Jerusalem council drops construction, apparently due to U.S. crisis

Likud whip to Netanyahu: Don't change East Jerusalem policy; Livni: Netanyahu leading to political landslide.

The Jerusalem District Planning and Building committee has canceled two meetings planned for this week, apparently out of concern that any more decisions on construction might result in further tensions with the United States.

As reported in Haaretz last week, the committee had already pulled from its agenda discussion of all Israeli construction over the Green Line.

The Interior Ministry has said that the meetings were canceled due to technical reasons, as the director of the committee Ruth Yosef had been invited to overlapping Knesset sessions.

Interior Minister Eli Yishai denied last week having ordered the committee to change its agenda following the recent crisis with the U.S. ? but committee members nevertheless have received a new schedule, on which all meetings pertaining to controversial construction areas were erased.

Yishai last week gave the city approval of a plan to build 1,600 new housing units in East Jerusalem, a decision which led to Prime Minister Benjamin Netanyahu's most serious crisis with Washington since taking office a year ago.

Members of the building and planning committee were instructed last week not to hold any more discussions or approve any more announcements regarding construction in East Jerusalem.

Sources close to the matter have said that the meetings in question were to have dealt with minor construction plans.

Likud faction whip Ze'ev Elkin earlier Sunday urged Netanyahu not to deviate from his policy on East Jerusalem construction, saying Israel must keep the capital undivided and under its sovereignty.

Netanyahu had not included East Jerusalem in his declaration of a 10-month construction freeze, but Israel's recent approval of 1,600 new housing units during U.S. Vice President Joe Biden's visit has raised tensions between the two allies.

The timing of the disclosure deeply embarrassed Biden, whose visit coincided with Palestinian agreement to restart peace talks suspended since December 2008 in the form of indirect, U.S.-mediated negotiations with Israel.

Opposition leader and Kadima chairwoman Tzipi Livni on Sunday cast her own criticism of Netanyahu regarding the recent row, saying his weakness to his coalition partners was costing the government its stability.

"The coalition agreement is not a substitute for a set path and a vision," Livni said, adding that "we have a prime minister who does not know what he wants and this weakness is leading to a political landslide."

"Israel is paying the price for the fact that her government is not making decisions and it will continue to pay for it," Livni added.

"It is not God's decree for the world to be against us," said the opposition leader. "We can change the reality, but for this we need a prime minister who has a clear policy and strategic path, who doesn't place national security in the hands of [Interior Minister] Eli Yishai."

    Maybe Netanyahu's government will fall and they'll call for new elections. Maybe AIPAC etc will make Obama apologise and things will completely get back to normal. An increased number of anti-zionist americans will watch in impotent fury while both political parties compete to see who can give the most to Israel. Maybe Israel will make a big show of making peace with Syria and draw attention away from West Bank. Maybe Israel will go to war with Iran and draw attention away from West Bank. Would Obama resupply Israel for a war they started against his orders? And if he doesn't .... I can't predict at all. Will the US media report what's going on? If not US citizens will not be outraged at Israel and will not understand Obama saying mean things to Netanyahu. Will Israeli voters prefer candidates who talk tough and say Israel can go it alone? If more of those get elected than last time, it will be hard to set up a coalition without them....

    First off this is not a conflict between Jew and Arab. almost half of the Jews in Israel are Arab(mizrahi). This is a conflict between religions. Secondly, no east Jerusalem is not mostly non Jewish Arabs, Israel has been building there for the last 40 years solidifying its presence there. Just look at Olmerts map to the pals. He offered them only 30% of east Jerusalem. lastly You say pals will continue to fight against the Jews because they are not equal. Well can you name one other country in the mid east where they are? Currently in Jordan where 60% of the population is Pal, the government is taking away their ID cards and the indigenous Arab population is rioting against their presence. In Lebanon they are still kept in their cages. So when are these pals going to start to rise up against their oppressors? They wont. simply because they are cool with being subjugated by other Muslims. The only reason why the Pals get so angry at Israel is because its a Jewish country.

    Netanyahu has always maintained, and correctly so that there will be no negotiation when it comes to Jerusalem. It is, and always will be the Israeli capital. The construction of these housing units were always planned and explicitly excluded from the temporary freeze. Nothing has changed except the other parties incremental increasing expectations.

    Actually I'm very familiar with much of Jerusalem's geography, Randi. Ramat Shlomo can be seen very clearly from Har Hahotzvim, I saw Gilo being built, fortress-style. I said Jerusalem is divided in more ways than one because of the totally separate populations it contains. I won't go into that here, you surely know. The myth about nowhere to put the Jews of Jerusalem I won't buy either. I knew Jerusalem when it had walls and checkpoints in it, I know where they were removed. We used to go into Jerusalem with Nebi Samwil in Jordan on one side of the road and Israel on the other. I don't remember one incident. No-one is asking anyone to give up the kotel. Har Habayit is the Waqf's in anyway. Annex Mevaseret Tzion to Jerusalem and build in that direction. If territory exchange can be agreed between the two sides to leave Ramat Shlomo and Gilo where they are, fine by me. But Silwan? Sheikh Jarrah? As long as you have access to your holy places, why do you need to own them?

    The timing was stupid. Heads should roll. The Americans have moved the goal- posts unfairly. In head to head polls bibi was leading livni by 51 to 36 percent in average of all the polls so she only had a support of a small niche and not broad support throughout the country. Livni could have been foreign minister in charge of all diplomacy and peace process and kadima could have gotten housing minister but she refused.

    In 2008 when Rice visited she was asked about the 1,300 homes that were just announced for ramat schlomo in a meeting with livni. Livni at the time said nothing and didn't call for the system to be changed and didn't blame olmert. So this is utter hypocrisy. It is a jerusalem district committee appointed by jerusalem city council members. Livni did the same thing last year when eu cancelled the upgrade in relations during the gaza war. She said nothing at the time then when bibi took office she held a press conference blaming him and wrote a letter to the EU not to stop the upgrade because of bibi when it was cancelled during her watch and she said nothing. Hasn't she caused israel enough damage with an open gaza/egypt border and iran flowing weapons through and she was the architect of that plan.

    there is no obvious division between east and west. the neighborhoods obama has been complaining about (gilo, ramat shlomo etc) are not in east Jerusalem as obama says, but in northwest and southwest jerusalem. the eastern portion, where arabs live, is the holy basin (Old City, Kotle, mount of olives etc). If Israel gives up the holy basin, we will have lost our soul. if we give up the south and north and east, we will give up security and we will have no place to put the jews of jerusalem.

Had Ms. Livni taken up the offer to join with him and form a unity government, he would not have had his hands tied by the extreme right. But realise that Israel cannot survive without close ties with the United States of America.
