Livni: Hamas could have prevented Qassam attack on IDF base

FM: Israel could use non-military means to respond to attack on IDF base; Yishai: Cancel fall peace summit.

Foreign Minister Tzipi Livni, responding to a Tuesday Qassam rocket attack that wounded 69 soldiers at a Negev army base, said Hamas bore ultimate responsibility for the strike.

Livni added that Israel could also use non-military means to respond to ongoing rocket attacks against it from the Gaza Strip, a possible reference to proposals to curb the supply of utilities to the population of Gaza.

Later in the day, Prime Minister Ehud Olmert convened security officials in special session to discuss Israel's overall response to the attack, but there was no decision for an all-out offensive, officials said. Speaking on condition of anonymity because the meeting was closed, they said Israel might step up its air strikes aimed at militants in Gaza.

The rocket strike was carried out by the radical Islamic Jihad and the Popular Resistance Committees. But Livni said, "It doesn't really matter which organization took responsibility. Gaza is entirely controlled by Hamas. Hamas has the ability to stop it [the rocket fire] and has decided not to do that."

One soldier was very critically wounded in the attack on the base. Four others were seriously hurt, and another 10 were moderately wounded. The remainder were lightly hurt, many of them suffering mainly from shock.

She said that Israel's policy was to make a "clear distinction" between the moderate leadership led by Palestinian Authority Chairman Mahmoud Abbas in the West Bank and the extremist administration in Gaza.

As to steps aimed at putting an end to the Qassam fire, "We have means, means which are not only military," she told a joint news conference in Jerusalem with visiting French Foreign Minister Bernard Kouchner. "It is our duty to take these steps."

The strike came at a time when Israeli politicians and defense officials have been calling for a more aggressive Israeli response to the near-daily rocket barrages out of Gaza.

"Long ago, several years ago, we should have responded strongly," said Shas cabinet minister Eli Yishai. "In the end we will have no choice but to act."

Yishai called for the cancellation of the upcoming Mideast peace summit, scheduled to be held in Washington in November, in light of the Palestinian aggression displayed in this attack.

But Livni, referring to Abbas of Fatah and his Prime Minister Salam Fayyad, said "On the one hand we need to act against the terrorists in Gaza. On the other hand we need to reach an understanding with the moderates n the West Bank," she said.

Kouchner said the groups behind the rocket attack "do not want any dialogue" and were seeking to "undermine the process of negotiations between Israel and Abu Mazen [Abbas]."

"I understand that Israel has to defend its population," he said when asked about a possible Israeli reaction.

Until Israel decides to really get serious about terrorist groups, this will continue and get worse, as they obtain more sophisticated rockets. Remember the Intifada 1 used no weapons. Now we see children throwing stones to Hamas surrogates and Hez launching missles. Even so-called crude Kassams can be very, very lethal. So much for the pundits and media's interpretations. How would we (US) react similarly? Well, for one thing, we invaded Afghanistan and Iraq. Israel on every front is too timid, and it is inviting what they are experiencing now. It's a difficult situation, but one that has to be tamed, sooner or later, and before Iran gets a nuclear device (which will change the balance of terror in the entire region).

The Kingdom of Jordan was established as the Arab National Home in Palestine some 85 years ago. It's been that ever since despite all the talk otherwise.     Israel should let Hamas to depose Abbas and smash Fatah in Judea and Samaria, or even help Hamas to do so, in order to make it easier to abolish the PA and wipe it off the world map and consciousness. It will also open the way for the Kingdom of Jordan to take charge as the only viable nation state of all the Arabs of Greater Palestine. Having got rid of the PA, Israel and Jordan should agree on the border between them in Judea and Samaria and maybe cede Gaza to Egypt that would sort it out quite smartly. Everybody, Jews and Arabs, should continue to live in peace where they are and nobody should move from their homes or land. Israelis who would thus become residents of the Kingdom of Jordan should be given rights and conditions like the Arabs in Israel.

Cut off all electricity, water, fuel supplies etc. Ignore the usual bleating and whining about "collective punishment". 2. Close the crossings and do not allow any aid to get into Gaza from Israel. Aid can come in by sea instead. Israel's loving kindness must no longer be exploited. 3. Do not allow any movement of people between Israel and Gaza. Anyone - e.g UN and other cancerous persons - who want to go to Gaza can go by sea. 4. Decapitate the entire Hamas leadership. They are not "democratically elected" because a terrorist entity can never be legitimised by an election.

    Don't blame Hamas for Fatah's Islamic Jihad attack on Israeli soldiers. Blame Mr Abbas, hold him accountable. There is plenty of things to blame on Hamas but don't prop-up one terrorist group by blaming another. That would be like invading Iraq because a group of Egyptians and Saudis based in Afghanistan attacked you.

    Livnis announcement that Israel would respond with"non military" means to the Gaza attack is already a defeat for Israel. Why announce to the terrorists that they are safe? The bigger question why is there not a huge military response? The tensions with Syria is not an excuse. The IDF would be able to destroy all the rocket launching sites in 24 hours. The real reason they do nothing is because the country is being led by a troika of cowards,Olmert, Barak and Livni.
