Jerusalem mayor cuts health funds for Arab children

Barkat rejects recommendation to open child health-care center for residents of East Jerusalem neighborhood.

Jerusalem Mayor Nir Barkat on Thursday rejected municipal recommendations and cut funding for a toddler health-care center in East Jerusalem, while approving aid to a similar center in a Jewish neighborhood.

The funds would have gone to opening a branch of the "Drop of Milk" (Tipat Halav) program, which provides prenatal and toddler health-care services in Silwan, an Arab neighborhood in East Jerusalem.

Last year, authorities from the Jerusalem municipal offices recommended to the mayor to open the aid center in Silwan, which would service around 100,000 residents.

Authorities also recommended opening a similar center in a Jewish neighborhood that is home to around 7,000 residents.

During discussions on the 2010 budget, Barkat decided to cut the aid that would open the center in Silwan while simultaneously approving the aid to open the same center in a Jewish neighborhood - a move that outraged residents of Silwan.

"I don't understand why there is a 'Drop of Milk' center in the mayor's neighborhood while there is none in ours?" asked Silwan resident Fakhri Abu Diab. "Why does he deserve one and we don't? Are my children different from his children?

"Soon, Hamas will open a 'Drop of Milk' center and we will go there," Abu Diab added.

Jerusalem city councilwoman Laura Wharton condemned the decision.

"This decision is caused by discrimination against the Arab population and I hope that we will succeed to reverse it," Wharton said.

As opposed to most of Israel, the 'Drop of Milk' program in Jerusalem is under municipal authority.

Like other health services in Jerusalem, including toddler care, there is a wide gap in services provided to residents in East and West Jerusalem.

Other Jerusalem areas under public jurisdiction contain a total of 25 'Drop of Milk' centers, while East Jerusalem, with its 250,000 residents, is home to just four Drop of Milk centers.

Many residents of East Jerusalem have difficulty taking their children long distances in order to receive care. This results in many children not receiving vaccinations as well as a delay in services for sick children living in East Jerusalem.

In response, the Jerusalem municipality said that they are working to improve services provided to the residents of Silwan and they still intend to build a 'Drop of Milk' center in the Arab neighborhood in the future.

    Yes David, Jews do live in Silwan. All living on Palestinian land expropriated when Netanyahu was in his first term as PM. Now of course it continues with Palestinians being warned to leave because their homes are to be demolished but instead some American/Western Jewish settler family moves in. Silwan had always been an Arab Town.

    I visted Silwan a year and a hlaf ago when invited to a brit milah (circumsicion). There are Jews there especailly in the area also known as Ir David 'city of david'. i suppose if more Jews move in then the arabs will get their tipat chalav

    It is easy to complain when you have no idea about the reality of the situation. I take my son to a "Drop of Milk" (tipat Halav) every few months. It isn't easy for me to get to one either. We have to walk about 20 minutes to get to one. We have some friends who take a bus just to get to one. It is doubtful that these children are not being treated, it is an issue of convenience. I would hardly say this is cause for discrimination. It probably has more to do with staffing and population. Though it is a neighborhood of 100,000 people, how many will pay the $125 dollars to receive the service, how many of children need the service and how many qualified nurses are interested in working in the area. Please stop the racist hate machine, this is simply about what is most practical. These are only two of many possible issues. Other issues might be the facility and how much it will cost to renovate it so that it is suitable. It may be the center in the Jewish neighborhood is ready.

    Racism in Israel is not subtle. The reason for this is that racism is practised by the government. It is part of Israels infrastructure. The people take their cue from their leaders. This is why racism is practised openly in Israel.     The heading is missleading. The mayor allocated funds to the Jewish area serving 7,000 residents instead of the Arab area serving 100,000 residents. Obviously the amount of funding to the Jewish area must be at least 10 times less than the amount necessary to serve 100,000 residens. It is more of a budget problem than a racist decision.

That's not 100% true, but we're talking about Palestinians in Jerusalem who are obligated to pay the city taxes, like everyone else, but don't receive the same services that everyone else receives! Actually, individuals are judged by their deeds, and among the worst criminals there are some Jews and some non-Jews, just as there are among the saintly characters. The question is not Jew or non-Jew, it is about moral and immoral actions, much more complicated in some ways and simpler in others. Those who say that Jews can do no wrong are as misguided as those who say that Jews can do no right. People's behavior is individual.

Visit West-Jerusalem one day and East-Jerusalem the next day and you know what I mean. Barkat hardly bothers to cover up the raw discrimination, the open and brazen efforts at ethnic cleansing. The irony is that these policies do more than anything - in spite of the ritual invocation by Zionists of Jerusalem as the "eternal unified capital" of Israel - to show that there are two Jerusalems, one Jewish, and the other one East-Jerusalem, occupied Palestinian land. With every year that passes Israel's apartheid policies vs. the Palestinians (see the bill that MK Rotem is trying to push through the Knesset) distance it further away from the cilized liberal democracy, the "light unto the nations" it once aspired to be.

    This is sad. i think there should be no discrimination with regard to childcare and healthcare aids for whatever race. If you want to be a good and fair mayor, you have to give good reason for such a decision. Otherwise, this is racism and injustice.

    If Palestinian childern, living in poor neighborhoods and receiving poor nutrition, get sick and their sickness is not dealt with properly, then their diseases might spread to other areas! Diseases can't distinguish between Arab and Jew, and Mayor Nir Barkat will be very sorry one day when one of his relative kids falls victim to a disease that originated in poor neighborhoods. If the mayor of such holy city is capable of such nasty policies, how can anyone blame what was done to Jewish kids in a not-far-away European country?
