There is a very simple saying, "When someone is shooting at you, you shoot back". Livnis announcement that Israel would respond with"non military" means to the Gaza attack is already a defeat for Israel. Why announce to the terrorists that they are safe? The bigger question why is there not a huge military response? The tensions with Syria is not an excuse. The IDF would be able to destroy all the rocket launching sites in 24 hours.
