hope they insist that the Russian party (Lieberman) is not included because they will oppose any progress towards peace.

One does not need to visit Israel to know her history of belligerance towards her neighbors, all of them. So, many who support the Pals have not visited. What has not been shown is very clear pictorial layouts of the living conditions of the Pals; somehow photographers seem to get dead. Olmert is not perfect, he has made mistakes( as any human being ) he has the courage to admit to be responsible for those mistakes and he has the courage to act. The desicion to go to war was the right decision, the IDF advised him they had the tools to do the job properly, things did not go as Israel had hoped for because of mistakes, taken the enemy lightly, lack of proper planing etc. But as bad as it all sounds, nobody will dare say that today Israel is much better off vis a vis Lebanon than before the war, militarily and politicaly So, let him build on his hard learned experience during that war, implement the Winograd recomendations, and look to the future. Hi Danite, regarding this issue, it is being fought on many fronts. Israel does not take well to losing lives of its citizenry in war. After the Yom Kippur War, everybody in Meir's government including the Elazar and Dayan faced the firing squad of public opinion. War is a difficult subject. My mind has a tendency to return to D-Day, and what would have happend if the war was broadcast on television, with reporters who are known more for their hair then their brains. But that is the state of the media and we all suffer. D-Day would have been the end of American and Canadian involvment. The troops would have been forced to retreat and the continent left to the Soviets who would have eventually defeated the Nazis, after the brutal loss of far more lives. This country sided with the war! When it started I was not personally thinking that we would rescue the soldiers. It was meant to make it alot tougher in the future to kidnap. There would be repercussions.

Gaza's problem is in gaza and the arabs continue to choke themselves while holding a gun to their mouth and threatening us with it. As for Lebanon, our northern border is quieter than it has been in a long time. Lebanon is in disarray and busy teaching the world what a democracy is (yeah right) while wiping their tears trying to figure out how to put all the pieces back together before they kill each other. Can anyone garner more than 15% support as PM? With such a pitiful mandate (or barely a croak of support,) which person can lead Israel effectively? Like someone said above, the Israeli government operates like a grand game of musical chairs. Nobody elected Tzippi Livni Prime Minister and if she thinks she should run the country and that the people want her, she should have no problem standing for new elections. Olmert is not the first incompetent Israeli prime minister. Peretz isn't the first incompetent defence minister either. The Israeli electoral system keeps churning them up. The tragic problem is the Isreaeli mindset. It's been obvious for a long time that Israel relies on its military superiority to avoid making peace with its neighbours or the Palestinians. One of the benefits of last year's Lebanon War is that it demonstrated that Israel could be beaten and this may be enough to convince future Israeli governments to resort to diplomacy and compromise before they try to pummel their enemies into submission. Moreover, this tactic of bullying the neighbours cannot only last so long - it's inevitable that other powers will arise in the region and that the Israeli advantage will eventually be compromised.

Olmert is finished and rightly so. Tragically for Israel, the alternatives are even worse:Netanyahu, an incompetent racist demagogue or Lieberman, a racist fascist. The choice of the next PM is up to Kadima, not up to me. To reduce it even further, the choice is up to the Cabinet members who are the leaders of the "party" (which hardly exists). In #56 I was not discussing my own choice but just offering an evaluation of the main characters. The Peres problem is that he is far to the left of everybody, so how can they pick him? (In addition, everybody knows he is an opportunist, although they are too.) The next PM will not see him/herself as temporary, but will expect to rule for 3+ years, until the end of the term. Olmert was not elected personally; people knew Sharon and not him. My own choice is to have new elections this year. It seems proper to reduce Kadima to its natural size and give people a choice between Right and Left. Unfortunately, Likud will win, but Netanyahu has nothing to offer and will fail again. I would expect Labor to take it next time.
The haggling between the pro and con factions over the 'future' of Olmert and his inheritence further tarnishes the image of Israel. The key person to intervene should be AG Mazuz who has shown spine and guts before. He not only should call for the ouster of the remaining 2 rascals but should seriously consider the legal basis and the ramifications for and of indicting the troica for criminal neglegence and malfeasence. Unless these three pay for their criminal behavior the political and military 'earthquake' Israel so sorely needs will never materialise.

A Knesset, which knows that it has lost public confidence, is trying to remain in power while trying to get rid of an incompetent national leadership. Their careers and power is more important to them than the security of Israel and the will of the people. Immediate elections are the only legitimate democratic solution.
Olmert is capable of sidestepping the Kadima revolt by taking his resignation directly to the president. This would buy him two advantages. 1. He would force a general election down the throats of the Kadima rebels, whose every action is designed to avoid one. Even if the acting president (Kadima member) Dalia Itzik should ask the party to put forward a prime ministerial alternative to himself, the faction is too divided for a consensus. 2. A transitional government is a closed shop; its members may not quit and no ministers can be co-opted. Until a general election is held and a new government installed, Olmert is safe for another five to six months in office, together with his reluctant ministers. This would also apply to Kadima?s coalition partners. Labor, for instance, would lose the option of replacing Amir Peretz as defense minister in the primary elections held at the end of this month.
Livni by not resigning during the Lebanon War fiasco has proven herself void of the sense of responsibility necessary to execute the office of Prime Minister. Seetrit might be a good man, but. . . Whom ever is the next choice of Kadima will at best be a caretaker until elections, as Sharon is incapable and Olmert discredited. It is, perhaps, time to bring back an old timer as a caretaker who can afford to talk to other nations and nationalities without fear of his career. Time for Peres.
Anyone who rushes into a war while stating UNATTAINABLR goals is not only inexperienced; he has not the basic talent for statesmanship. We also see it when Olmert is blocking every peace initiative by imposing impossible pre-conditions. Olmert should go. He is a good political animal but no statesman. With Olmert's resignation, Kadima will appoint the next PM. Candidates: 1. Tsippi Livni. She does see the larger picture and more inclined towards peace talks (even with Syria). Too tough on the Palestinians, but can learn. Her problem is lack of political experience and perhaps toughness. 2. Shimon Peres. Peres is way to the left of the government. I can't see how they can follow him. 3. Meir Seetrit. Very experienced politically, with no foreign experience. Perhaps he can learn. Whoever is chosen will have a good partner in the Defense Minister from Labor (to be elected Leader soon). Let them also bring in Dan Meridor, a strategic thinker, as Foreign, Treasury, or Justice Minister. The quality of the government will rise considerably. At the same time, get rid of Lieberman and his Russian Party. They will block every move towards peace.

Nice try. One occasion is filmed with audience, and utterances of a lot of not very friendly language in anger are made. Unless you won't ascertain him/them by overkill and other not very clear but unfair measures they will continue to do so. But only a minority will put anger in practice when they are given the opportunity. This is frequently called 'terrorism' but this term is meant to frighten off a majority while hitting a small minority. One can fuel their fire by continuing administering mayhem (has the same effect as terrorism, indeed IS terrorism, this time applied by a government instead of condoned in the very most by a government, that may have been preventing it as well). Apart from the ritualistic mumbojumbo that is offered in many videos it is mainly a way to kill off one owns anger, which has to fade away instead of refueled. I thought once Shimon Perez understood this, Yitschak Rabin certainly did. Both manifold of sides need to cool down, and identify the fireburners.

Israel does deserve someone with leadership. We, in the US have to wait for 2 years. If Israel can get better leaders in the case of , G-d forbid, another war breaks out, then they will need it just at that time. A strong leader can prevent clashes also. It says a lot when all alternatives to Olmert is worse. Yes he screwed up royally, but he also gave in to the populat demand of the people and the conniving IDF. As Foreign Minister Livni should go to the Regional Conference on Iraq while it might serve many advantages for future relations of Israël in the region: 1) Iraq never signed a cease fire treaty since 1948, but it might be that they will when; 2) Livni proposes some constructive hand reaches to aid more stability in the region, which; 3) will give an immediate toughening in her position, both at home and abroad. Of course, Israël cannot be very detailed in steps to be taken while time is running out since the meeting is held tomorrow and the day after tomorrow. Perhaps a hand reach from Tel Aviv might do as well. Livni needs to grab the inertia of the current sway of things to enforce the best future possible: normalization of relationships. Then internal affairs might be able to cool down, rendering them more controlable, then perhaps appeasable. After all, WB & Gaza matters could have been conducted the same way as the Lebanon war was, so it leaves opportunities for a new leadership

It was clear from the very beginning that Livni had waited for long for an opportunity to overthrow Olmert. She profits from the fact that the Winigrad report is only published partially and is especially not dealing with her grave failures as FM. Her betrayal of Olmert is disgraceful and a shame. For many months Haaretz was carefully proposing Livni as a possible successor of Olmert. The idea behind it is the hope, that Livni would finally realize the promise to run away from Judea and Samaria. This wishful thinking must be stopped and the whole Kadima episode must come to an end. Kadima has in a very short period of time done immense damage to Israel and her security. Tzipi Livni is part of that fiasco and must come down as well.

Don't forget about the Winograd Testimony Transcripts that must be published by court order. There will be plenty of references to Livni and her substandard FM performance. Olmert finds himself in the same position as the Lebanese PM Sineora - Both unwanted by a majority of their people and both want to hang on to their seats. There are, however, some major differences: (1) The US Ambassador is not rushing to Olmert's residence to show support. (2) The UNSC has not convened to declare that Olmert is the democratically elected PM and that the world should stand by him. Olmert must feel jelous of Sineor(it)a! It's clear that Olmert has decided to "fight dirty" as far as Livni is concerned. The fictitious "task force" that he says he is now planning to introduce procedural changes in his manner of government does not even include Livni.
